1960, in the Auditors Office, at 730 P M, with thefollowing members presentH M Johnson, Chairman, J D Bailey, Floyd C Price, Sr, Frank B Holding,and R G GurleyAbsent NoneThe following business was transacted1 Upon the recommendation of W H Britt, Auditor, Corrmissicner Floyd C price,Sr moved that the 1959 -60 budget be amended by appropriating 690000, amountreceived from the State Department of Public Welfare in equalizing funds to theGeneral Welfare FundCommissioner J D Bailey seconded the motion, which was unanimously carried2 Upon the recommendation of W H Britt, Auditor, Commissioner R G Gurleymoved that 148300 appropriated from the Contingent Fund and transferred to theclerical fund of the Tax Collectors Department for the purpose of defrayingadditional expense incurred in the employment of additional field deputies andclerical help, as per agreement with the BoardCommissioner Frank B Holding seconded the motion, which was unanimouslycarried3 Commissioner Floyd C Price, Sr introduced the following resolution and movedthat it be adoptedR E S O L U T I O NWhereas, the Board of County Commissioners of Johnston County recognizingthat past instructions to members of the Welfare Department for the strict screeningl,of Welfare applicants has not been effective;Now therefore, it is ordered that the members of the Welfare Board and theSuperintendent of the Public Welfare Board be instructed to reduce the case loadand public assistance grants where possible and stay within the appropriation of the1960 -61 budget; further ordered that no salary changes be effected without theconsent of the Welfare BoardCommissioner J D Bailey seconded the motion, which was unanimously carried4 At the request of Chairman H M Johnson, W G Massey, Clerk, was directedto notify Mr L T Thompson, of Smithfield, that the Board could not legallyrelease for taxation house and lot that he listed for the year 1960 and subsequent-ly sold to the Pentecostal Holiness Church approximately in May 19605• Whereas, W H Britt and Evander S Simpson, Superintendent Public Schools,submitted to the Board their estimated budgets for the fiscal year 1960 -61,Whereas, these estimated budgets were filed with W G Massey, Clerk of theBoard on June 8, 1960 and remained open for public inspection for a period of twenty20 days,Now therefore, on a motion made by Frank B Holding, seconded by Floyd CPrice, Sr, it was ordered that the general government, welfare, debt service,school budget and special school district budgets of Johnston County be adopted inthe following form and amountsGENERAL GOVERNMENT, WELFARE AND DEBT SERVICE BUDGET FCR JOHNSTON COUNTYComputed on a tax valuation of 65,000,000 The tax rate for 1960 -61 was setat 165 per 10000 valuation, plus special school district rates
