Meeting of Board of Ccmmissiners for the County of JohnstonMay 15, 1959The Board of County Commissioners of Johnston County met without public noticeat the request of Judge Clawson L Williams, Resident Judge of the 11th JudicialDistrict, in the JudgeTs room of the courthouse, at 10,00 oclock A M, on May15, 1959, with the following members presentH M Johnson, Chairman, J D Bailey, Frank B Holding, and R G GurleyAbsent; Floyd C Price, SrThe following business was transacted1 After a discussion participated in by J L George, County Attorney, Nora PSoutherland, Clerk Superior Court,NH Britt, Auditor, John T Talton, bond agent,and Daniel G Matthews, certified public accountant, the following motions wereadopted;On a motion made by Commissioner J D Bailey, seconded by Commissioner R GGurley, it was moved that a temporary personal bond of Nora P Southerland, Clerkof the Superior Court, signed by Elbert F Southerland, Tom S Avera and Evelyn SAvera in the amount of 10,000 be approved and accepted; and further that applicat-ion be made from a bonding company for a bond for Nora P Southerland, ClerkSuperior Court, in the amount of 60,000; and further that the bonds now in forcecovering the deputies in the Clerk of the Courts office remain the sameOn a motion made by Commissioner R G Gurley, seconded by Commissioner Frank ByHolding, it was moved that Daniel G Matthews, certified public accountant, beauthorized and directed to make in addition to the terms of a contract executedbetwean the said Daniel G Matthews and the County of Johnston at a special meetingof the Board on April 20, 1959 a complete and thorough audit of unallocated variouscourt funds in the Clerk of the Superior CourtIs office from the date of the last hcomplete audit in 1930 to date; and that he be compensated for this additionalservice requiring by estimation from ten to fifteen days at the rate of 0500per day2 Mr E L Norton, District Agricultural Agent of the Extension Department,introduced Mr Clifton Woodlief of Vance County, recommending that he be appointedto succeed W G Maxwell, Assistant County Agricultural Agent, whose resignationwas accepted, effective May 15, 1959Commissioner R G Gurley moved that Mr Clifton Woodlief, of Vance County, be kappointed Assistant County Agricultural Agent, effective June 1, 1959 at a beginnertssalary established by the Extension DepartmentCommissioner J D Bailey seconded the motion, which was unanimously adopted3 Commissioner J D Bailey introduced the following resolution and moved thatit be adoptedWhereas, the Carolina Telephone and Telegraph Company and the Southern BellTelephone and Telegraph Company are submitting to the qualified telephone subscrib-ers ers of the aforementioned companies on June 25, 1959 the right to approve or dis-approve of the establishment of toll free telephone service between the towns ofSmithfield, Clayton, Four Oaks, Princeton, Kenly, Micro, Pine Level and Selma;And whereas, the Board of Commissioners feel that every eligible voter shouldstudy the proposition offered to them carefully as they deem the installation ofiiI this additional service for the benefit of the people of the county would in thelong run prove economical, sound and progressiveNow therefore, be it resolved that the Board of County Commissioners of JohnstonCounty do hereby endorse and advocate the establishment of toll free telephoneservice between the towns of Johnston County heretofore specifically namedCommissioner R G Gurley seconded the motion, which was unanimously adoptedr4 Commissioner R G Gurley moved that W G Massey, Clerk, contact Mr AlexMcMahon, Secretary- Treasurer and General Counselor of the North Carolina Association,of County Commissioners and request him to include Johnston County in the countiesthat would provide for the Board of County Commissioners to fill vacancies occurring,,in the Board, as is provided in HB #871 introduced by NewmanCommissioner Frank BHolding seconded the motion, which was unanimously adopted,There being no further business, the meeting was a ?journed??_ona srman_ em erl`i
