June 17, 19The Johnston County Board of Commissioners resumed regular session Monday, June17, 1991, at 730 pm in the Commissioners Room, Johnston County Courthouse Annex,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash,John M Booker, DVM, and Jerry F Wood, DDSAbsent NoneAlso Present Richard B Self, County Manager, Eleanor N Creech, Clerk to theBoard, and Joyce H Ennis, Deputy Clerk to the BoardThe Chairman called the meeting to order and the following business was transacted1 Budget ReviewIn an effort to maintain an 89¢ tax rate as instructed by the Board, and afterre- examination of budgets by various county departments, the County Manager furnished forthe Boards review and consideration a list of potential cuts in the 1991 -92 proposed budgetThe Board discussed various items on this list at length The Chairman mentionedthat another county rescue squad is forming and recommended that fire and rescue monthlycontributions remain as originally recommended fire departments at 275 and rescue squadsat 500 He also recommended that the ambulance contribution remain at 40,000In reference to the recreation grant line item, Commissioner James W Cashrecommended, and the Board agreed, the 70,000 appropriation should remain in the budgetA Public Utilities1 In the area of Public Utilities, the Board discussed the number of mannedcontainer sites and the hours these sites are open; and means of collection and disposal ofwhite goods and tires2 After discussion, Commissioner Frank B Holding moved that old roll-offcontainers be placed at all manned compaction sites for collection of white goods and tiresCommissioner Jerry F Wood seconded the motion which carried by unanimous voteB Job Training ProgramRobert Davis, Job Training Program Director, asked the Board to appropriate 25, 000to the Job Readiness Training Program in order to be able to maintain the program at thehigh schools The Job Readiness Program teaches economically disadvantaged high schoolstudents how to find and keep jobs; at present there are 110 students in the program TheJob Readiness Training Program was recognized in 1989 by the Governor as an outstandingprogram; its main goal being to make students self- sufficientC Sheriffs DepartmentSheriff Freddy Narron asked the Board to reconsider matching funds for a two yearState Property grant of 150,000 75,000 in 1991 -92, 75,000 in 1992 -93 ; this grant alreadyapproved if local funds of 25,000 are appropriated each year11June 17, 1991 ContinuedThe Sheriff stated that the grant will give the Sheriffs Department two employeesIand one vehicle to deal with the critical situation of stolen property in Johnston County jlD Salaries and Employees Benefits1 The Chairman commented on salary increases saying they are looking forresources, hoping the Board will be able to do something for county employees2 The Chairman asked the County Manager to report to the Board on travel moneythe County spends paying mileage for county departments for the current yearE Fire Code Enforcement Officer1 The Commissioners discussed the fire code enforcement officer position proposedin the 1991 -92 budget, and the fact that this position for the fire - safety inspection ofcommercial buildings has been mandated by the State and will be funded by a fee scheduleto be adopted by the Board of Commissioners2 After discussion, Commissioner Jerry F Wood moved the fire code enforcementofficer position be approvedCommissioner James W Cash seconded the motion which carried by the following voteAyes Jerry F Wood, James W Cash, Frank B Holding, and Norman C DenningNo John M BookerF Septic Tank Bill HB 10381 The County Manager advised that the General Assembly is considering imposing a50 fee on septic tanks sold for use in North Carolina; directing counties to collect the fee2 After discussion, Commissioner Frank B Holding moved that Johnston Countysrepresentatives be notified that the Board of Commissioners oppose HB 1038, now before theGeneral Assembly, which would impose a septic tank fee requiring the county to act as anagent of the StateCommissioner John M Booker seconded the motion which carried by unanimous voteG Road Name Signs1 It was recommended that the 25,000 line item in the budget to maintain damagedand stolen road name signs be deleted from the 1991 -92 proposed budget at this timeH Tobacco MuseumThe Board made no final decision on the 10,000 request for the Tobacco MuseumThe Chairman asked Board members to study their budgets;
