Meeting of the Johnston County Board of CommissionersO 2S ilMjFebruary 4, 1991The Johnston County Board of Commissioners met in regular session Monday, February 4,1991, at 10 oclock am in the Commissioners Room, Johnston County Courthouse Annex,Smithfield, North Carolina, with the following members presentDDS Frank B Holding, Vice Chairman, James W Cash, John M Booker, DVM, and Jerry F Wood,Absent Norman C Denning, ChairmanBoard Also Present Richard B Self, County Manager, and Joyce H Ennis, Deputy Clerk to theVice Chairman Frank B Holding called the meeting to order and the following businesswas transacted1 MinutesVice Chairman Holding asked if there were any corrections to the minutes of the January7th and January 8th board meetings There being no corrections, the minutes were declaredapproved as presented2 HAPP - Administrative Plan UpdateAnn Eason, HAPP Director, met with the Board asking for approval for two changes in theHousing Assistance Payments Program Administrative Plan She explained the proposed followingamendments will update the plan and comply with federal requirementsp 11 G Agency Operating Reserve Funds and ProceduresThis Agency will keep an accounting of its Operating Reserve as part ofits bookkeeping procedure Money credited to this account shall bederived from earned administrative fees that exceed expenditures forprogram administration during each PHA fiscal year This OperatingReserve fund shall be used to pay Section 8 administrative costs thatexceed earned administrative fees for the fiscal year These funds canalso be used for other housing purposes consistent with the PHAsauthorities under State and local law, provided such amounts are notneeded for projected Administrative expenses through remaining ACCterms To insure sufficient administrative funds, an amount equal to atleast thirty percent of the projected administrative expenses for theyear will be maintained in the Operating Reserve Account Expendituresfor other housing purposes may be considered, using any remainingfunds All expenditures for other housing purposes shall requireprior approval of the PHA Board of CommissionersP 2 A Expanded Definition for a Sub - Standard Housing Unit9 is overcrowded with more than 2 persons per room used for sleepingand or several families living together causing children and adults toshare a room used for sleepingFollowing discussion, Commissioner James W Cash moved the Board approve the aboveamendments to update the HAPP Administrative Plan as proposedCommissioner John M Booker seconded the motion which carried by unanimous vote3 Revised Fire Insurance DistrictsCounty Manager, Richard Self, advised the Board that the boundary descriptions of theCountys twenty -two 22 fire insurance service districts have been clarified and boundariesextended where applicable, and that the towns of Smithfield and Selma are also requestingdesignation of fire insurance service district boundariesUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner John M Bookerand carried by unanimous vote, the Board approved the revised boundaries for Johnston Countystwenty -two 22 existing fire insurance service districts and the newly proposed insuranceservice districts for Smithfield and Selma as followsEiFebruary 4, 1991 ContinuedARCHER LODGE FIRE DISTRICT5 MILE Di STRICT Served By archer Lodge Fire DeptBeginning at a point 1 on SR 1735 where it intersects BuffaloeCreep;
