th a Commissioners Room, at 1100 A M, with the followingmembers presentH M Johnson, Chairman, J D Bailey, Floyd C Price, Sr, R G Gurley, andFrank B HoldingAbsent NoneThe following business was transacted1 By mutual agreement, T L Upchurch, Tax Collector, was authorized and directedto employ one extra office employee and two additional field deputies for the monthof September and October at salaries commensurate with what he has paid such employ-ees in the past2 Upon the recommendation of M W Knott, County Electrical Inspector, Commission-er Floyd 0 Price, Sr moved that the following requirements and regulations beestablished for providing a temporary service pole for licensed electricians in theCountyTemporary Service Pole for Construction WorkFor annual inspection, for which a sticker, with date of inspection, in additionto the regular Inspection Certificate will be issued by the County Inspector, shallmeet the following specification A 16 foot creosote pole, with equipment not lessthan 9 feet from burial and of pole, with a 4 foot marker, to indicate depth whenpole is planted,, in ground Grounding wire and electrode to be one continues wire,not less than 24 feet, wi th not less than 15 feet of AWG size 6 bare copper coiledon the bottom of pole Approximately 10 turns Weather proof disconnect andgrounded type receptacle, shall be used4 After an account by Lulu A Jolliff, Superintendent of the Welfare Department,that she had contacted and was in the process of employing a person with the ratingof Senior Case Worker Supervisor, provided the salary could be adopted to fit thecase, Commissioner Frank B Holding moved that Lulu A Jolliff be authorized toemploy said person and that the salary providing for a case worker supervisor bechanged from 37500 per month to 40500 per month, effective September 1, 1960,with the understanding that this provision is to be void should Mrs Jolliff not beable to employ the aforementioned personCommissioner Floyd C Price, Sr seconded the motion, which was carried5 Upon the recommendation of J Narvin Creech, Treasurer, Commissioner Floyd CPrice, Sr moved that the Johnston County Bank of Smithfield be designated as adepository for the funds of Johnston County for the term begin ing on August 1, 1960and ending at an indefinite date, provided such regulations governing depositoriesare complied withCommissioner R G Gurley seconded the motion, which was unanimously adopted6 In order to acquaint the Board with its appropriations to the Old Age Assistance,ADC AND APTD appropriations and the amount expected by the County in equalizing fundsfrom the State Welfare Board, the following letter was read to the Board by W HBritt, Auditor, in response to a letter from Lulu A Jolliff, Superintendent WelfareDepartment, dated July 8, 1960 to Mr R Eugene Brown, Director, Division of PublicAssistance, State Board of Public Welfare, Raleigh, N CJuly 21, 1960Ars Lula A Jolliff, Sup erintendentJohnston County Department of Public WelfareSmithfield, North CarolinaDear Mrs JolliffThank you for your letter of July 8 stating that the Johnston County Board ofCommissioners agreed to provide from county funds for 1 6o -61- 37,500 for Old AgeAssistance, 28,000 for Aid to Dependent Children, and 422,500 for Aid to the Per-manently and Totally DisabledThe letter also indi cates that the commissioners expect to receive 410,000 fromthe equalizing fund for Old Age Assistance and 7,000 from the equalizing fund forAid to Dependent Children While we are not revising the notice to the Board ofCounty Commissioners on F orm C, we will show on our records the amounts the CountyCommissioners a eed to raise plus 410,000 from the equalizing fund for Old AgeAssistance and 7 000 fro m the equalizing fund for Aid to Dependent ChildrenAccording to the best estimates we can make, Johnston County will need as thecountys part considerably more than 447,000 for Old Age Assistance, 35,000 for Aidto Dependent courthouse annex Thornton Building and for bids for thepurchase and installation of seven air conditioning units for the courthouse annexand the purchase, wiring and installation of the one air 25, Tax Collectors OfficeCommissioner Floyd C Price, Sr seconded the motion, which was unanimouslycarried12 W G Massey, Clerk,was requested to ascertain whether it would be to theadvantage of the County to include the theft premium policy on camera located inthe Home Demonstration Agent Office with an insurance policy covering contentsof the courthouse13 L P Creech, Veterans Service Officer, complained to the Board about assist-ing parents in filling out Class Q4 allottment forms, stating that his work hadincreased considerably by new laws enacted by Congress and that if he continued toassist people with these forms that he would need more help to carry out hisduties One of the Commissioners reported that he had received a message from MrJames Oliver, Commander of the Veterans Service Organization of Selma, statingthat he did not think the Veterans Service Officer should be saddled with thisburden After discussing the subject, it was decided to defer action on thematter14 W H Britt, Auditor, acquaintedthe Board with the status of the HealthDepartment budget, whichwas placed at030,000 for the year 1960 -61 with the statecontributing 14,464 ofthe 30,000He stated that if Mr Matcher and Iiss Thornewere replaced subsequentto their retirementthat the Health Department would needan additional 650000015 At the request of JamesZ Hill,Smithfield, N C, R #2, W G Massey, Clerk,was directed to notify JI Lynch, DistrictEngineer, State Highway Commission,of the drainage problemexisting in frontof Mr Hills property located on Smit h-field- Brogden Road16 Nilson Jiggs Broadwellgave a verbal report of the Civil Defense Activities17 Lulu A Jolliff, Superintendentof the Welfare Department, gave a verbal reportof the progress of her departmentin reviewingOAA, ADC AND
