Transportation the 1992 -1993 Secondary Road Construction Program as presented by NorthCarolina Department of Transporation officials, said roads being a part of the system maintained by theDepartment of Transportation, Division of Highways;AND WHEREAS, after careful consideration of the services rendered by said roads and the trafficdemands of said County, it is deemed necessary that said roads be CASE #36 for Kenneth May for a boatmanufacturing and repair business to be located in Ingrams Township at the intersection of I -95 and SR 1009 andSR 1226, based on the following findings of facts1 The property lies within the Interstate Highway district and as such is properly zoned for theintended use2 There was no opposition to this permit3 Mr May will abide by the landscape regulations set forth in the zoning ordinance4 The applicant complies with all required regulations and standards set forth in Article XI SpecialUses of the Johnston County Zoning Ordinance5 The applicant satisfies Goal 5 of the Johnston County land use plan the management of growthso that it is directed to areas where growth is desirable and can be accommodated11 Notices to Property Owners Concerning Rezoning and Special Use RequestsJeff Coutu discussed with the Board the possibility of amending the Zoning Ordinance to allow writtennotice of rezoning and special use requests to adjoining property owners by first class mail instead of certifiedmail He noted that sending certified letters is very expensive, and the NC General Statutes only require first classmailingFollowing discussion, it was the consensus of the Board that certified mailings to adjoining propertyowners should be continued; however, they instructed Mr Coutu to keep a record of the cost of his certifiedpostage for the Board to review at a later date12 Public Hearing Set Road Name ChangesUpon a motion by Commissioner James W Cash, seconded by Commissioner Frank B Holding andcarried by unanimous vote, the Board set a public hearing for 1100 AM, June 1, 1992, to hear public commentson petitions for road name changes received by the County through May 15, 199223213 School Capital Finance - Larry MassengillLarry Massengill, Chairman of the Strategic Planning Subcommittee on School Facilities and Funding,presented a report on long term school capital needs for Johnston County He explained the committee, madeup of seventeen members, visited the campuses looking at long term and short term needs They established aminimum acceptable standard to be applied countywide, and stressed that each facility should be simple,attractive, and efficient to operate He emphasized the committee focused on existing conditions and potentialgrowth in determining each areas needs, and recommended to the School Board a 20 million bond issue toprovide the necessary fundsChairman Denning thanked Mr Massengill for his presentation and stated the Board plans to schedulea meeting with the Board of Education in the near future to discuss school needsRobert Barbour, member ofthe subcommittee from the Meadow Community, also spoke on school needscountywide and the opportunity to educate our citizens for a better life14 Public Hearing House Numbering Ordinance - E -911Advertised April 16, 21, 1992 The Smithfield HeraldThe Chairman opened the Public Hearing and invited anyone who wished to address the Board on aproposed House Numbering OrdinanceAl Gaskill, Johnston County Communications Director, explained the ordinance is needed to make theE -911 operation more efficient It would set standards for numbers to be posted on all residences and buildingsin the CountyThere being no further comments, the Chairman closed the Public Hearing15 Ordinance Adopted House, Building and Mobile Home NumbersUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner James W Cash and carriedby unanimous vote, the Board adopted the following ordinanceAN ORDINANCE FOR JOHNSTON COUNTY WITH RESPECT TOHOUSE, BUILDING AND MOBILE HOME NUMBERSBE IT ORDAINED BY THE JOHNSTON COUNTY BOARD OF COMMISSIONERSSection 1 Assigned house number to be posted; StandardsWithin 90 days after written notice by the Johnston County Board of Commissioners, its agent orauthorized contractor, of the assignment of or change of a number for any house, building, mobile home park,or condominium complex, the owner or occupant of such property shall be required to post the number includingany letters so assigned in an approved area on such property in accordance with the requirements of subsectionsa, b, c, d and e below In addition, any owner or occupant of any house, building or unit which has beenpreviously assigned a number shall comply with subsections a, b, c, d, and e no later than 90 days afteradoptiona The minimum height of the numbers placed on a house, building, mobile homelot site, or unit shall not be less than three 3 inches; however, the building number of anapartment, townhouse, or condominium complex shall be not less than six 6 inches high andshall be placed either in the approximate center of the building or on the street end of the buildingso that it is clearly visible from either the public or private street by which it is accessedb Numbers shall be displayed in numeric format, not in scriptc The house or building numbers, except in case of Mobile Home Park lot sites, shallbe maintained within a three 3 foot perimeter of an entrance whereby they are visible andreadable from the street or road on which it fronts However, in the event a building is not visiblefor 100 feet from the public street or road on which it fronts or the lot on which the building islocated is landscaped in such a manner that said numbers cannot be seen from the public street orroad, the assigned building number shall also be posted on the property at or near the propertyline at a driveway entrance or access to said structured A sign displaying the property number or street address of a Mobile Home Park shallbe erected and displayed at the driveway entrance of the Mobile Home Park Lots or sites withinthe Mobile Home Park shall be marked in an uniform manner within the