May 19, 19591 2Fit width9-93Meeting of Board of Commissioners for the County of Johnston3aMay 19, 1959The Board of County Commissioners of Johnston County reconvened in specialsession in the Commissioners Room, at 2;00 P M, on May 19, 1959, with the follow-ing members presentH M Johnson, Chairman, J D Bailey, Floyd C Price, Sr, R G Gurley andFrank B HoldingAbsent NoneIThe following business was transacted1 Robert C Browning, Consulting Engineer, proceeded to open the bids submittedfor the air conditioning of the courtroomThe following bids were submitted;Berger Jones, Wilson, N C License # 811 20000 co 13,00800Carolina Sales Service, Inc,Raleigh, N C License # 774 5 bid bond 11,39000J J Barnes, Inc, Angier N C License # 4 5 bid bond 14,64500Pemberton, Inc, Rocky Mount N C License #8615 5 bid bond 13,14300King Roofing Mfg CoSanford, N C License #1240 ;20000 cc 17,96785Stahl -Rider Inc 1010 S SandersSt, Raleigh, N C License # 666 5 bid bond 13,98900Bolton Air Cond Btg Cc IncRaleigh, N C License #1042 5 bid bond 12,32100As the bids submitted were greatly in excess of the amount anticipated by theBoard, action was deferred, in order for the Commissioners to investigate theInstallation of a package unit for the courtroom At the request of Mr Browning,he was authorized to return certified checks and bid bonds to all bidders with theexception of the low bid of Carolina Sales and Service, Inc, of Raleigh, N C,pending action within thirty days by the Board2 Sheriff B A Henry reported that an electrical storm had damaged the two wayradio equipment of the courthouse, and that it would not be practical to repairthis equipment He stated that he would be able to receive from the insurancecompany for the loss an amount of 134109 and recommended that the County purchasemore modern equipment on a matching basis through the Civil Defense Program3 Wilson Jiggs Broadwell, Civil Defense Director, who accompanied Sheriff Henry,,advised the Board that they would be able to buy the desired equipment on a matching fund basis in conjunction with the Civil Defense Pro am, estimating that the overallcost of the equipment would amount to approximately 675750 with a net cost tothe county of approximately 4200000 to 250000 He stated that there would be achangeover in radio communication beginning in 1960 under plans of the FederalCommunication System and that it would be highly desirable that the Sheriff havemodern equipment to meet the changeCommissioner Frank B Holding moved that J L George, County Attorney, beauthorized and directed to advertise, according to law, for sealed bids on a two wayradio system and complete installation of the same in courthouse and cars for theSheriffis office of Johnston County, which will be received until 300 P MonJune 1, 1959 in the Commissioners Room of the Johnston Ccznty Courthouse; and thatthe proposed forms of contract including plans and specifications be filed in theRegister of Deeds office of Johnston County, Smithfield, NC for the benefit ofprospective biddersCommissioner R G Gurley seconded the motion, which was unanimously adopted4 Commissioner R G Gurley moved that payments of 10000 per month be made tothe Archer Lodge Volunteer Fire Department, effective March 1, 1959, as said FireDepartment had qualified and was eligible at that time to receive said payments inaccordance with resolution of the Board adopted at its meeting on October 3, 1955Commissioner Floyd C Price, Sr seconded the motion, which was unanimouslyadopted5• Commissioner R G Gurley introduced the following resolution and moved that itbe adoptedIn response to a public hearing for the erection of an agricultural building onMarch 17, 1958 where issues were plainly and openly discussed, the Board of CountyCommissioners of Johnston County, desiring to discharge their duties to the citizensof Johnston County to the best of their ability acted in good faith in bringing tothe eligible voters of the county as expeditiously as was legally possible the rightto approve or disapprove the issuance of 275,000 in bonds for the erection andpurchase of an agricultural building or buildings including the necessary land andequipment therefor to provide necessary office space for the county governmentalagencies, including auditorium facilities94May 19, 1959 ContThe Board of Commissioners are keenly aware of the fact that if you vote Yesto the foregoing }proposition that you have placed on our shoulders the responsibilitIof relieving overcrowded conditions in the courthouse as well as providing a suit - Iable building to meet the needs of one of the foremost agricultural counties inthe stateiThe Board of Commissioners are happy to meet this challenge and believe yourmandate can be accomplished with only a nominal increase in the tax rate by thebonds being amortized over a period of years, and pledge to you that we will conferwith the Citizens of the county, act discriminately, exercise our best judgment inlocating a suitable site for providing an adequate agricultural building or building4Now therefore, the Board of County Commissioners of Johnston County urge alleligible voters to support and vote Yes in the bond referendum to be held on June l6, 1959, so as to provide for Johnston County necessary office space for itsgovernmental agenciesCommissioner Floyd C Price, Sr seconded the motion, which was unanimouslyadoptedThere being no further business, the meeting adjourned
