seconded the motion, which was adopted7 111 G Massey, Clerk, was directed to refer the case of Thomas Jordan inconnection with the improvement of a certain road in Wilsons Mills Township toR W Dawson, District Engineer8 Upon the recommendation of Rhetta Martin, Tax Attorney, Commissioner R GGurley moved that quit -claim deed be made to T J Narron et ux upon the paymentof 28520, representing taxes through 1959, conveying Lot # 2 in the C H Wheelerfarm, Oneals Township, foreclosed in the name of Joseph W Wheeler, F R # 6,page 5Commissioner Floyd C Price, Sr, seconded the motion, which was carried367January 4, 1960 Cont9• Upon presentation by W H Britt, Auditor, of bill for membership dues inthe North Carolina Association of County Commissioners, Commissioner R G Gurleymoved that 032953 be appropriated from the contingent fund and transferred to themiscellaneous account fund for the purpose of paying Johnston Countys membershipdues in the North Carolina Association of County Commissioners for 1960Commissioner Floyd C Price, Sr seconded the motion, which was carried10 After a discussion of the contribution by the county to the Institute ofGovernment, it was decided that W H Britt, Auditor, continue the policy of theCounty in paying one -half of its assessment to the Institute of Government11 John Swain, Head Secondary Roads, Bill Ingram of the Raleigh office, and R WDawson, District Engineer, appeared before the Board in connection with the second-ary road program Mr Swain, who recently succeeded I4Ir Harold Makepeace as headof the Secondary roads, stated that it would be his policy to work with the Boardsof County Commissioners relative to the various road problems confronting themand said that he was willing and ready at any time to be of assistance to them,as he believed he understood their problems since he had served for many years asa Commissioner of Wake County12 Yx R W Dawson stated that the Highe y was making a survey in Johnston County`to see how many churches in the county did not have paved roads by them and wouldsub,rdt a report to the Board at a later date13 The request of Mrs Daisy Raynor of 408 Factory Street, Wilson, North Cardinarelative to payments from the welfare for the home care of children was orderedreferred to the Welfare Department14 VV G Massey, Clerk, was authorized and directed to effect the repair of doorlock and the placement of an electrical outlet in the Home Demonstration Office15 W H Britt, Auditor, in the presence of Daniel G Matthews, Certified Public Accountant, submitted the audit report of H V Rose, Clerk of the superior Courtas of May 7, 1959; audit report of Justices of the Peace as of June 30,1959, andaudit report of the Johnston County Recorders Court and Domestic Relations Courtas of May 7, 1959; and suggested that the Commissioners take these reports homeand study them as the audit covering Mr Roses office from 1930 to May 7, 1959was so voluminous, that, in his opinion, a decision could not be wisely made atthis time16 Mr Matthews reported that approximately 70,000 of unallocated funds invarious court cases and in special proceedings cases and that all of the Justicesof Peace, with the exception of one, had reported After discussion, it was theconcensus of opinion of the Commissioners that the meeting be continued until alater date to thoroughly examine and make a decision relative to the accountssubmitted to them propared by Mr Matthews17 The following bills were submitted by Daniel G Matthews for paymentProfessional Services- Additional W Knott of Clayton, N C and the written requestof Winston Hill, of Smithfield, N C, R#2, for Electrical Inspector of JohnstonCounty were received Voting by ballot, IYT W Knott, of Clayton, N C was electedby a vote of four to one Electrical Inspector of Johnston County to fill theunexpired term of G F Brown, effective February 1, 1960, subject to his qualify-ing for the jobJanuary 4, 1960 Cont20 Commissioner Frank B Holding reported that Mrs Hugh McGowan desired to knowwhether the county desired to continue leasing or renting her offices next to theThornton Building for the Veterans Service OfficeAfter investigation and discussion, it was directed that Mrs McGowan benotified that the county would not continue renting her offices, and it was orderedthat the two rooms on the south side of the courthouse on the third floor now beingoccupied by the Welfare Department, be allocated and designated