determined by the Board that the county would effect a savings inproviding medical care and clothing for inmates of the Johnston County BoardingHome by their taking advantage of the Federal change in policy, and upon therecommendation of Lulu A Jolliff, Superintendent of the Welfare Department, thefollowing motion was adoptedOn a motion made by Commissioner Frank B Holding, seconded by CommissionerFloyd C Price, Sr,it was moved that the old Age Assistance Grant of the fifteenerstwhile inmates of the Johnston County Home be increased from 6000 to 8000per month to provide for them medical care and clothing2 Upon the recommendation of Rhetta Martin, Tax Attorney, the following motionwas adoptedOn a motion made by Commissioner R G Gurley, seconded by CommissionerFloyd C Price, Sr, it was moved that a quit -claim deed be made to Norman Dublinupon the payment of 12307, representing taxes in full through 1958, conveyingone lot on the east side of Massey Street in the Town of Selma, foreclosed in thename of Minnie Jones, F R # 5, page 583 It being determined by representation of Rhetta Martin, Tax Attorney, andE A Parker, Attorney of Benson, N C, that there was a duplication of taxesfor the years 1929 and 1930 on thirty acres of land in Elevation Township, listedin the nacre of J B Ivey, as appears in F R # 3, page 577, the following motionwas adoptedOn a motion made by Commissioner R G Gurley, seconded by CommissionerFloyd C Price, Sr, it was moved that a quit -claim deed be made to Mary E Ivey,wife of J B Ivey, for the purpose of removing cloud from title, conveying 30acres in Elevation Township, foreclosed in the name of J B Ivey, F R #3, page577•4 Upon application of the Volunteer Fire Department of Micro, Inc and therecommendation of Commissioner R G Gurley, Fire Commissioner, the followingmotion was adoptedOn a motion made by Frank B Holding, seconded by Floyd C Price, Sr, itwas moved that payments of 10000 per month be made to the Volunteer Fire Depart -ment of Micro, Inc, effective March 1, 1959, as saif fire department is noweligible to receive said payments in accordance with resolution of the Board,adopted at its meeting on October 3, 1955•5 Upon application of the Volunteer Fire Department of 50 -210 Inc and therecommendation of Commissioner R G Gurley, Fire Commissioner, the followingmotion was adoptedOn a motion made by Frank B Holding, seconded by Floyd C Price, Sr, itwas moved that payments of 10000 per month be made to the Volunteer Fire Depart-ment of 50 -210 Inc, effective March 1, 1959, as said fire department is noweligible to receive said payments in accordance with resolution of the Board,adopted at its meeting on October 3, 19556 L R Johnson, Negro County Agent, submitted his resignation effectiveMarch 31, 1959- Commissioner Frank B Holding moved that the resignation of L RJohnson, Negro County Agent, be accepted, effective March 31, 1959•iCommissioner Floyd C Price, Sr seconded the motion, which was adopted7 J A Spaulding, State Extension Supervisor, recommended H F Palmer, nativeof Warren County and at the present Assistant Negro County Agent of Bertie County,with approximately 14 years of vocational and extension service experience tosucceed L R Johnson as Negro County AgentCommissioner Floyd C Price, Sr moved that H F Palmer be appointed NegroCounty Agent at the same salary now in effect for that position, effective April 1,1959•Commissioner R G Gurley seconded the motion, which was unanimously adopted272March 2, 1959 Cont8 At the request of W P and P L Daughtry of Smithfield, N C, Route # 2,1 J G Massey, Clerk, was directed to request the State Highway Commission to gravel,and generally improve that certain road in Smithfield Township, being 14 miles inlength and indicated as Project No 2 on the attached map; and further that herequest Nlr Koonce, State Highway Engineer, to advise the Board whether this roadwill be given a priority rating when the secondary road map is revised9 lifter a discussion with G F Brown, Electrical Inspector, and Delma Blinson,Electrician of Clayton, N C, relative to the wiring of the court house, MrBlinson was requested by the Board to give them an estimate of the cost for provid -Iing service entrance with trough and disconnects for 1000 amp load10 At the request of Sheriff B A Henry, the following motion was adoptedOn a motion made by Commissioner Frank B Holding, seconded by