February 4, 1992The Johnston County Board of Commissioners met in special session Tuesday, February 4, 1992, at100 pm in the Commissioners Room, Johnston County Courthouse Annex, Smithfield, North Carolina,with the following members presentJohn M Booker, DVM, James W Cash, and Jerry F Wood, DDSAbsent Norman C Denning, Chairman, and Frank B Holding, Vice ChairmanAlso Present Richard B Self, County Manager, and Joyce H Ennis, Clerk to the BoardIn the absence of the Chairman and Vice Chairman, Commissioner John M Booker called the meetingto order and the following business was transacted1 Public Hearing - CDBG - Economic Development Mebane Packaging CorActing Chairman, John M Booker, opened the public hearing and invited anyone who wished toaddress the Board on the proposed Community Development Block Grant - Economic DevelopmentApplicationMichael de Sherbinin, Economic Development Director, reported that subject to the approval of theBoard, CDBG -ED application will be submitted today for a 600,000 grant to assist in extending water tothe proposed site of Mebane Packaging Corp The industry which plans to locate near I -40NC 42 will createa minimum of 85 jobs with 61 going to persons of low and moderate income The County should haveresponse to the application by the middle of MarchThere being no further comments, Commissioner Booker closed the public hearing2 Resolution CDBG -ED ApplicationRESOLUTION REGARDING JOHNSTON COUNTYS APPLICATIONFOR 1992 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDSFOR MEBANE PACKAGING CORPORATIONTHAT WHEREAS, the Board of Commissioners of Johnston County hereinafterreferred to as the Board has previously indicated its desire to assist in EconomicDevelopment efforts within Johnston County; andWHEREAS, the Board has held two public hearings concerning the proposedapplication for 1992 Community Development Block Grant funds for Mebane PackagingCorporation; andWHEREAS, the Board wishes the County to pursue a formal application for 1992Community Development Block Grant funds for Mebane Packaging CorporationNOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of theCounty of Johnston thatThe County of Johnston is authorized to submit a formal application to the NorthCarolina Department of Economic and Community Development for approval of a 1992Community Development Block Grant application for Mebane Packaging CorporationDuly adopted this 4th day of February, 1992, upon motion made by CommissionerJames W Cash, seconded by Commissioner Jerry F Wood, and adopted by the following voteAYES3 NOES0 ABSENT2 ABSTAINED0Upon a motion by Commissioner James W Cash, seconded by Commissioner Jerry F Wood andcarried by unanimous vote, the Board adjournedCommissioner Jerry FWood seconded the motion which carried by unanimous voteUpon a motion by Commissioner John M Booker, seconded by Commissioner Frank B Holding andcarried by unanimous vote, the Board adjournedNorman C Denning, ChairmanJoyce H Ennis, Clerk