as office for T PCreech, Veterans Service Officer21 Commissioner J D Bailey moved that the following resolution be adoptedWhereas, His Excellency, Luther H Hodges, Governor of North Carolina, hasrecently appointed to the Superior Court Bench W Jack Hooks of Kenly, a formerCounty Attorney and Solicitor of the Superior Court, and an outstanding lawyerand citizen-of Johnston County, of which appointment this Board and the people ofJohnston County are justly oroud;And whereas, this Board feels that in making this appointment that the Governorhas exercised excellent choice in that he has choswn a man with the learning andpractical experience essential to the proper qualification of a Judge of the Super-ior Courts, whom, we are confident, will serve with credit to the Judiciary, hisState, and its citizenship he has well and faithfully heretofore served;And Whereas, this Board feels that its thanks to His Excellency should bepublicly expressed as well as the confidence of this Board in the soundness of theJudicial Appointment he has made;NOW, THEREFORE, BE IT RESOLVEDThat the Governor of North Carolina be congratulated and the thanks of thisBoard and the people of Johnston County publicly extended to him upon the appoint-ment of W Jack Hooks as one of the Special Judges of Browning in a priorletter to the Board and that bids would be received and opened by the Board onFebruary 1, 1960, at 3 PM23 Frank B Holding was appointed Supervisor of the Boarding Home Property andto represent the Board of County Commissioners at the meting of the Board ofTrustees of the Johnston County Library for the months of January, February, andMar c h24 Lulu A Jolliff, Superintendent of the Welfare Department, submitted to theBoard cases processed by her Department to December 16, 195925 Nilson Jiggs Broadwell, Civil Defense Director, made a verbal report to theBoard, citing the progress of the Civil Defense Program in clergy training, bloodtyping, rescue squads, radiological courses and series of advance courses in firstaid3B9January 4, 1960 Cont26 Joseph H Levinson, Attorney for the Town of Benson, reiterated the requestof the citizens from the Town of Benson for a contribution for the Benson Armory,and asked that the Board commit itself to a contributionAfter a discussion, it was the concensus of the opinion of the Board that nocommitment be made but that they would be glad to consider the matter when requestswere heard for the 1960 -61 budget27 Lulu A Jolliff, Superintendent of the Welfare Department, reported to theBoard that she had overspent the childrens boarding home fund by an amount of118976, including November bills, due to the fact that she had spent funds forthe care of children which were not anticipated, and would need an amount of1728,20 to take care of bills for the month of December She also stated thatMe had overspent in the A P T D fund in the amount of 30000After a discussion of her problems, it was decided that she continue paymentof bills accruing against these funds with the hope that she would be able toreceive unanticipated revenue to relieve the situation28 After a discussion of the occupancy of the Thornton Building by the VrelfareDepartment, W H Britt, Auditor, was authorized and directed to select paint andsecure the services of a painter for the immediate renovation of the ThorntonBuilding and MrsJolliff, Superintendent of the Welfare Department, was directedto commence moving as rapidly as she possibly could29 After a discussion with Mrs Nora P Southerland relative to a surety bondfor the Clerk of the Superior Court and a blanket bond for her employees,Commissioner Frank B Holding moved that the Clerk of the Superior Couts suretybond be reduced from 50,000 to 25,000 and that the employees in the Clerk ofthe Superior Courts office be placed under a 500000 blanket bond ,Commissioner Monday, January 41 1960, the matter of fixing anddeclaring the boundaries of the Wynn Fire District wasdul y presented to the Board;+and it appearing to the Board that the Four Oaks Fire Department has complied withthe provisions of resolution providing for the establishment of fire districts inJohnston County, which was duly adopted by the Board of County Commissioners onOctober 3, 1955; has met the minimum requirements for personnel and equipmentrequired by said resolution, and is receiving financial assistance from the County,Iand the Wynn Fire District Area having been fixed and
