NOW, THEREFORE,BE IT RESOLVED by the Board of Commissioners of the County of Johnston asfollows1 A special election shall be held in the County of Johnston on the 6th dayof June, 1959, for the purpose of submitting to the qualified voters of said County,for their approval or disapproval, the bond order described in the notice hereinafterset forth and also the indebtedness to be incurred by the issuance of the bondsauthorized by such bond order2 The Clerk of the Board of Commissioners is hereby authorized and directedto publish a notice of said election in substantially the following formCOUNTY OF JOHNSTON, NORTH CAROLINANOTICE OF SPECIAL ELECTIONNOTICE IS HEREBY GIVEN that a SPECIAL ELECTION will be held in the County ofJohnston, North Carolina, on June 6, 1959, for the purpose of submitting to thequalified voters of said County the following propositionShall the qualified voters of the County ofJohnston approve the bond order which was adopted by theBoard of Commissioners on April 20, 1959, and which 1authorizes bonds of the County of Johnston of the maximumaggregate principal amount of 275,000 to finance the costof erecting or purchasing a building or buildings to providenecessary office space for the Countys governmental officersand agencies including appropriate auditorium facilities andacquiring the landnecessary for a site and suitable equipment,and 2 also authorizes the levy of an annual tax sufficientto pay the principal of and interest on the bonds authorizedthereby; andit appearing to the Board that the Boon Hill Volunteer Fire Department has complied +with the provisions of resolution providing for the establishment of fire districtsin Johnston County, which was duly adopted by the Board of County Commissioners onOctober 3, 1955; has met the minimum requirement for personal and equipment requiredby said resolution, and is receiving financial assistance from the County, and theBoon Hill Fire District Area having been fixed and established by metes and bounds,and duly submitted to the County Board of Commissioners for approval;Now, therefore, be it resolved that the boundaries of the Boon Hill FireDistrict Area to be served by the Boon Hill Volunteer Fire Department be officiallydesigned and fixed as follows;Boon Hill Fire DistrictJohnston County, NCBOUNDARIESBeginning at Wayne County line on Highway 70 and thence Northeastalong Wayne County line to Pikeville road; thenceSoutheast to a point on Holt road 3 of a mile Southfrom Driving Branch bridge at Holt hill; thence Eastto Wayne County line on Cox Ferry road; thence Northon Wayne County line to Highway 70, point of beginningCommissioner Floyd C Price, Sr seconded the motion, which was unanimouslyadopted3 In response to a letter from Fred S Justus, Chairman, Board of County Commiss-ioners of Henderson County, relating to an amendment to the Soil ConservationDistrict Act, Chapter 139 General Statutes, the following motion was adoptedon a motion made by Commissioner Floyd C Price, Sr, seconded by CommissionerR G Gurley it was moved that the Board go on record as endorsing amendment totheSoil Conservation District Act, Chapter 139, General Statutes, which provides forthe establishment of Watershed Improvements Districts to enable North Carolina toobtain federal funds for flood prevention and watershed protection, and furtherthat W G Massey, Clerk, be directed to notify the members of the General Assemblyof Johnston County, urging their support of the amendmentCommissioner R G Gurley seconded the motion, which was adopted4 Upon the recommendation of a committee composed of William B Wellons, E VWilkins, A A Corbett, Wiley Narron, and R A Spence, representing the JohnstonCounty Bar Association, the following motion was adoptedOn a motion made by Frank B Holding, seconded by R G Gurley, it was movedthat W G Massey and W H Britt be authorized and directed to purchase thirtychairs similar to those in use in the courtroom under state contract or less foruse in the Grand and Petit Jury Rooms of the courthouse5 Commissioner Frank B Holding moved that the State Highway Commission be request-ed to hard - surface that certain road in Meadow Township, described as followsBeginning at Highway # 50 and runs thence to Highway # 96 and known asthe Raleigh and Wilmington Road, being a distance of 33 miles anddesignated as Project No 2 on the attached mapPetition and map enclosed with this order For reference see Worth JThornton, Route # 1, Newton Grove, N CCommissioner Floyd C Price, Sr seconded the motion, which was unanimouslyadoptedb Commissioner Frank B Holding moved that the State Highway Commission be request-ed to add to the Johnston County Road System and maintain that certain road inClayton Township, described as followsBeginning at Highway # 70, runs to a county maintained road at the farmof N J G Jones, and being a distance of 9 miles, and designatedas Project No 1 on the attached mapPetition and map enclosed with this order For reference see R FOlive, Route # 1, Clayton, N CCommissioner R G Gurley seconded the motion, which was unanimously adopted7 Commissioner R G Gurley moved that the ,State Highway Commission be requestedto add to the Johnston County Road System and maintain that certain road in O +NealeTownship, described as followsBeginning at Highway #42 and runs thence to the Mary C Atkinson GirlScout Building, known as the Girl Scout Camp Road, being a distance ofB miles and indicated as Project No 3 on the attached mapFor reference see W 0 Buie, Smithfield, NCCommissioner Floyd C Price, Sr seconded the motion, which was unanimouslyadopted8 Commissioner Frank B Holding moved that the resignation of W G Maxwell,Assistant County Agricultural Agent, be accepted effective May 15, 1959Commissioner Floyd C Price, Sr seconded the motion, which was carried9 W G Massey, Clerk, was directed to contact Jesse Smith, plumber, and employhim to repair certain items pertaining to the boilers at the boarding homeinaccordance with recommendations made on February 25, 1959 by the American Guarantyand Liability Insurance Company490May 4, 1959 Cont10 Lloyd Gilbert, Administrator Johnston Memorial Hospital, stated that resolutionaiadopted by the Board of Trustees on March 20, 1 6 59 and concurred in by the Board of pCounty Commissioners at their meeting on April , 1959 has been rescinded by theBoard of Trustees Mr Gilbert requested concurrence in the resolution of theBoard of Trustees on April 17, 1959•Commissioner Frank B Holding moved that the Board concur in the action of theBoard of Trustees of Johnston Memorial Hospital on April 17, 1959 in adopting thefollowing amended resolutionThat a Revolving Scholarship Loan Fund be established from the profitsof the Coffee Shoppe, as determined by the Audit Report for the year yending September 30, 1958; that this fund be made available to youngwomen of Johnston County interested in entering a school of nursing;that the student be loaned this money without interest provided thatupon graduation she makes her services available, as a graduate nurse,to the Johnston Memorial Hospital; that at the and of 12 months employ -ment her loan be credited in the amount of per twenty-five cent Y P 25 ,at the endof ?} months employment her loan be credited an additionalthirty -five 35 , and at the end of 36 months employment her loan becredited an additional forty per cent 40, or the total amount;otherwise the loan will be repaidin full and will bear interest at thelegal rate of 6 per annum; that the chairman of the Board of Trustees,the Administrator and the County Attorney be authorized to present thisproposal to the County Board of Commissioners at their next meeting,requesting concurrence in same and upon receipt of favorable opinionfrom the Attorney General, State of North Carolina;
