April 8, 1991The Johnston County Board of Commissioners reconvened regular session Monday,April 8, 1991, at one oclock pm in the Commissioners Room, Johnston County CourthouseAnnex, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash,John M Booker, DVM, and Jerry F Wood, DDSAbsent NoneAlso Present Richard B Self, County Manager, Joyce H Ennis, Deputy Clerk, andW R Britt, County AttorneyThe Chairman called the meeting to order and the following business was transacted1 Cable TV Service ONeals TownshipUpon a motion by Commissioner Frank B Holding, seconded by Commissioner Jerry FWood and carried by unanimous vote, the Board instructed the County Manager to askChannel Master Cable TV Company to consider extending cable TV service to Sam Narron andhis neighbors along Hwy 39 in ONeals Township2 Polk Youth CenterSeveral of Johnston Countys municipal mayors were present to discuss potential sitesfor the new Polk Youth Center facility NC prison officials have indicated an interest inrelocating the prison in Johnston County, if land and utilities are available at no cost to theStateBenson Mayor Lindell Nordan informed the Board the Benson Town Council stronglysupports the prison unit coming to Johnston County and would like to see it locate in theBenson area He reported three sites are currently being investigatedCommissioner Frank B Holding explained that any potential site would have to beapproved by prison officials and the State would have to make a commitment before theCounty could consider negotiating for propertyLinwood Jones, developer with I -4042 Associates, pointed out on an aerial map a 200acre tract off 1 -40 near Hwy42 as a potential site for the Center He indicated if the Countywould agree to provide water and sewer to the I -4042 area, his company would be willing topurchase and donate the property for the prison facilityCounty Manager, Richard Self, shared with the Board a letter from Carolantic Realtyproposing a possible site near 70 -A in Wilsons Mills TownshipSmithfield resident, Michael Rabil, voiced opposition to the Board investing money inlocating a prison in Johnston County, and noted Johnstonians voted against the prisonreferendum He urged the Board to spend the Countys money on long -term industrialgrowthSelma Mayor Bob Lucaspresented information on a possible location for thefacilityoff Hwy70A in Selma TownshipHe explainedthe property consists of 129 acres and offersnaturalboundaries ideal for aprison MayorLucas and Selma Town Manager JimCaldwellreportedwater and sewer couldbe extended tothis property at a cost ranging from195,000to 227,000They stated theproperty ownershave expressed a willingness tosell theacreageat a event a suitablesite is foundClayton Mayor Pro Tem, Roy Green, stated Clayton fully supports the prison unitlocating in Johnston CountyChairman Norman C Denning thanked everyone for their comments, saying he waspleased with the response from the towns concerning possible sites Chairman Denningappointed Commissioner Holding and Commissioner James W Cash to represent the County inpreliminary negotiations with State officials concerning proposed sites3 Economic Development Director IllThe Commissioners asked County Manager, Richard Self, to convey the Boardsconcern and wishes for a speedy recovery to Michael de Sherbinin, Economic DevelopmentDirector4 Building Inspection Fees IncreasedThe Board again discussed a request to increase building inspection fees to offsetrising costs in the Countys Inspection DepartmentC P Thompson, Chief Building Inspector, explained business has increased by 10and the department needs an additional inspector to handle the increased workloadCommissioner John M Booker stated he had reservations and was not inclined toincrease fees at this timeFollowing further discussion, Commissioner Jerry F Wood moved the Board adopt thenew building permit inspection fees as proposed, effective July 1, 1991 Complete fee scheduleis on file in the Clerks officeCommissioner James W Cash seconded the motion which carried by the following voteAye Frank B Holding, Norman C Denning, James W Cash, Jerry F WoodNo John M Booker5 Amendments Approved Zoning and Subdivision OrdinancesUpon a motion by Commissioner Frank B Holding, seconded by Commissioner Jerry FWood and carried by unanimous vote, the Board approved amendments to Articles I, IV andXI of the Johnston County Zoning Ordinance and Articles VI, VII and IX of the CountySubdivision Ordinance, as recommended by the Johnston County Planning BoardNote Amendments recorded in the Johnston County Ordinance Book #2, Page 36 -496 Vehicle Decals-for Solid Waste Collection Site UsersThe Board discussed a proposal to use vehicle decals to identify users of theCountys solid waste containers Decals would be purchased from the County at a cost of25 year and, in addition to household garbage, would allow users to dispose of white goods,tires, and motor oil at the container sites 2329 of the fee would cover landfill burial costsand the additional 171 would take care of administrative expenses and allow for disposal ofthe tires, white goods, and motor oil which can no longer be buried at the landfillCommissioner John M Booker commented on the cost of implementing new landfillregulations mandated by the state and federal governments He concluded that in order toavoid using ad valorum tax money, the Board has no choice but to charge user fees He alsofavored the small fee which will allow citizens to deposit the extra items at the collectionsites noting this should help prevent roadside dumpingIn response to discussion concerning out -of- county users, the County Managerexplained the decals would be sold only to persons with vehicles registered in JohnstonCountyAfter further discussion, Commissioner James W Cash moved the County sell vehicledecals to be displayed on County registered vehicles to identify solid waste container users56April 8, 1991 ContinuedHe further moved the County establish a fee of 25 year for initial decals and allow citizensto purchase decals for additional vehicles at a minimal fee relative to actual sticker costCommissioner John M Booker seconded the motion which carried by unanimous vote7 County Rabies ClinicsCommissioner John M Booker, DVM, commented on the small turnout last week forthe rabies clinics He noted there has not been a case of rabies in Johnston County in morethan 30 years and attributed this largely to the conscientious effort by the Health Departmentto keep animals vaccinatedHe announced the County will hold clinics again this Saturday, April 13th, and urgedall cat and dog owners to take advantage of this serviceUpon a motion by Commissioner John M Booker, seconded by Commissioner Frank BHolding and carried by unanimous vote, the Board adjournedNorman C Denning,