CommissionerR G Gurley, t was moved that Sheriff B Henry authorized d directed toY, A H anYadvertise and sell at public auction, in accordance with law, the followingpersonal property confiscated by B A Henry and his deputies in liquor raids1 1949 truck1 water pump350 lbs sugar11 Upon the prior recommendation of Ellen Winston, State Superintendent of PublicWelfare, and acquiesced in by Judge W I Godwin, the following proposal was appro-ved and ordered forwarded to the Johnston County representatives in the GeneralAssembly for their approval and enactment into law by the General AssemblyA bill changing the present name of the Johnston County Recorders Court toread Johnston County Recorders and Domestic Relations Court 12 The request of W R Britt, Attorney for James Gay, requesting a refund ofx27250 based upon the premises that Mr Gay, who entered into a business for thesale of automobiles on January 17, 1959 and who subsequent to that date went outof business and accepted a position in Pine Level, did not fall into the categoryof a person operating a business of a transient or itinerate nature and wasentitled to a refund of the difference from 030000 deposit and the normal privilegOtax of 42750, amounting to x27250, was referred to J L George, County Attorney,,for investigation and recommendation13 Commissioner R G Gurley moved that the State Highway Commission be requested,to hard - surface that certain road in Smithfield Township, described as followsBeginning at Highway 301 runs thence in a semi- circle to Highway # 301,being a distance of 13 miles and known as Carolyn and Underwood Avenues,and designated as Project No 1 on the attached mapPetition and map, enclosed with this order For reference see M HWilkins, Route # 1, Smithfield, N CCommissioner Floyd C Price, Sr seconded the motion, which was adopted14 Commissioner Floyd C Price, Sr moved that Johnston Countys membership duesin the North Carolina Association of County Commissioners in the amount of 32953,based on 12 of 1? per inhabitant, be paidCommissioner R G Gurley seconded the motion, which was adopted15 Commissioner R G Gurley introduced the following resolution and moved thatit be adoptedResolution Designating the Boundaries of theClaytex Fire DistrictWhereas at a regular meeting of the Board of County Commissioners of JohnstonCounty, convened and held on Monday, March 2, 1959, the matter of fixing and decl-aring the boundaries of the Glaytex Fire District was duly presented to the Board;and it appearing to the Board that the Claytex Volunteer Fire Department hascomplied with the provisions of resolution providing for the establishment of firedistricts in Johnston County, which was duly adopted by the Board of County Comm-issioners on October 3, 1955; has met the minimum requirement for personal andequipment required by said resolution, and is receiving financial assistance fromthe County, and the Claytex Fire District Area having been fixed and establishedby metes and bounds, and duly submitted to the County Board of Commissioners forapproval;Now, therefore, be it which was unanimouslyadopted16 By mutual agreement between the members of the Board of County Commissionersand R A Spence, Attorney, representing Mr and Mrs Kenneth Taylor and others,the following resolution was introduced by Floyd C Price, Sr, who moved thatit be adopted;Whereas, R A Spence, Attorney, representing Mr and Mrs Kenneth Taylorand Mrs Martha B Stanley, owners of the Stanley Building, located on SecondStreet, Town of Smithfield, agrees to release Johnston County from any and allobligations arising from that certain action of the Board on February 16, 1959whereby it was ordered that a suitable lease be drawn leasing the Stanley Buildingfor a period of ten years, with the privilege of an additional 10 years, for andin consideration of the premises and the payment by Johnston County to said ownersone months rentNow therefore, be it resolved that the action of the Board on February 16,1959 relative to leasing the Stanle Building be rescinded and that the owners ofsaid building be paid an amount of 120000 the equivalent of one months rent17 J Noah Williams acted as spokesman for a group of citizens, who overflowedthe Commissioners Room Mr Williams stated that they were there on behalf of theAgricultural Building and wanted a definite commitment that the Board would planand work for an Agricultural