June 8,, 1992The Johnston County Board of Commissioners resumed regular session Monday, June 8, 1992, at 730 pmin the Commissioners Room, Johnston County Courthouse Annex, Smithfield, North Carolina, with the followingmembers presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, John M Booker, DVM,and Jerry F Wood, DDSAbsent NoneAlso Present Richard B Self, County Manager, and Joyce H Ennis, Clerk to the BoardThe Chairman called the meeting to order and the following business was transacted1 Fireworks Displays ApprovedUpon a motion by Commissioner Frank B Holding, seconded by Commissioner James W Cash and carriedby unanimous vote, the Board granted permission for the following fireworks displays in accordance with GS 14- 410 -14-415, Chapter 20 of the Standard Fire Prevention Code, and contingent upon proper permits and inspectionsCarolina Pottery Outlet Center, July 4,1992, at Outlet CenterTown of Clayton, July 4,1992, at Clayton Civitan FieldTown of Pine Level, July 4, 1992, at Sam Godwin Recreation Park2 Fire Departments Request Foam ApparatusOn behalf of the Countys fire chiefs, Eldridge Westbrook, President of the Fire Chief s Association, requestedthe County purchase a foam - spraying apparatus for fighting chemical fires and hazardous spills He stated the fire chiefshave agreed the unit should be housed at the Selma Fire Department, as that area is at greatest risk because of the oilterminals; however, it would be available to all the fire departments Cost for the foam unit is 19,583 In addition, theAssociation has found a 2 -ton flat -bed truck on which to mount the unit for 18,251Emergency Management Director, Dewayne West, explained the new unit should last a minimum of 20 yearsUnder the regulations of SARA, the party responsible for a fire or spill would bear the expense of refoaming Henoted the oil terminals are a concern; however, other areas in the County are at high risk including the airport andJohnstons two heavily traveled interstate highwaysChairman Denning thanked Mr Westbrook and other fire chiefs who were present, and stated the Board wouldmake a decision later in the meeting3 Request for Funds Tobacco MuseumDonnell Stancil addressed the Board requesting a 10,000 appropriation for the Tobacco Farm Life Museumlocated in Kenly Mr Stancil, member of the museums Board of Advisors, noted the museum and farmstead representa major part of the heritage of eastern North Carolina and have gained recognition nationwide He explained that localfunding not only provides much needed operating revenue for the museum, but it also attracts additional grants anddonationsGrethal Boyette, also a member of the museums Board of Advisors, and Martha Vick, Director, added supportfor the request4 Youth Task Force Community Based Alternative FundsJohn King, Director of the Johnston County Boys Club, and member of the Youth Task Force, spoke to theBoard about the way CBA funds are being allocated He alleged that money appropriated for Johnston County is beingsent to Lee County to help operate a home for run -away youth, while funds for his boys club program are being cutMr King stated some members of the Youth Task Force do not have the same voting privileges as other membersFollowing discussion, the Board instructed County Manager, Richard B Self, to investigate the situation andreport back to the Board5 Landfill FeesThe Board discussed the cost of opening a lined landfill under Subtitle D Regulations County Manager,Richard Self, and Public Utilities Director, Haywood Phthisic, stated that after careful study, it is recommended thelandfill tipping fee be increased to 2700 per ton, and cost of a compaction site user decal be increased to 3 500 peryear262Following discussion, Commissioner John M Booker moved that, in order to meet the mandated expense ofa new lined landfill, the Board increase the landfill tipping fees to 2700 per ton and increase the cost of a compactionsite user decal to 3500, effective July 1, 1992Commissioner Jerry F Wood seconded the motion which carried by unanimous voteReduced DecalUpon a motion by Commissioner Frank B Holding, seconded by Commissioner Jerry F Wood and carried byunanimous vote, the Board voted to reduce the cost of compaction site decals purchased each year after February 1stto one -half of the original price6 Proposed Fire Inspection FeesCounty Manager, Richard Self, explained that the current fee schedule for business fire inspections underSection 5 of the State Building Code is based on a seven year inspection cycle The state has now cut the cycle to oneto three years, depending on the type of business He requested the Board approve an adjusted fee schedule to provideneeded revenue for the added workload Mr Self explained that two additional inspectors were approved in the 1991 -92budget, however, they were never hired because the existing staff was able to do the work With the increased numberof inspections required, one or both of these positions will now have to be filledAfter further discussion the board deferred action at this timeThe County Manager informed the Board the only other change in fees proposed for 1992 -93 is 13 thousandgallons to pay back loan for the expansion of the Wastewater Treatment Plant He stated this expansion was approvedseveral years ago, and the users are aware of the increase7 Foam Truck For Fire Departments ApprovedUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner Frank B Holding and carried byunanimous vote, the Board approved the purchase of a foam apparatus for the county fire departments in the amountof 19,583;
