September 8, 1992The Johnston County Board of Commissioners met in regular session Tuesday, September 8,1992, at 10 oclockam in the Commissioners Room, Johnston County Courthouse Annex, Smithfield, North Carolina, with the followingmembers presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, John M Booker, DVM,and Jerry F Wood, DDSAbsent NoneAlso Present Richard B Self, County Manager, Joyce H Ennis, Clerk to the Board, and W R Britt, CountyAttorneyThe Chairman called the meeting to order and the following business was transacted1 MinutesThe Chairman asked if there were any corrections to the minutes of the August 3,1992 board meeting Therebeing no corrections, the Chairman declared the minutes approved as presented2 Housing Assistance Payments Program - Revised Administrative PlanAnne Eason, Director of HAPP, presented the revised administrative plan for Johnston County HousingAssistance Payments Program She explained the new document incorporates all amendments and adds recentregulations from HUD concerning ineligibility of persons involved in drug related activitiesUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner Frank B Holding and carried byunanimous vote, the Board approved the revised administrative plan for Johnston County HAPP as presented, copyof which is kept in the County HAPP office3 Railroad Crossings Near South Johnston High School Concern for SafetyLarry Massengill, member of the South Johnston High School Advisory Council, addressed the Boardconcerning safety at railroad crossings at SR 1357, SR 1354, and SR 1353, all located near the school He noted theDepartment of Transportation has added more signs and flags and has agreed to install signal arms in the near future;however, the railroad right -of -way needs clearing to improve sight distanceFollowing discussion, Commissioner James W Cash moved the Board request the Department ofTransportation, in conjunction with CSX Railroad Company, to act without delay to improve the line of sight bytrimming back the right -of -way at the above mentioned crossings, and further, to install the planned signal arms as soonas possibleCommissioner John M Booker seconded the motion which carried by unanimous vote4 Request for Tax Relief -
