Section 19 MapsPublic Hearing held July 6,1992The Board again discussed a proposed amendment to the Johnston County Zoning Ordinance which would place on theCounty Zoning Maps several subdivisions originally zoned ARR -40 but approved by the Planning Board for 20,000 sqftlots becauseof availability of community waterAt the request of Commissioner John M Booker, Planning Director, Jeff Coutu, explained the Planning Board approved thesubdivisions based on their interpretation of the Countys Zoning Ordinance Attorney WA Holland informed the Planning Boardin May, 1992, that property divided into lots less than 40,000 sqft needs to be rezoned Residential 20 before being approved as asubdivision Six subdivisions were approved, however, during the period between October, 1991 when Countywide Zoning took effect,and when the correction was noted Southgate, Section 11; Southills IV,V; Pleasant Woods; Southfork, IV; Deerfield I -IV; andTriangle Estates The proposed amendment would bring these subdivisions into compliance with the County Zoning Ordinance andallow them to be properly placed on the County Zoning mapsLinwood Jones, representing Southwind Development Corporation, stated the developers have a large investment in theseproperties which are in various stages of completion He asked the Board to approve the amendment to allow completion of thesubdivisionsThe Commissioners discussed the need to address this problem as soon as possible in fairness to the property owners;however, Commissioners John M Booker and Frank B Holding stressed the importance of studying the possible legal ramificationsand exercising prudence in making a decision which will serve the best interest of all the citizens of Johnston County291Discussion Triangle Estates Subdivision - Wilsons MillsAttorney Margaret Kash stated her clients from Wilsons Mills are opposed to 20,000 sq ft lots in Triangle EstatesFollowing discussion at the July 6th Board meeting concerning complaints that Triangle Estates Subdivision is being developed asa mobile home park, Ms Kash and Planning Board Attorney WA Holland have been working toward an agreement satisfactory toall parties involvedLloyd Barnes, representing a church located across from the subdivision, and Kenneth Jones, Wilsons Mills resident, voicedopposition to the way Triangle Estates is being developed and asked the Board to leave the property zoned ARR40David Jones, part owner of twelve lots in the subdivision responded the plat was approved with 20,000 sqft lots, and heobtained all required permits before placing mobile homes on the property He maintained the lots with trailers are for sale; however,until sold, he is renting themThe Board deferred action on Triangle Estates to allow Ms Kash and Mr Holland time to negotiate an agreement Actionon the remaining subdivisions in question was postponed until later in the meeting7 Public Hearing Subdivision Ordinance AmendmentAdvertised The Smithfield Herald July 17, 24, 1992The Chairman opened the Public Hearing and invited anyone who wished to address the Board on proposed amendments tothe Johnston County Subdivision Ordinance, Article IV and Article IXCounty Manager, Richard Self, explained the amendments would shift the responsibility of final subdivision plat approvalfrom the Planning Board to the Board of County CommissionersLinwood Jones, Mike Burow, and Buddy McLamb, land developers, asked the Board to consider leaving the final subdivisionplat approval with the Planning Board as this is less time consuming and therefore less costly for developersTeresa Allen spoke in favor of the Board of Commissioners giving final approval of subdivision plats She stated the needsof the citizens would be better served with both boards reviewing the plansJeff Coutu related the Planning Board has appointed a committee to study the entire Zoning and Subdivision ordinances andmake recommendations for revisionsThere being no further comments, the Chairman closed the Public HearingAction was deferred until a later date8 Rescue Squads EMS Ambulance Fee Schedule RestructuredDonald Holland, President of the Johnston County Rescue Association, met with the Board proposing a restructure of theambulance fee schedule He explained that based on information from Medicare consultants, the BLS Basic Life Support rate shouldbe changed from 90 to 100, and the ALS Advanced Life Support rate be changed from 135 to 175These new basic rates wouldinclude costs of supplies thus eliminating the need for a separate itemized charge, This would ultimately reduce cost to the citizens,and would simplify billing operationsUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner James W Cash and carried by unanimous vote,the Board approved the following revised EMS Ambulance Fee Schedule-Basic