adopted20 Upon the recommendation of J L George, County Attorney, W G Massey, Clerk,was directed to advise A M Noble, Attorney, for Mrs W M Sanders, that theBoard regretted that they could not grant any relief in penalties amounting to450037, which had accumulated for the years 1955, 56 and 57 on property of W MSanders Estate in Smithfield Township21 An agreement was reached with L F Wood, Attorney, and former tenant of thecounty in the Thornton Building whereby the Board agreed to purchase from him eightvenetian blinds, light fixtures, two book cases and two air conditioning units ata price of 3500022 H M Johnson, Chairman, appointed J D Bailey and Frank B Holding as acommittee to advise and work with T L Upchurch, Tax Collector, in improving thetax collection system23 Joseph H Levinson, Town Attorney of Benson, advised the Board that the State Inow required a five acre plot fdr an armory and that it would necessitate thepurchase of another site and that the Town had procured an option from R FSmith for a five acre tract near the school site at a price of 600000, and re-quested that the 27 acres which the County had previously helped the town purchaseon a 50 -50 basis amounting to 250000 for the countys share be deeded from theState to the Town of Benson and that the proceeds from the sale of the 27 acreswould be diverted to the purchase of the 5 acresHe was advised that the deeds in the transaction be made to the County andTown, as the county did not desire to lose its identity in the armory site withthe understanding that the proceeds from the 27 acres up to 600000 could beallocated to the purchase of the 5 acre tract24 Wilson Jiggs Broadwell, Civil Defense Director, gave a verbal report of theCivil Defense Program, citing that he had been able to purchase the two way radiosystem forthe Sheriffts office on a watching fund basis; and that a team was beingtrained to set up a 200 bed hospital unit without affecting the unit in Pine Leveland had arranged with the operators of heavy equipment to clear debris in case ofan attack25 A direct request was made by Mr Broadwell for the county to furnish him183400 for the printing of the Survival Plan Book, which he stated had beenbrought up to date, requiring considerable time from him and his associates toprepare He emphasized that the county would be refunded its advancement by theGovernment mathing one half the cost and from the sale of the book to the 11Civil Defense CouncilsAfter taking into account information furnished by the Auditor, he was advisedthat an appropriation could not be made from the contingent fund due to unexpectedemergencies that had arisen, which would make it unwiseMr Broadwell protested that it was necessary to print the book at this timesince the information it contained would be out of date if delayed, and that hecould not afford to give of his time to bring it up to date at a later periodThe board remained adamant in their decision, but the concensus of opinionshowed they were sympathetic to his demand and that they would do what they couldto work out something at a later date353October 51 1959 Copt26 W G Massey, Clerk, was directed to forward application of the BlackmansCross Roads Fire Department for the establishment of the Blackman Crossroads FireDistrict to R Kenneth Scott for his approval27 Rubert Barbour, Dog Warden, was authorized to paint pens and building at theiDog Pound with him providing the labor28 After discussing a bid proposal with Denton F Lee, Commissioner R G Gurleymoved that one or two electric water coolers purchased from said Denton F Lee forinstallation on the first floor of the courthouse at an installed price of 22500eachCommissioner J D Bailey seconded the motion, which was adopted29 In response to a letter from Dr Frank Barnes, W G Massey, Clerk, was direct-ad to notify Dr Barnes that his recommendation for employing a Medical Examinerwould be taken under advisement30 Commissioner Frank B Holding moved that the surety bonds of Sheriff B AHenry and V J Underwood, Coroner, be approvedCommissioner J D Bailey seconded the motion, which was adopted31 W G Massey, Clerk, was directed to write Mr Robert Browning, requestingthat he revise his proposal for air conditioning the courtroom on a less elaboratescale or on a more compact and simple basis and submit to the Board for theirconsideration32 Upon the request of Mrs J L McLamb, Benson, N C, R #2, W G Massey, Clerk,swas directed to request R W Dawson, District Engineer, State Highway Commissionto move corn crib located on road leading from Highway 50 by Holly Grove Churchto Norman Johnsons mills in accordance with agreement made with Mrs McLambk33 H M Johnson was appointed Supervisor of the Boarding Home and to representthe Board at the meetings of the Board of Trustees of the Johnston County Libraryfor the months of October, November and December34 Commissioner Frank B Holding moved that the State Highway Commission berequested to add to the Johnston County Road system and maintain that certain roadin Clayton Township, subject to the adjoining property owners signing the petition,described as follows;Beginning at a point to be determined by a representative of theJohnston County Schools on a hard - surfaced road leading from thetown limits of Clayton and runs by the colored school, runs
