February 18, 1992The Johnston County Board of Commissioners met in Special session Tuesday, February 18, 1992, at1215 pm in the Commissioners Room, Johnston County Courthouse Annex, Smithfield, North Carolina,with the following members presentNorman C Denning, Chairman, James W Cash, John M Booker, DVM, and Jerry F Wood, DDSAbsent Frank B Holding, Vice ChairmanAlso Present Richard B Self, County Manager, Joyce H Ennis, Clerk to the Board and William RBritt, County AttorneyThe Chairman called the meeting to order and the following business was transacted1 Consideration of Water Sewer Agreement I- 40NC42The Board considered a final draft of an agreement between the Town of Clayton, I- 40NC42Associates, Mebane Packaging Company, and Johnston County for water and sewer service to the I -4042industrial parkCounty Manager, Richard Self, informed the Board the Clayton Town Council, at their meetingFebruary 17, 1992, approved the agreement, and all parties are prepared to sign if the Board concursEconomic Development Director, Michael de Sherbinin, introduced Don Bradshaw, Vice Presidentand Secretary of Mebane Packaging; Tom Oxholm, Vice President of I -4042 Associates; Robert Hyatt,Clayton Manager; and Mary Nash Rusher, Attorney for Johnston CountyFollowing further discussion Commissioner James W Cash moved the Board accept the I -4042water and sewer agreement and authorize the Chairman to sign the document as soon as all other parties havesignedCommissioner Jerry F Wood seconded the motion which carried by unanimous voteNOTE Final agreement on file in the Clerks office2 Engineering on I -4042 Water Sewer Facilities AuthorizedUpon a motion by Commissioner John M Booker, seconded by Commissioner Jerry F Wood andcarried by unanimous vote, the Board authorized McKim and Creed to proceed with engineering on the I-40NC42 water and sewer facilities project3 EDA Grant Application Water Sewer Along Cleveland RoadMichael de Sherbinin, Economic Development Director, informed the Board the County is eligible toapply for an EDA Title I - Public Works Grant for 16 million to extend water and sewer to a proposed skillenhancement center in the vicinity of Cleveland School The proposed Western Johnston Job Training andPlacement Facility, which would provide skill training for industries locating in the I -40 corridor, would becounty owned; however it would be operated and maintained by Johnston Community College MebanePackaging Corp has agreed to participate in the grant application, and Mr de Sherbinin asked the Board toadopt the necessary resolutions in support of the projectUpon a motion by Commissioner James W Cash, seconded by Commissioner Jerry F Wood andcarried by unanimous vote, the Board adopted the following resolutionsA RESOLUTION AUTHORIZING THE SUBMITTAL OF ANEDA TITLE I - PUBLIC WORKS APPLICATIONWHEREAS, the Johnston County Board of Commissioners have submitted a PublicWorks Preapplication to the US Department of Commerces, Economic DevelopmentAdministration for funding consideration; and200WHEREAS, the U S Department of Commerces Economic DevelopmentAdministration is considering authorizing the Johnston County Board of CountyCommissioners to submit a formal Public Works Application; andWHEREAS, the Johnston County Board of Commissioners must authorize thesubmittal of the application; andWHEREAS, the Johnston County Board of Commissioners must authorize arepresentative to execute the Public Works Application ED -IOTA and other documents onbehalf of the CountyTHEREFORE BE IT RESOLVED BY THE JOHNSTON COUNTY BOARDOF COMMISSIONERS THAT1 The Economic Development Administration, Public Works Application besubmitted to the Economic Development Administrations Atlanta RegionalOffice2 Norman Denning, Chairman of the Johnston County Board of CountyCommissioners execute the Title I Public Works Application and otherdocuments as Johnston Countys Authorized RepresentativeAdopted this 18th day of February, 1992RESOLUTION COMMITTING NON - FEDERAL AND INTERIM FINANCINGFOR JOHNSTON COUNTYSECONOMIC DEVELOPMENT ADMINISTRATION - PUBLIC WORKS GRANTWHEREAS, Johnston County is applying for an Economic DevelopmentAdministration EDA - Public Works Grant in the amount of 1,635,000;