Life Support BLS10000Oxygen1500- Advanced Life Support ALS17500Oxygen1500-Out of County Transport Begins at Point of Pickup300 per loaded mile- TreatmentNo Transport Fee This is defined as any treatment beyondpatient assessment and vital signs, when NO transport is required orrequested4500- Standby Fee For Public functions le ballgames, outdoor concerns, massgatherings, etc3000 per hour - 2 hr min2929 Public Hearing Set Extension of Corinth Holders Service DistrictCommissioner Frank B Holding moved the Board set a public hearing for 1100 am, Tuesday, September 8, 1992, to hearcitizen comments on an extension to the Corinth Holder Service District Commissioner Holding further moved the County mail lettersnotifying all property owners in the expanded area of the proposed extensionCommissioner Jerry F Wood seconded the motion which carried by unanimous vote10 Construction Laws Changes by General AssemblyCounty Manager, Richard B Self, informed the Board that the General Assembly has reduced the construction value from45,000 to 30,000 for construction without a license The new law also states that an individual who builds, adds to, or modifiesa house or building and does not occupy it for 12 months after completion, must use a general contractor11 Larry Tetterton, Candidate for House of RepresentativesThe Chairman recognized Larry Tetterton, Democratic Candidate for the 20th District, NC House of Representatives MrTetterton told the Commissioners he is looking forward to working with the Board and representing citizens from Johnston County12 Resolution Capital Area Job TrainingUpon a motion by Commissioner Frank B Holding, seconded by Commissioner John M Booker and carried by unanimousvote, the Board adopted the following resolutionRESOLUTIONWHEREAS, Job Training programs are effective means for assisting school dropouts, welfare recipients, unskilled adults,disadvantaged youth, dislocated workers and others who face serious barriers to employment;WHEREAS, the members of Congress, the press and our community should be informed of the positive impact job training has onthe lives of our fellow citizens;WHEREAS, all partners in the Job Training Partnership Act system federal, state and local governments, business, labor, education,community -based organizations and service providers must assume an active role in effectively communicating the success of theprogram;WHEREAS, Job Training Alumni individuals who have successfully completed the program who have overcome their barriers toemployment and are now productive members of our community are the best advocates for the program;WHEREAS, it is the desire of the Johnston County Board of Commissioners to officially recognize the achievements of JohnstonCountys Job Training Alumni and to support the program;NOW, THEREFORE, the Johnston County Board of Commissioners hereby proclaims August, 1992, Capital Area Job TrainingAlumni MonthAdopted this the third day of August, 199213 Recreation Grants ApprovedUpon a motion by Commissioner Frank B Holding, seconded by Commissioner John M Booker and carried by unanimousvote, the Board approved the following recreation grantsWade H Atkinson Memorial Library Community Building, 2,000; Four Oaks Civitan Club, 2,000; Town of Four Oaks,2,000; Kenly Kiwanis Club, 2,000; Selma Parks Recreation Department, 2,000; Clayton Band Boosters - street parking placesat the Countys complex, and reduce the spaces below the minimum required by the Town He stated Smithfield Manager, Ron Owens,has agreed the Town will waive the parking lot and landscape requirements293Upon a motion by Commissioner Frank B Holding, seconded by Commissioner John M Booker and carried by unanimousvote, the Board authorized Chairman Norman C Denning to sign the necessary documents to enable the Town of Smithfield toproceed with widening North Street from 7th Street to Hwy 30115 County Parking LotsIn connection with the new parking lots at the Governmental Complex on North Street, County Manager, Richard B Self,explained the County is coordinating with hospital personnel in designing the lot located across from the Complex to tie in with thehospitals existing parking lot16 Building Inspection Department - Citizen CommentThe Board heard comments from Joan Roth, citizen from Princeton Ms Roth complimented Pete Thompson, Chief BuildingInspector, and his staff for the efficient and competent help they gave her during her recent building project17 Sheriffs Department - SR 2527Upon a motion by Commissioner Frank B Holding, seconded by Commissioner John M Booker and carried by unanimousvote, the Board authorized the Chairman to check further with the property owners on SR 2527 and make a final decision as soonas possible on a road name for SR 252721 Property Value Appeal -
