sketch and letters enclosed with this order For reference see J BEarp, R #2, Clayton, N C2 On a motion made by Commissioner Frank B Holding, seconded by CommissionerR G Gurley, it was moved that the State Highway Commission be requested to add tothe Johnston County Road System and maintain that certain road in Smithfield Town -ship, described as followsBeginning at Wilsons Mills Road at West of Nora P Southerland, Clerk Superior Court, as submitted tothe Board by W H Britt, Auditor, Commissioner Frank B Holding moved that thefollowing revision of salaries in the Clerk of the Superior Court office be adopted, --effective July 1, 1959Billie G Jones 190,00 per monthJanie W Strickland 19500 per monthPope Hardee 17500 per monthJo Burgess 18000 per monthCommissioner R G Gurley seconded the motion, which was unanimously adopted5 In view of the fact that Lulu A Jolliff, Superintendent of the Welfare Depart-ment, has been unable to employ a Child Welfare Worker and upon her request, Comm -issioner J D Bailey moved that 277000, a portion of the funds set up in thebudget for a Child Welfare Worker be utilized in the employment of a Case WorkerAssistant on a temporary basis, who will assist in Child Welfare WorkCommissioner Frank B Holding seconded the motion, which was unanimously adopt- ed6 E C Jones, Sr, Justice of the Peace, Smithfield Township, filed a verbalrequest for occupancy of the room next to the Treasurers office, provided it couldbe made available when transition was made to the Thornton Building7 Commissioner R G Gurley moved that W G Massey, Clerk, file with Nathan HYelton Executive Secretary, Local Government Employees Retirement System, forrefund of social security payments made for the benefit of E C Jones,Justice ofthe Peace, as it had been determined that Justices of the Peace were not coveredunder the Social Security 4,ct covering Governmental Employees8 W, G Massey, Clerk, was directed to contact Mr Alex McMahon, Secretary NorthCarolina County Commissioners Association, to determine if it was mandatory for acounty to accept the merit system salary schedule, as provided by the Merit SystemCouncil9 At the request of Perry OBerry, Nash County Fire Marshal, Commissioner R GGurley introduced the following resolution331August 3, 1959 ContWhereas, it is ascertained that the Middlesex Fire District as served by theMiddlesex Fire Department has complied with the provisions of the resolution Iproviding for the establishment of fire districts in Nash County, which was dulyadopted by the Board of County Commissioners of Nash County on April 8, 1956 andis now serving an area of Johnston CountyINow therefore, it is ordered that the following described area in JohnstonCounty be defined as an area of the Middlesex Fire District for the sole purposeof enabling the property owners residing in said area to receive any fire insurancebenefits and provided that the said area does not infringe upon any fire districtestablished in Johnston CountyBeginning at a point on highway 231 Sloeated approximately 4 miles fromMiddlesex Fire Department Moccasin Creek; thence in a northwesterly direction toa point on highway 222 S in Johnston County at Horse Branch; thence in a north-westerly direction to a point where Taylor Mill Road intersects Highway 39 inJohnston County; thence in a northerly direction to a point on 264 W at the WakeCounty line; thence in a northeasterly direction to a point on Massey Road 5mile beyond Drivers Pond; thence in an easterly direction to a point where WadeHopkins Road intersects highway 231 N; thence in a southeasterly direction to apoint on Stony Hill Road 1} mile beyond Big Branch; thence in a southerlydirection to a point on highway 264 E at Turkey Creek; thence in a southerly direction to a point on the Leland Daniel Road at Turkey Creek; thence to the point of Ibeginning ICommissioner R G Gurley moved that the foregoing resolution be adoptedCommissioner J D Bailey seconded the motion, which was unanimously adopted10 Commissioner Frank B Holding moved that the Board concur in the action of theTrustees of Johnston Memorial Hospital in awarding audit contract of the hospitalfor the period ending September 30, 1959 to Watts, Koonce and Wooten, certifiedpublic accountants Raleigh North Car lingCommissioner A G Gurley seconds the motiott, which was unanimously adopted11 W HBritt, Auditor, brought to the attention of the Board that the boiler atthe Boarding Home was in need of repair This matter was referred to CommissionerJ D Bailey12 The following letter from the Johnston County Board of Education was filed with lthe Board for their consideration, and was referred to Commissioners Frank B Holdin;and R G GurleyTo Johnston County Board of CommissionersThe Board of Education is operatingunder very cramped conditions and is badlyin need of additional space The Board of Education has no regular place tomeetand is also confronted with the following situations1 The County Attendance Officer has no office except onewhich she provides in her own home in Selma2 The Supervisor of Negro schools has no office other thanthat provided in her home in Smithfield3 The Directors of the Guidance and Counseling Programs forour White and Negro schools have no office space in sightand it will be very helpful to have office space that iscentrally located in the County1} We have no definite place in the Courthouse where principalsor groups of teachers can meet for conferences Frequently,when meetings are scheduled, all available space in the Court-house is being utilized and the groups have to go outside inorder to obtain a meeting placeIn view of the above, as you make other satisfactory arrange-ments for the Welfare Department, the Board of Education desiresthat this space now occupied by this department be made availablefor use by the Board of Education 4Your careful consideration of this matter will be repairsw14 Authority was given T L Upchurch, Tax Collector, for the employment of two kiadditional field deputies and one additionalclerieal helper for a period of appro-ximately two to two and one -half months to assist in the collection of delinquent ftaxes332August 3, 1959 Cont?r15 Lulu Atkinson Jolliff, Superintendent Welfare Department, reported that thecounty had acquired the nine Geddie children and that Johnston County had beenestablished as the 1958 residency of Malcolm Geddie, and that as a result of thisdetermination that Johnston County owed Harnett County an amount of 119876 througNJJuly 31, 1959, setting forth that Harnett County had agreed to continue to keep thechildren in foster homes at a rate of 40500 per month with the county beingresponsible for medical care and clothingiAfter a discussion the matter was referred to J L George for investigationit16 Lulu Atkinson Jolliff made a report to the Board on the following letterreceived from Mr R Eugene Brown, Director Public AssistanceMrs Lulu A Jolliff, SuperintendentJohnston County Welfare DepartmentSmithfield, N CDear Mrs JolliffAlthough our Field Auditor has not had an opportunity to visit JohnstonCounty to look over the building which the county has purchased, we have made atentative estimate with regard to State and Federal participation in the costAccording to Federal policy we had to take 75 per cent of the lowest comparablerental rate which is ninety cents We will write you again after the Field Auditorhas had a chance to review the e am teri 1 andgo over the plans with youHowever, on the tentative basis it appears that you will be able to report ??I?ion your monthly statement of expenditures 9792 Participation in the jointexpense part of your administrative budget is 426 per cent We will participatein the amount reported each month, and our participation will be included in themonthly check for county welfare administrationOur Auditors have raised a question abort the cost of the building inview of the fact that the land on which the building is located may be more valuablethan the building We will have to clear this question but it appears now that wewill not be able to participate in the cost of the land Therefore, it seemsnecessary to have the County Commissioners get an appxdsal of the land on which thebuilding is located by the local board of real estate dealers or some comparableorganization which would be in a position to make an objective valuationWe are returning the letters on comparable rental rates which you previously;submitted because none of these letters state that the space in the building spec-ified is comparable to that to be used by the County Department of Public WelfareThis statement will have to be included and at the same time we would suggest thatyou try to secure a rate on at least one other building where the rate is higherthan ninety cents per square foot per year This would mean that a larger amountcould
