request of Rhetta Martin, County Tax Attorney, Commissioner J DBailey moved that a quit -claim deed be made to Roger A Smith, Smithfield, N C,present owner, conveying Lot No 11 of the E F Crump Sub - Division, SmithfieldTownship, upon the payment of 7585, representing taxes for the year 1924 andthe years 1927 through 1934, subject however to the 1959 taxes, the taxes havingbeen paid from 1935 throu h 1958, foreclosed in the name of Offie Williams andEsther Williams, F R # 5, page 112 C E Bingham, of Smithfield, discussed the purchase of lot owned by theCounty at the west and of Johnston Street devised to the County by the lateVirginia Williamson, as the Town of Smithfield library was contemplating anexpansion programHe was advised that the County would consider the sale of the property orexchange same for the Town of Smithfield lot and building on Johnston Street3 Nora P Southerland, Clerk of the Superior Court, requested that the Boardconsider salary adjustments that had been made in her office during the past yearin making her appropriation for the coming year4 Upon the request of W H Britt, Auditor, Commissioner Floyd C Price, Srmoved that each person recording the conveyance of real property shall, beforepresenting it to the Register of Deeds, present it to the Tax Supervisor, orassistants, who have charge of the tax records, in order that the conveyancemay be noted on the tax records, and in order that adequate information concern-ing the location of the property may be obtained from the person recording theconveyanceIt is further ordered that the Register of Deeds shall not accept for record -,ing, any conveyance which has not first been submitted to the Tax SupervisorsOffice and he has obtained satisfactory information for the tax recordsAuthority G S 105 -301Sec 701Commissioner R G Gurley seconded the motion, which was adopted5• Robert A Spence, Attorney for the Town of Smithfield, Mayor of the Townof Smithfield and the Commissioners of the Town of Smithfield, and Joseph HLevinson, Attorney for the Town of Benson, renewed their requests for a contribut -;ion to the armories to be built in the Town of Smithfield and Benson, reiteratingtheir contention that the armory was a county project as well as a town project,and that the big majority of the members of the Guard were living throughout theCountyJoseph H Levinson pointed out that other counties had been contribution tosuch projects on a participation basis and in some cases the countys contributionexceeded that of the TownIt was the eoncensus of the Board that the projects were worthwhile but dueto the lack of available funds in the general fund little hope was given to thepetitioners for a contribution, and it was decided by J L George, Attorney andthe petitioning attorneys that a levy could not be made for this purpose Howeverbthey were informed that the matter would be given serious consideration before thanadoption of the budget6 After a discussion with Mayor Ben A Baker and the Town Board of Commissionersof Smithfield, Commissioner Floyd CPrice, Sr moved that the rent of the court-room to the Town of Smithfield remain at 5000 per monthCommissioner Frank B Holding seconded the motion, which was adopted7 Wilson Jiggs Hroadwell made a verbal report of the activities of the CivilDefense Program and requested that at least 7500 per month be appropriatedin the budget for clerical help8 James Earp, Chairman, Johnston County Board of Education, presented E SSimpson, Superintendent, who presented the 1960 -61 school budget, and reviewedthe different items of expenditures with the BoardMr Simpson also requested that an amount of 4300000 be placed in the con-397•June 6, 1960conttingent fund to provide for the expense of a special school election in case themembers of the Board of Education decided it was necessary to call one9 Mrs J J Boyette, Chairman of the Johnston County Library Trustees, present-ed a new budget for the County library, stressing the need for the appropriationto be as much as last years or else state aid would be cut offMrs Willye Wright briefly discussed the circulation of books by the schoolsof the county10 After a discussion with Lulu Jolliff, it was the concensus of the members ofthe Board that she be allowed to participate in the purchase of furniture and house-hold goods for Irene Gaddy who is to be released from prison July 17,1960 and is toassume responsibility for her twelve children, in an amount not to exceed 2000011 Mrs Jolliff also informed the Board that the doctors in the county would notaccept the plan of the examination of patients for the Welfare Department, but thatshe had been assured that they would still consider assuming the work12 Commissioner R G Gurley submitted the JoGounty, Fire Commission report, whichwas ordered filed with W G Massey, Clerk13 Upon the recommendation of L P Williford, Chairman, J L Flowers, Jr, MrsNorwood Smith, C C Cox, members of the Board of Trustees of the Bentonville Memor-ial Community Building, Commissioner Frank B Holding moved that Mrs Irwin Davisbe reappointed a Trustee of the Bentonville Memorial Community Building beginningfor a term of six years, beginning as of,April 1960Commissioner R G Gurley seconded the motion, which was adopted13 Upon the recommendation of L P Williford, Chairman, Mrs Irwin Davis, J LFlowers, Jr and Mrs Norwood Smith, Trustees of the Bentonville Memorial CommunityBuilding, Commissioner Frank B Holding moved that Cornice Cox be reappbnted aTrustee of the Bentonville Memorial Community Building for a term of six years,beginning as of April 1960Commissioner R G Gurley seconded the motion, which was adopted14 Commissioner R G Gurley moved that R C Browning, Consulting Engineer ofRaleigh, North Carolina be paid 016605 for plans and specifications for new elec-trical services for the courthouse and courthouse annex, representing design feeat the rate of 45 x 369000Commissioner Frank B Holding seconded the motion, which was adopted15 Notices of appeal of Dorothy Barbour Parker and Bernie S Barnes to the NorthCarolina State Board of Allottments and Appeals were presented to the Board16 The secondary road program for 1960 -61 for Johnston County as submitted tothe State Highway Commission in Raleigh for their approval was presented and orderedfiled with W G Massey, Clerk17 E S Simpson presented a
