Meeting of the Johnston County Board of CommissionersJanuary 22, 1991The Johnston County Board of Commissioners met in special session Tuesday, January 22,1991, at 7 oclock pm in the Superior Courtroom, Johnston County Courthouse, Smithfield, NorthCarolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, John MBooker, DVM, and Jerry F Wood, DDSAbsent NoneAlso Present Richard B Self, County Manager, Eleanor N Creech, Clerk to the Board,Joyce H Ennis, Deputy Clerk to the Board, Jeff Coutu, County Planning Director, Rick Hester andCal Generux, County PlannersThe Chairman called the meeting to order and the following business was transacted1 Public Hearing - Road Naming ProjectAdvertised January 11, 1991 The Smithfield HeraldChairman Denning opened the Public Hearing and welcomed everyone explaining the purposeof this Hearing is to provide an opportunity for those who wish to address the Board on theproposed names for rural roads in Johnston County He asked County Planning Director, JeffCoutu, to give a brief history and outline of the Countys Road Naming ProjectMr Coutu explained that this Public Hearing is the last step in a three -year processof naming secondary roads in Johnston County He noted the proposed names were chosen bycitizens at community meetings, personal notification to the Planning Department, and throughpetitions He further explained that in order to facilitate emergency fire and rescue response,no two roads in the County should have the exact same name Although most of the 600 plus nameshave no opposition, Mr Coutu pointed out that in several cases more than one name has beensubmitted on a road He stressed, however, that according to GS 153A -240, the CountyCommissioners have the final authority for naming roadsChairman Denning assured that everyone who wished to speak would have the opportunity,however he requested that roads be addressed one at a time1 State Road #1533 — Petitions Mt Pleasant Road and Walton RoadA Speakers in support of name Mt Pleasant Road1 Dennis Adams2 Margaret Brown Narron3 Sarah Johnson Weaver for Amos C Johnson4 Graham StephensonReasons landmark - named after MtRoad; Old Cornwallis Road proposed and advertisedChange to General Cornwallis20 State Road 1518Don Smith requested that SR 1518 be changed to Watson Road instead of Old WatsonRoad as proposed and advertisedNOTE SR #2142 is proposed as Watson Road675January 22, 1991 Continued21 State Road #2135Vic Twisdale, upon learning from the Board that SR 2135 has been proposed as OldCreech Road, expressed she was satisfied with the name Old Creech RoadSteve Bizzell addressed the Board pointing out that he had attended four of thecommunity meetings, and for same time has been following with interest the Road Naming ProjectHe expressed appreciation to both the Planning Board and the Board of Corrmissioners for theopportunity for community participation and expressed sincere appreciation to Jeff Coutu, CountyPlanning Director, and his staff for their dedication to this projectCommissioner Holding pointed out that since some of these road names have already beenproposed and advertised and are now contested, the names should not be changed as reconmended atthis meeting without notifying the publicCommissioner Holding further stated, with the Boards concurrence, that it would bexmissible to get a petition to request a change if they had not already done so; and indicatedthe Board would consider these petitions on Monday, February 4, 1991, along with the proposedchanges presented at this public hearingChairman Denning thanked the delegation for the cooperation and for coning to expressopinions on naming roads in their communitiesThere being no further comments, the Chairman closed the public hearing2 State Road 1560 - Named Baptist Center RoadCommissioner John M Booker moved that State Road 1560, in Clayton Township, beofficially named Baptist Center RoadCommissioner James W Cash seconded the motion which carried by the following voteAye John M Booker, James W Cash, and Jerry F WoodNay Norman C Denning and Frank B HoldingJean Jones of SR 1560 responded to the vote by voicing strong opposition to the Boardsdecision to name SR #1560 Baptist Center RoadMrs Jones, along with Linda Holden, Laverne Campbell and other residents on SR 1560told the Board they had followed Policy and Procedure Guidelines given them by the PlanningBoard; and presented petitions and letters signed by almost every resident and property owner onSR 1560 requesting the road be named Ranch Road Mrs Jones reminded the Board that some of thepeople requesting Baptist Center Road do not even live on this road Ms Campbell stressed thatthe people living on SR 1560 will be directly effected by this change, not those that liveelsewhere requesting that it be changed to Baptist Center RoadMrs Jones continued by saying, in her opinion, the Board had totally ignored theefforts and wishes of the residents and property owners She stated, thW s not fair and Icant let it die She indicated she would bring a law suit against the County for this actionto name SR 1560 Baptist Center Road She maintained the people that live and own property on SR1560 want this road named Ranch Road and feel they have not received due consideration3 State Road #1533 Named Mt Pleasant RoadCommissioner James W Cash moved that State Road 1533 in Pleasant Grove Township beofficially named Mt Pleasant RoadCommissioner John M Booker seconded the motion which carried by unanimous vote4 State Road 2345 Named Piney Grove Church RoadCommissioner Frank B Holding moved that State Road 2345, total road, 2345 A and 2345B be officially named Piney Grove Church RoadCommissioner James W Cash seconded the motion which carried by unanimous voteRecess At 1005 pm Chairman Denning called for a five minute recess5 Motion Rescinded Naming State Road #2345At 1010 pm the Chairman called the Board to order at which time Commmissioner FrankB Holding moved to rescind his motion to officially name SR #2345, total road, SR 2345 A and676January 22, 1991 ContinuedSR 2345 B Piney Grove Church Road It was brought to the Boards attention that SR 1313A wasproposed and advertised as Piney Grove Church RoadCommissioner James W Cash seconded the motion which carried by unanimous vote6 Road Names ApprovedCommissioner Jerry F Wood moved that all of Johnston Countys Proposed Secondary RoadNames that are non -
