Meeting of the Johnston County Board of CommissionersJune 25, 19The Johnston County Board of Commissioners resumed regular session Tuesday, June25, 1991, at 730 pm in the Commissioners Room, Johnston County Courthouse Annex,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash,John M Booker, DVM, and Jerry F Wood, DDSAbsent NoneAlso Present Richard B Self, County Manager, Eleanor N Creech, Clerk to theBoard, Joyce H Ennis, Deputy Clerk to the Board, and W R Britt, County AttorneyThe Chairman called the meeting to order and the following business was transactedDue to the large number in attendance, the Chairman moved the meeting to theSuperior Courtroom1 Board of Education -- 1991 -92 Budget ReviewDr Dicky Parrish, Chairman of the Johnston County Board of Education, addressedthe Commissioners concerning the proposed 1991 -92 county appropriation for the schoolsCapital Outlay funds having already been committed at 5 million, he discussed the currentexpense budget and requested the Board provide funds to keep services at least at the samelevel as previous years He stated the Board of Education and Dr Houlihan have cutrequests as much as possible, including reduction of Central Office staff and locally paidteachers; however some expansion would be necessary, especially in the utilities budget dueto large cuts by the StateDr Tom- Houlihan, Superintendent of Schools, expressed appreciation for the positiveworking relationship experienced with the County since taking the position of superintendentand commended County Manager, Richard Self, for all of his assistanceDr Houlihan spoke on three aspects of the school current expense budget1 Base Budget - Although the School Board requested an increase of approximately500,000, Dr Houlihan indicated the schools could live with a smaller amount, provided thestate does not give salary increases2 Utilities Due to the large cut in utility funds from the state level, theSuperintendent indicated the schools might need to come back to the County for additionalhelp3 Expansion - A recent telephone survey showed the public expects morecommunity and business involvement; expansion in the area of technology, especially computertraining; and better facilities Dr Houlihan expressed a need for extra funds to accomplishthese goalsThe Chairman invited additional comments from the audienceSpeakers David Godwin, Principal of Meadow School and President of the JohnstonCounty Principals Association; Frank Grzesik; Harold Keen; Leigh Ann Hurr; CassandraAtkinson Bell; Bob ONeal; Bob Backner; Kay Carroll; Ben HawkinsComments Need for quality education and better school facilities, even if special orincreased taxes are necessaryThe Chairman thanked everyone for their remarks2 Budget Amendments ApprovedA Mental HealthUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner Frank BHolding and carried by unanimous vote, the Board approved the following budget amendmentExpenditure IncreaseContracts, Grants,Revenue IncreaseMedicaid - CAP -MRB Public UtilitiesOther Subsidies25,00025,000Commissioner Frank B Holding moved the following budget amendment be approved11June 25, 1991 ContinuedExpenditure Increase - Tire Disposal615860 4500 Contracted Services 7,000Revenue Increase613813 8290 Landfill Tire Disposal 4,900613815 8400 1 Tire Disposal Fee 2,100TOTAL 7,000Commissioner John M Booker seconded the motion which carried by unanimous voteUpon a motion by Commissioner John M Booker, seconded by Commissioner Jerry FWood and carried by unanimous vote, the Board recessed until Wednesday, June 26, 1991, at730 pmC te_Joy H Ennis, Deputy ClerkNorman C Denning, Chairman
