In response to request of the Board, Mr Jack Noland, representing the PhotostatCorporation,proceeded to advise them that the cost of the photostat machine for theRegister of Deeds office, with the necessary equipment, would amount of 11,42850,and that terms of three years could be arranged for the payment of the machine withan interest rate of 6 on the deferred balance A discussion was held in which thefeatures of the machine were brought out as well as the part it would play in theregistration of papers in the Register of Deeds office Action was deferred pendingthe setting of the 1959-60 budget2 Upon the recommendation of C W Tarlton, Commissioner Frank B Holding movedthat H M Johnson, Chairman, Board of County Commissioners, be authorized anddirected to execute upon behalf of the county the following agreementPfemorandum of Understandin Between The N C Agricultural ExtensionService of N C State College andThe Board of County CommissionersJohnston County1 The North Carolina Agricultural Extension Service was established as a part ofthe School of Agriculture of North Carolina State College by Federal and Statelegislation for the specific purpose of extending the educational service of theCollege to the people of the State on subjects relating to agriculture and homeeconomics It is the principal means by which the findings of research in agricul-ture and home economics are carried and interpreted to the peopleThis legislation also provided that Cooperative Extension work be a partnershipbetween three levels of government - federal, state, and county - with these levelsbeing officially represented by the U S Department of Agriculture, North CarolinaState College, and the County Boards of Commissioners By this arrangement CountyExtension Agents are joint employees of the N C Agricultural Extension Serviceand the Board of County Commissioners They are also official representatives of theUnited States Department of AgricultureTo assure maximum benefits of this educational service to the people it isimportant that the elected and appointed officials of each level of government havea clear understanding of their respective responsibilities and the relationships inthe conduct of this work It is to this end that the following description ofresponsibilities and relations were developedII Responsibilities and RelationshipsA The North Carolina Agricultural Extension Service will1 Provide the State proportionate share of salaries for theCounty Extension personnel The salaries of all workerswill be determined jointly by the Agricultural Extension Ser-vice and County Boards of Commissioners, and the propor-tionate share paid by the State and by the County will bedetermined in accordance with the formula prepared by theAgricultural Extension Service2 Provide funds for official travel necessary in the conduct ofExtension work to the extent that funds are available and forpurposes authorized by State and Federal policies3 Accept responsibility fora Establishing minimum requirements and qualificationsfor employment in Extension workb Receiving and examining applications for employmentc Interviewing and otherwise investigating applicants todeterr2ine their qualifications and availabilityd Recommending to the County Commissioners, for theirconsideration, qualified applicants for appointment tovacant or new Extension positionsJune 1, 1959 Cont4 Prepare and submit an annual budget request to the Board of CountyCommissioners for the Countyfs proportionate share of funds as setforth in the formula prior to the beginning of each fiscal year5 Provide the County Extension agents with official envelopes andstationery, bulletins, leaflets, and other publications6 Accept responsibility for administration and supervision of Extensionprograms and personnel7 Provide a staff of specialists to continuously train agents intechnology and other changes affecting agriculture and home economicsand assist them in the conduct of their work8 Provide individual on- the -job training by the Extension specialistsand district agents and also plan and arrange for such trainingprograms and activities as are deemed advisableB• The Board of County Commissioners will1 Provide the Countys proportionate share of salaries for the CountyExtension personnel The salaries of all workers will be determinedjointly by the Board of County Commissioners and the North CarolinaAgricultural Extension Service, and the proportionate share paid bythe County and by the Agricultural Extension Service will be determinedin accordance with the formula prepared by the Agricultural ExtensionService2 Provide the office space and equipment, utilities, telephones, officesupplies, and demonstration materials needed for efficient operationof the County Extension Office and program3 Review and consider the annual budget request from the Extension Serviceand take appropriate action prior to June 15 of each fiscal year4 Confer and advise with the district and county Fxtension agents andCounty Extension Advisory Board relative to local problems, programs,and activitiesC The North Carolina Agricultural Extension Service and the Board of CountyCommissioners mutually agree1 That all County Extension appointments and separations are to be workedout jointly by the North Carolina Agricultural Extension Service and theBoard of County Commissioners, and that no official action will be takenby either party prior to discussion of the matter with the other party2 That the policies established by the State of North Carolina ana followedby the Co -lege be used as a guide in granting annual, sick, civil, andmilitary leave for County Extension personnel3• That the policies of North Carolina State College relative to theclassification of employees will apply to all County Extension workers;therefore, they will not be classified under a county classificationsystem4 That County Extension agents be guided by County policies relative tooffice hours and holidaysWe are in agreement with the above description