Wo -ati C4471The County shall use the Competitive Negotiation Procedure forthe procurement of professional services The following guidelineswill applya A notice soliciting professional service proposals will beplaced in a newspaper with ocal circulation at least 14 ,days priorto the selection dateb A Request for Proposal will be developed and sent to atleast three interested firms or individuals known to provide theprofessional service solicited The Request will follow theguidelines as expressed by the North Carolina Department ofEconomic and Community Development DEC and set forth clearly therequirements that the offerer shall be expected to fulfillc Proposals must contain cost of service expressed as a lumpsum cost or a not to exceed cost with hourly ratesd At least three responses from qualified sources must bereceived in order to proceed with the selection process If thisis not the case, then the County must follow the above describedprocedure for second time and expand the area of circulation ofthe advertisement On the second solicitation, any response may bereviewed for selection, but the County need not be obligated toaccept the single proposal and may elect to begin the processagaine Awards will be made to the responsible firm person havingthe ability to perform successfully under the terms and conditionsof the proposed procurement Factors to be considered in the awardof contract include contractor integrity;