BuildingMr Williams introduced the following, who spoke for and on behalf of theAgricultural Building, stating their reasons why Johnston County should have anAgricultural BuildingDonnell Stancil, President Johnston County Farm BureauMrs Ralph LynchZeb HillW F BarberMrs Victor PennyAddis PiowersA T Lassiter, SrIt appeared that the majority of those present were in favor of definiteaction on the part of the Board for providing a bond referendum for housing allagricultural agencies and the Welfare Department of the county in one building,and were opposed to the county renting office space under a long term lease anddemands were made to that effect0 B Batten, at the request of Mr Williams, gave the following report of theplanning committee1 That the County Commissioners instruct the Register of Deeds toinsert an ad in the local newspaper and radio to advertise for` 74March 2, 1959 Conttemporary office space in which to house the HomeDemonstration offices and move that department on a temporarybasis to a new location; this would,make the space now beingused by the Home Demonstration Agency available for the temporaryuse of the Welfare Department2 That the County Commissioners order a - 3200,000 bond election,to be held during the month of May for the •purpose of building anAgricultural Building that would house all Agricultural AgenciesAlso, that they, themselves, wholeheartedly support this BondElection3 That a Building Committee of five be appointed with at leasttwo members of the Board of County Commissioners serving thereon,plus three members at large, with the authority to hire anarchitect and get plans for this building ready for bids from aContractor, all of which would be subject to the approval of theCounty Board of Commissioners4 That upon completion of the Agricultural Building, the ASCoffices be moved tothe new Agricultural Building and the ASCoffices be made available for the Welfare Department?1 The Committee realizes that the Commissioners have spentconsiderable time, study, and effort on this project and theyappreciate this However, it is felt that enough time haselapsed for study and therefore urge immediate actionThere were various other citizens at the meeting to express themselves uponthe subjectCommissioner Floyd C Price, Sr expressed his position in a letter read tothe group, which stated that he was for an Agricultural Building to house the farmand welfare agencies, and that the renting of the building to house the WelfareDepartment would have ve an adverse effect for carrying a bond issue for an AgriculturalY g gG Building He was definitely against the county renting propertyCommissioners Holding, Johnson and Gurley expressed themselves, stating thatthe Board acted in good faith in providing quarters for the Welfare Department andfavored the erection of an Agricultural Building as proven by their recommendingto the Legislators of Johnston County a bill, which was in the process of being„ enacted, providing for the necessary legal requirements for securing an lgriculturalI,BuildingAt the repeated request of Mr Williams, the following motion was introducedCommissioner Frank B Holding moved that the Board go on record for calling abond referendum for the erection of an Agricultural Building as soon as legallypossibleCommissioner R G Gurley seconded the motion, which was adopted18 R G Gurley, Fire Commissioner, submitted the following are now participating in the RuralFire Protection Program We would like to commend all these firemen and fire depart-ments in the splendid way they have worked together to preserve life and property inJohnston County, during the past yearAgain, we would like to urge all citizens of Johnston County to be aware of allfire hazards at all times Discard all old newspapers, furniture rags, and allother flamable fluids Keep matches, lighters, and other flarnabe objects away fromchildren At the first sign of faulty wiring, be sure to call your electricanAlways keep a fire extinguisher in every home and business in a convenient placeRemember, the way to eliminate loss of property and lives by fire is to preventfiresWe are still hoping there will be sufficient interest in the communities ofCleveland, Nilson Nills, and Stancil Chapel area to establish Rural Fire DepartmentsThey are 16 departments already established, with 13 operating and 3 almost readyfor operationWe have come a long
