February 16, 19591 2Fit width269Board of Commissioners for the County of JohnstonFebruary 16, 1959The Board of County Commissioners of Johnston County reconvened in specialsession on February 16, 1959s at 1000 A PQ, in the Commissioners Room, with thefollowing members present;H M Johnson, Chairman, R G Gurley, Frank B Holding and J D BaileyAbsent; Floyd 0 Price, SrThe following business was transacted;1 in compliance with directive of the Board, Mrs Lulu A Jolliff, Mr, and MrsKenneth Taylor reported that they had been able to secure several bids on thealteration and renovation of the Stanley Building according to plans as preparedby Harry McGee, ArchitectMrs Jolliff recommended that the low bid of Curtis B Johnson in the amountof 568127, which included all labor and materials, with the exception of heating,air conditioning and insulation, be acceptedShe explained further that if the air conditioning unit in the Welfare Depart-ment were used the cost of installing ducts and providing for air conditioningwould cost approximately 300000, otherwise between 415000 to 500000 MrsJolliff stated that the State Department of Welfare would participate in the rentand renovation on a 43 basis, provided that the lease was made for a period of notless than 5 years and the cost of renovation could be amortized in two yearsThe cost of heating the building was determined at approximately 31600 peryear; utilities, lights, etc at 6000 per month, Nanatorial Service from two tothree days per week, and that contractor would accept partial payment on servicesAt the request of the Board, the following report was prepared and submittedby Mrs Jolliff;1 422500 per month 270000 per year RentCounty cost 153900Cost for 10 years 21,090 if county does all renovation2 25500 per month 366000 per year RentCounty cost 174400Cost for 10 years 20,860 if County air conditioning windowunits are used3 27500 per month 33000 per year RentCounty cost 188100Cost for 10 years 22,23000, with owner doing all air - conditioning4 32500 per month 390000 per rent RentCounty cost 222300Cost for 10 years 22,230 if owner does all renovationCommissioner R G Gurley moved that J L George, County Attorney, draw asuitable ten year lease, effective March 1, 1959, leasing the Stanley Building,with the privilege of an additional ten years on a two year basis, at the rate of20000 per month, with provision for the cost of renovation and equipment to beborne by the county, and further that harry McGee be employed as Architect on a5 basis of the cost of renovation; that specifications for repairs and renovationbe advertised and sealed bids be submitted to the Board at a designated timeCommissioner Frank B Holding seconded the motion, which was unanimouslyadopted2 In compliance with an invitation of the Board, Messrs Adam J Whitley, Jr,Roy C Coates and Blake Thomas, members of the North Carolina General Assembly,discussed at length with the members of the Board of County Commissioners theintroduction of the proposed bill approved by the Board on February 2, 1959 andsubmitted to them for approval and passage by the General Assembly Special emphasiswas given to the proposed bill postponing the quadrennial reassessment and re-valuation of real estate until 1961, with Roy C Coates leading the discussionMr Coates felt that many inequities might exist in the present valuationof property since a revaluation had not been held since 1941 and questioned theCommissioners on this point The Board as a whole thought that property was equallyvalued and that few inequities existed as was shown by the fact that few inequitiesexisted as was shown by the fact that few petitions were receivedwhen they weresitting as a Board of Equalization and ReviewIt was estimated that the cost of revaluation would amount to approximately150,000 It was also brought out that the county had not provided funds for thispurpose9-70February 16, 1959 ContR G Gurley stated that this would mean an additional 20? levy if a re-valuation were undertaken and that he would not favor a revaluation unless thepeople demanded itFrank B Holding stated that he was not opposed to revaluation, but thatrevaluation periods should be spread apart as far as possible He did not see theneed for revaluation at the present timeIt was brought out during the discussion that new buildings listed for tax-ation were listedto conform with values established in 1941, and that the countywas receiving more money from the ,State Welfare Department by having a low valuation,with a comparatively high tax rateThe bills were accepted by Mr Thomas for and on behalf of the group forstudy and introduction in the General Assembly3• on a motion made by J D Bailey, seconded by Frank B Holding, it was movedthat the State Highway Commission be requested to add to the Johnston County ReadSystem and maintain that certain road in Beulah Township and designated as No 2on the attached map;Beginning at a point on the Piney Grove - Sassers Mill Road at theJohnston County -Wayne County line, and follows an existing path leadingto the Ray Godfrey farm; thence across the Bettie Florence Jackson landin a westerly direction, and running between the dwelling on the Jacksonfarm and the cemetery on the Artis Renfrow farm; thence following apath in the direction of the Artis Renfrow Homeplace; thence in a north-erly direction and along an existing path to the Piney Grove- SassersMills Road, forming a loop road, and being a distance of approximatelyone and one -tenth 11 milePetition and ma enclosed with this order For reference see ArtisRenfrow, Route # 1, Kenly, N C4 on a motion made by Frank B Holding, seconded by J D Bailey, it was movedthat the State Highway - Commission be requested to add to the Johnston County RoadSysteh and maintain that certain road in Clayton Township, designated as No 1 onthe attached map and described as follows;Beginning at Atkinsonrs store on hor d- surface road and runs to R WWinston farm on hard- surface road, known as the Penny Path, and beinga distance of 1 mile in lengthPetition and map enclosed with this order For reference see L A CoatsRoute # 1, Garner, N CThere being no further business, the meeting adjournedChai nPIPEi
