Commissioners Room, with the followingmembers presentH M Johnson, Chairman, J D Bailey, Floyd C Price, Sr, R G Gurleyand Frank B HoldingAbsent NoneThe following business was transacted1 Norman Johnson and Donald Johnson, of R#2, Benson, discussed the priorityrating of Road No 1113, which runs from N C 50 to S R No 1116, stating thatthe Highway Commission had improved the right of way on this particular road andhad promised that the road would be hard- surfaced within two years from the timework had been done on the road In checking the unpaved secondary road ratinglist, Road No 1113 was classified as No 3 They were advised that this matterwould be discussed with Mr Dawson when he appeared before the Board in the after-noon session and that they were cordially invited to be present when it was broughtto his attentionR W Dawson was questioned concerning secondary road No 1113 and reportedthat the road had been erroneously classified, and that the road should be listedfor aving with a priority of 36 -A and that he would advise Mr Norman Johnson,of R #2, Benson to that effect Mr Dawson further stated that this error had inno way caused the road not to be hard-surfaced2 The notice of Lassie Mae Watson, Watson Place, Market Street, Smithfield, N Cto apply to the North Carolina Aleholic Beverage Control Board for a permit tosell aloholic beverages was approved3 R C Browning, Consulting Engineer, of Raleigh, presented blue prints for thewiring of the courthouse annex and estimated roughly tbat to wire and supply lightfixtures for this building would cost approximately 4600000 Mr Browning alsoreported that it was determined that the electrical service to the elevator was notmetered and that the town authorities had requested that it be done He statedthat it would cost 038000 to run an electrical service from the switch box tothe elevator and that the wire would be sufficient to operate a 25 horse powermotorUpon the recommendation of R C Browning, Commissioner R G Gurley movedthat the D C Electrical Company of Benson be employed to run a service wire fromthe switch box to the elevator at a cost of 38000Commissioner Frank B Holding seconded the motion, which was unanimouslycarried4 Commissioner J D Bailey moved that R C Browning, Consulting Engineer ofRaleigh, North Carolina be authorized and directed to draw plans and specificationsfor the wiring of the courthouse annex or better known as the Thornton Building,and to advertise for bids which will be opened at 300 P M on August 1, 1960Further that he submit alternate bids for the followinga Base proposal plus providing and installing electrical fixturesb Base proposal, plus the cost and installation per unit of approximately7 air conditioning unitsCommissioner Frank B Holding seconded the motion, which was carried5• R W Dawson, District Engineer, introduced Mr J I Lynch, who is to succeedMr Dawson officially on August 1, 1960 as District EngineerMr Dawson expressed his appreciation to the Board for their cooperation andsupport and stated that he would be transferred to Wilson and to succeed Mr T DGrantham as Assistant Division Engineer6 J Narvin Creech, Treasurer, presented a list of various fund accounts underhis control and made a verbal report of the investments in these accountsAfter a review by the Commissioners, Mr Creech was requested to prepare indetail the cash balances as of June 30, 1960 of each of these accountk and showwhat investments were held in each account, and to furnish each Commissioner witha copy of the report7 After discussion with Lulu A Jolliff, Superintendent of the Welfare Department,in which it was pointed out that Johnston County had a legal responsibility for thecare and maintenance of Betty Yarn, mother of three children, by virtue of hermarriage to a Johnston County resident, former resident of Calrornia where she isGmJuly 5, 1960 Contlnow residing, Commissioner J D Bailey moved that 7500 of General AssistanceFunds be sent to the California Public Welfare Department to be disbursed by themfor the use and benefit of said Betty Yarn8 The reports of the Grand Jury for the June Term 1960 of the Superior Courtwere submitted and orderbd filed with W G Massey, Clerk9 After an estimate of the insurable value of the courthouse annex as suppliedby Max G Creech, Agent, W G Massey, Clerk, was authorized and directed to re-arrange the insurance on the courthouse annex Thornton Building so that the totalinsurance on the Thornton Building will be x}2,000 with the contents insured for075000010 The announcement by Lulu A Jolliff, Superintendent Welfare Department, thather department on account of their regular duties, which she placed first, couldno longer assist in filling out Class @ Allottments, created a warm discussion be-tween her and members of the Board, with the matter, at the suggestion of Commiss-ioner R G Gurley, being referred to the Welfare Board for their MemorialHospital to employ the firm of Koonce and Wooten, Certified Public Accountants ofRaleigh, North Carolina, to audit the accounts of Johnston Memorial Hospital for theperiod October 1, 1959 to September 30, 1960Commissioner Frank B Holding seconded the motion, which was unanimouslycarried13 Commissioner R G Gurley was appointed Supervisor of the Boarding Home and torepresent the Board of County Commissioners at meetings of the Trustees of theLibrary and in a consultive and advisory capacity for the courthouse, courthouseannex and grounds for the months of July, August and
