Scheduled for AuctionIt was reported that a tract of land on Hwy 301 next to the Johnston Memorial Hospital property is scheduledto be auctioned July 10, 1992 County Manager, Richard B Self, reported an environmental assessment of the propertyindicated harmful chemicals present A Phase H study was recommended to determine the level of contaminationUpon a motion by Commissioner Frank B Holding, seconded by Commissioner Jerry F Wood and carried byunanimous vote, the Board authorized Commissioner James W Cash to represent Johnston Countys interest at thescheduled auction, July 10, 1992, of property known as the Hyatt Property which is located next to Johnston MemorialHospital8 Budget Review SchoolsCommissioner Frank B Holding suggested the Board consider increasing the schools budget by 1,000,000;500,000 in Current Expense and 500,000 in Capital Outlay He further suggested that a minimum of 3 millionof the Capital Outlay funds be designated for the new Cleveland SchoolCommissioner John M Booker spoke of the possibility of a school bond issue as an answer for building newschools He stated he personally could support a 20 million bond issue; however he believes it is the consensus ofthe Commissioners that a bond referendum would fail without the unanimous support of both this Board and the Boardof Educaiton Since a 20 million bond issue lacks full endorsement from both Boards, he stated he would supportCommissioner Holdings suggestion as a compromiseCommissioners James W Cash and Jerry F Wood concurred with Commissioner Booker Commissioner Cashpointed out if a bond referendum failed, the County might lose the opportunity to pursue other optionsChairman Denning referred to a local bill for Johnston County in the General Assembly which would allowthe County to borrow money for school facility construction under GS § 153 -15 8 If the County citizens failed to supporta school bond referendum, he stated he would feel uncomfortable borrowing moneyBoard of Education members thanked the Board for their consideration, and voiced their appreciation for theCommissioners response to the schools needs9 Funds Reserved for Proposed New Health Department BuildingChairman Norman C Denning, who also serves as Chairman of the Johnston County Board of Health, informedthe Board the Health Department has ended the year with 3 97,872 in its budget from the closeout of the Home HealthProgram and over - collections He asked that this money be held in reserve to be used toward a new Health Departmentbuilding273Commissioner Frank B Holding moved that 397,872 Health Department Funds which resulted from thecloseout of the Home Health Program and over - collections, be transferred from the current fund balance to a restrictedfund balance for the purpose of reserving this money toward a new Health Department buildingCommissioner Jerry F Wood seconded the motion which carried by unanimous vote10 1992 -93 Budget Ordinance AdoptedCommissioner Frank B Holding moved the Board adopt the 1992 -93 Budget Ordinance including the followingMental Health Department to receive 30,000 over last years appropriations; 1 million additional funds to theSchools - profit corporationbe continued to issue obligations to finance the purchase and or construction of fixed assets to included but not limitedto utility lines and buildingsSECTION X School Capital Outlay Fund is hereby continued and is to be funded through sales tax, property tax,fund balance, and interest income up to a total of 5,500,000 of which 3,000,000 is designated for the ClevelandSchoolSECTION XI Encumbrances All outstanding encumbrances from Prior Fiscal Years are to be carried forward toFiscal Year 1992 -