of the responsibilities andrelationships, and that this memorandum of understanding may be reviewed the Superior Court of Johnston County, from1926 to his death on May 7, 1959 asprepared by committee appointed by the Board onMay 19, 1959 be adopted ffIThe death of H V Rose, Clerk of the Superior Court of Johnston County, anddean of office holders, at the age of 72 did not come as a complete shock to thosewho were close to him for they knew that the indomitable spirit which led him toundergo a major operation had sustained hip durin the past several years in theperformance of his duties in the face of a heart condition that would have causeda less vigorous person to resign himself to inactivity His philosophy of lifewas not to rust out but to exercise to the end his duties and servicesWe know that during the span of his public life as School Teacher, SoldierWorld War 1, Chairman American Red Cross, Superintendent Welfare Department, Lawyer,Clerk of the Superior Court, Charter member and first President of Johnston CountyHistorical Society and a member of the Executive Board of the State Department ofArchives and History, he touched people in all walks of life, administering to their,needs, performing tasks outside of his line of duty, rendering judicious opinions,giving freely of his store of knowledge, operating his office wisely and well,always gracious, kind and considerateIn addition to his love and generosity to the people he served so faithfullyhe possessed a genuine devotion to the memory of the boys who wore the grey andWorld War veterans He had an instinctive love for history and folklore and breath -ed a soundless love of the soil, nature and woodcraft His energies, when notconsumed with the duties of his office, were expended primarily in assisting WorldWar veterans and in restoring to people throughout our county and state a love andloyalty for our forefathers, especially those who bled and died in the Civil War,His endeavors, oratory and writings were mainly responsible for the establishmentof the Johnston County Recorders and Domestic Relations Court and for the restor-ation of the Harper house and the 9entonville battle grounds as a state historicsiteAlong with its love for Bentonville, Johnston County, and the Mate of NorthCarolina lay a genuine respect, admiration and loyalty to the Democratic party,giving freely of his time and money in vigorously expousing its principles andextolling its virtues He strongly believed in the principles of Thomas Jefferson,the founder of the Democratic partyit was always a pleasure to have him appear before the Board of Commissionersas he came either in behalf of a worthy project or for the benefit of one indistress Behind his lovable characteristics and charm his matchless characterand integrity shone forth To us his life was a benediction and a blessingNow therefore, we the Board of County Commissioners of Johnston County, dohereby order that the foregoing resolution of love and respect to the memory ofHerschell V Rose be spread on our minutes, a copy be sent to his family and acopy be sent to the newspapers of the countyCommissioner R G Gurley seconded the motion, which was unanimously adopted4 In accordance with provisions contained in Section 108 -11 G S, CommissionerFloyd C Price, Sr moved that Mr R G Gurley be reappointed a member of theJohnston County tielfare Board for a term of three years, effective July 1, 1959,Commissioner Frank BHolding seconded the motion, which was unanimously adopted5 Mr Dan G Matthews, Auditor, reported that it would take him longer to auditthe accounts of the late H V Rose, Clerk of the Superior Court, than he hadanticipated He was authorized and directed by the Board to proceed with the auditalong the line as heretofore stated6 Acting upon a request of E W McCullers, Attorney, and F G Gower, of Clayton,,N C J L George, County Attorney, was authorized and directed to write Mr Gowerand advise him that the time for revaluing property had closed and that the lots inquestion, which he wished to segregate and have a valuation placed thereon, were nowin the process of being foreclosed by Rhetta Martin, Tax Attorney, that they did notdeem it wise to interfere7 At the request of the Board, Mr Archie Taylor, Solicitor of the Superior Court,discussed with them the need of an Assistant Solicitor Mr Taylor stated that hedid not feel that he needed an Assistant Solicitor at the present tine, but thoughtthe time might come when he might need one He stated that there was at the presenttime a bill before the General Assembly providing for the appointment of an Assist-ant Solicitor of the Districts to be paid from state funds He advised the Boardthat should the occasion arise when he needed an Assistant Solicitor that he wouldbe glad to advise there The Board expressed to him their appreciation for hisattitude and frankness and stated that they would make provisions in the 1959 -60budget for an Assistant Solicitor to cover an emergencyJune 1, 1959 cont8 In accordance with enforcement personnel and forother worthwhile projects It was brought out that should a surplus exist after thebuilding was erected, paid for and maintained that the surplus would be turned overto the County It was also represented that should the property cease to be usedfor the purpose for which it was acquired that title would revert to the CountyCommissioner RG Gurley moved that a recommendation be made to the JohnstonCounty Legislators to amend in principle H B # 813 according to proposals made byrepresentatives of the Johnston County Peace Officers Association so that the revenuederived from that act shall be converted to the use and benefit of the JohnstonCounty Peace Officers Association, in order for that group to purchase a site andslerect a building estimated to cost between 20,00000 and 425,00000,equip andI maintain said building for the purpose of training law enforcement personnel inJohnston County and for other worthwhile projectsCommissioner Floyd C