park by placement at ornear the individual mobile home a pedestal or post, no less than 3 feet nor higher than 5 feet above233ground level, containing the assigned number of the individual mobile home If an individualmailbox is placed at the mobile home lot site, the number shall be displayed thereon If a centralcluster postal box site is provided, the assigned lot site number also shall be displayed on theindividual boxes of the cluster In the event the mobile home rests on a permanent foundation, thestructure may be marked in accordance with paragraph c abovee The color of the numbers placed on a structure or pedestal shall be in contrast to thecolor scheme of the house, building, mobile home or pedestal so that the number is clearly visibleand shall be maintained in a clearly visible manner The building inspector shall not issue acertificate of occupancy or a certificate of compliance until the assigned number is posted inaccordance with this sectionf Following the posting of the assigned number as required, the owner or occupant shallmaintain such house or building number at all times in compliance with the above standardsBuilding numbers shall not be obstructed from view by shrubs or vegetation as viewed from thepublic roadg Violation of the Ordinance is a misdemeanor as provided by NC General Statute 14 -4and may be punished as provided therein Each day the violation continues after the offendingowner or occupant has been notified of the violation shall constitute a separate violation of thisordinanceh Notice of violation of this Ordinance sufficient to allow daily criminal penalties ofsubsection g to be invoked may be given by the Johnston County Inspections Division, theJohnston County Emergency Medical Services Department, the Johnston County SheriffsDepartment, the Johnston County Fire Marshall Office or the Johnston County Managers OfficeSuch notice must be in writing to the owner or occupant of the dwelling or building and set forthwhat action is necessary in order for the offender to be in compliance16 Personnel E -911 Data Base ManagerAl Gaskill discussed with the Board the need for a data base manager to maintain the data base of allhouse numbers and road names as they are turned over to the County from the local Post Offices He explainedthe County will be responsible for keeping up with all address changes, and will pre- address new homes andsubdivisions lots by working with the Planning and Inspections Departments He suggested the same employeewould be responsible for replacing and maintaining the countys road signs and would be funded through 911surcharge fundsIn response to a question from Commissioner Cash, Mr Gaskill stated, in his opinion, the County will bein a position to reduce the surcharge in the futureThe Board deferred action until later in the day17 Micro Athletic Association Request for FundsRussell Creech, President of the Micro Athletic Association, appeared before the Board requestingassistance in lighting the baseball and softball fields located at North Johnston Middle School He explained theassociation sponsors summer sports programs for citizens of all ages in the Micro area, and they have beenwithout lighted fields since the old Micro School was replaced by the new Middle School Costs of the projectwould be 40,000, and Mr Creech requested a grant from the County to cover the cost, or a portion of the costThe Board agreed to consider the request and make a decision later in the day18 Sheriffs Department Request for Additional DeputiesSheriff Freddy Narron addressed the Board concerning the growing crime problem and his departmentsneed for additional deputies He thanked the Board for their help over the past year in solving his problems withjail personnel; however, now he stated his office needs more law enforcement officers He displayed chartsdemonstrating how Johnston County compares with other similar counties in number of deputies per ruralpopulation and per square miles Sheriff Narron voiced concern that his department is not able to keep up withthe increased workload, and as a result, response time is getting worse, and follow up on cases and preventivepatrolling is almost non - existent He asked the Board to fund additional deputies in the 1992 -93 budgetConcerning the charts comparing Johnston with other counties, Chairman Denning asked the Sheriff toprovide the Board with the total number of employees and vehicles each county provides their sheriff and theamount of money this represents He asked the County Manager to assist the Sheriff in getting this additionalinformation23419 Air Force Modifying Training Area - Johnston County Not AffectedDewayne West, Emergency Management Services Director, informed the Board the US Air Force hasrevised their flight path, and as a result, Johnston County will not be affected by their lowered ceiling for jetfighter training When the plan was originally announced, the southern portion of Johnston County was in theflight pattern and the County requested an Environmental Impact Study from the Air Force Results of anenvironmental assessment have been provided stating those areas in the path, which now include Sampson andWayne Counties, will receive no significant environmental impact by the training20 Social Services Request for Caseworker for JOBS ProgramEarl Marett, Director of Social Services, requested the Board allow him to use funds currently availablein his budget to hire an additional caseworker for the JOBS Program The program works toward educating andtraining clients so they can find jobs and thereby be removed from dependency programsThe Board agreed to consider the request and make a decision later in the day21 Micro Athletic Association - Grant AwardCommissioner Jerry F Wood moved the Board approve a 24,000 grant 60 of cost for the MicroAthletic Association to install lights on the baseball and softball fields located at North Johnston Middle School;12,000 from the contingency fund in the current budget and 12, 000 from the 1992 -93 budgetCommissioner John M Booker seconded the motion which carried by unanimous
