296Meeting of Board of Commissioners for the County of JohnstonMay 27, 1959The Board of County Commissioners of Johnston County reconvened in specialsession on fray 27, 1959, at 130 P M, in the Courtroom, with the following memberspresentH M Johnson, Chairman, JD Bailey, Floyd C Price, Sr, R G Gurley, andFrank B HoldingAbsent NoneThe following business was transacted;1 Mr Nathan H Yelton, Executive Secretary, Local Governmental Employees Retire -ment System, explained in a very thorough and comprehensive manner the history andprogram of the State Retirement System One of the most pertinent factors broughtout in his talk was that the employers contribution to the fund is W and theemployees at 3 up to 4480000, and on salaries ranging above 480000 the employees,,contribution would be 52 W G Massey, Clerk, was directed to contact John Talton, of Clayton, relativeto the bond rate of the Clerk of the Superior Court; Mr Denton Lee relative to thewater and light expense and Mr Paul Brent, agent of the Photostat Corporationrelative to the purchase of a photostat machine for the Register of Deeds office3 The Board reviewed and discussed items in the 1959 -60 budget, with the except-ion of request for salary raises and additional personnel without taking anydefinite action, deeming it advisable to adjourn until the regular meeting on June 111959•4 Upon the recommendation of E P Koonce, Division Engineer and R W Dawson,District Engineer, State Highway Commission, Commissioner J D Bailey moved thatthe following resolution be adoptedNorth Carolina,County of Johnston Change in County RoadWhereas, the State Highway Commission has filed with the Board of Commissionersof the County of Johnston a map designated as Project 824165 showing a proposedrelocation of a section of county road; andWhereas, it appears that this relocation is for the best interest of the roadsystem of the said county;Now, therefore, the proposed change and relocation as shown on the said map ishereby approved and ratifiedCommissioner R G Gurley seconded the motion, which was unanimously adopted5 Commissioner Frank BHolding moved that the State Highway Commission be request-ed to hard - surface that certain road in Smithfield Township, described as followsBeginning at U S Hwy 301 runs thence to a ditch approximately 600 feet andis known as the industrial Access Road, being a distance of 600 feetPetition and sketch enclosed with this order For reference see M B Wilson,Smithfield,N CCommissioner R G Gurley seconded the motion, which was unanimously adopted6 Upon the request of T L Upchurch, Tax Collector and as per prior understand-ing with the Board, Commissioner Frank B Holding moved that 136600, representingan amount for the emiployment of additional field deputies and 15000, representing an amount for clerical help, making a total of 151600, be transferred from thecontingent fund to the extra help account of the Tax Collectors OfficeCommissioner J DBailey seconded the motion, which was unanimously adopted7 Floyd C Price, Sr moved that 6000 be appropriated from the contingent fundand be paid to A M Noble, Vice-Recorder, for holding one weeks term Recordersand Domestic Relations Court on account of the illness of Judge William I GodwinCommissioner Frank B Holding seconded the motion, which was unanimouslyadoptedThere being no further business, the meeting adjourned1 MXMIirman
