Upon the recommendation of Rhetta IVartin, Tax Attorney, the following motionwas adoptedon a motion made by Commissioner Floyd C Price, Sr, seconded by CommissionerR G Gurley, it was moved that a quit -claim deed be made to Carl K Parrish, Jrand wife, Barbara W Parrish upon the payment of 410603, representing taxes infull through 1958, conveying one lot 60 x 50 feet In Wilsonis Mills Township,foreclosed in the name of W L Beaty, F R# 6,page 7a2 Commissioner R GGurley moved that the State Highway Commission be requestedto hard - surface that certain road in Meadow Township, described as followsBeginning at Highway # 50 near Unity Church and runs thence to Highway # 96near Smyrna Church, known as the Carlyle Eldridge and Tart road, and being a distanceof 28 miles in lengthPetition and map enclosed with this order For reference see Carlyle Eldridge,,,Route # 1, Newton Grove,N CFloyd C Price, Sr seconded the motion, which was carried3 After hearing a report by Rayford Oliver, Chairman Board of Trustees JohnstonMemorial Hospital and Lloyd Uilbert, Administrator, relative to plans to establisha scholarship fund to help young women defray their expenses in nursing school,Commissioner Floyd C Price, Sr moved that the 3oard concur with a motion adoptedat a meeting of the Board of Trustees on March 20, 1959, which is as followsIt was moved by Dr Earp and seconded by Mr Medlin that a Revolving Scholar-ship Fund be established from the profits of the Coffee Shoppe, as determined by theAudit Report for the year ending September 30, 1958; that this fund be made avail-able to ,young women of Johnston County interested in entering a school of nursing;that the student be loaned this money without interest provided that upon graduation rshe makes her services available to the Johnston Memorial Hospital for one 1 year,otherwise the loan will bear interest at the legal rate of 61 per annum; that theChairman of the Beard of Trustees, the Administrator and the County Attorney beauthorized to present this proposal to the County Board of Commission at theirnext meeting, requesting concurrence in same and upon receipt of favorable opinionfrom the Attorney General, State of North Carolina; that rules and regulationscovering the administration of this fund be preparedCommissioner J U Bailey seconded the notion, which was unanimously carried4 Commissioner R G Gurley moved that H M Royals, Assistant Negro County Agent,be reimbursed in the amount of 1274 for expenses incurred for attending a meetingon February 25, 1959 at St Pauls,North Carol_na and meeting on March 9, 1959 atRaleigh, N CCommissioner Floyd C Price, Sr seconded the notion, which was unanimouslycarried5 A delegation composed of J A Peedin, A E Peedin and others requested aidin relieving them of water flooding their property at a point below where a canalwas cleaned out by the Highway Commission They contended that due to the drainageof the section south of the Town of Selma by the Shallcross Lorporation and StateHighway Commission and others the flow of water in the canal had been accelerated,thereby causing an overflow on their farm propertyAt the request of the Board, C W Warrick, Soil Conservationist, stated thathe wouldmake a survey of the problem and determine what could be done about thematterIn response to this request, W G Massey, Clerk, was directed to advise I4IrHarold Makepeace, Secondary Roads Officer, State Highway Commission, Raleigh, NorthCarolina, of this situation and request that his department investigate the problemand eliminate same if it lay within the province of the Highway Commssion6 James Oliver, Commander and Col N B Grantham, representing the JohnstonCounty Aar Veterans Association requested that the Association be granted the privil-ege of erecting a flag pole approximately 65 feet in height in front of the courthouse at a suitable location They informed the Board that this project would requirea concrete base 6 feet square and would be a memorial to the Korean and World lSar 2Veterans079April 6, 1459 ContCommissioner R G Gurley moved that the Johnston County VVar Veterans llssociat-ion be granted the privilege of erecting a, flag pole in front of the court house assoon as an appropriate site could be selectedCommissioner Floyd C Price, Sr seconded the motion, which was carried7 Honorable Blake Thomas, member of the General Assembly, discussed with the Boardthe court proposals for North Carolina as contained in the Bell Cormnitteels report,which would eliminate the district courts of the county if enacted into lawCommissioner Floyd CPrice, Sr stated that he understood that the enactment of thislaw woula be a great saving Commissioner J D Bailey stated that in his opinionit was the opportune time to straighten out the Justice of Peace courts and in hisopinion that the Town should not use the courts for means of raising revenueCommissioner R G Gurley stated that in his opinion thatjustice and service shouldbe the principal aim of the courts and not income derived from the courts MrThomas requested that if they had any further advice to offer in connection withthis proposed law that he would apprec -ate their advising him to that effect8 Mr Harold Creech, representing the Smithfield Chamber of Commerce, requestedpermission to clean up and beautify that section on the east side of Neuse Riverbetween the Legion Hut and the Primitive Baptist Church controlled by the CountyCommissioner Floyd C Price, Sr moved that permission be granted the SmithfieldChamber of Coniferce to improve and beautify that certain property as outlined byIas Creech with the reservation that should said property be needed for future useby the county that they would relinquish sameCommissioner R G Gurley seconded the motion, which was carried9 Mr Nelson Nash, representing the Smithfield Chamber of Commerce, in connectionwith the Pilot forest, which is being established on a 50 acre woodland tract ofCleon Boyette on Highway # 22 sponsored by the Southern Pulpwood ConservationAssociation under the direction of the North Carolina Pulp Company, extended aninvitation to the members of the Board to attend the dedication services at 10 AMon Tuesday, April 14, 1959 and requested that April 14, 1959 be proclaimed asPulp and Paper DayIn response to this request H M Johnson, Chairrr n, declared the followingProclamationPR OC LA ToA T IONWhereas, 50 of the land area of Johnston County is in forests which contributeto the well being of our people, andWhereas, approximately 90 of this forest land is owned by farmers and otherprivate individuals, and,Whereas, the full development of the timber crop on these small tracts would meana substantial increase in economic opportunity for all of our citizens,and,Whereas, a balance between agriculture and industry provides the wise use of thenatural resources of this state and the consequent stabilization of bothrural and urban life, andWhereas, the pulp and paper industry strenghtens both the agricultural and industr-ial components of our economy and expects to continue to provide marketsfor the products of individually owned woodlands, and,Whereas, to meet the needs of our increasing population for paper and other forestproducts to improve our standard of living, a considerable portion of theexpanded requirements for raw material must be met by purchase from theowners of these small woodlands, andWhereas, the pulp and paper industry in recognition of its public responsibilitythrough the Southern Pulpwood Conservation Association has developed theScuthwide Pilot Forest program, now,Therefore, 1, H M Johnson, Chairman of Johnston County Board of Commissioners doproclairr April 14, 1959, as Pulp and Paper Day , on which the Pilot ForestProgram is to be launched in the interest of helping farmers and otherindividual landowners to realize the full benefits to be derived fromproductive woodland to the end that a better life is provided all of ourpeople, and I hereby urge all citizens to support conservation_ agencieswhose hands are joined by the pulp and according to law one water pump confiscated by his Departmentin a liquor raid12 R G Gurley was appointed Supervisor of the Boarding Home and the county farmand to represent the Board at the meetings of the Board of Trustees of the JohnstonCounty Library for the months of April, Nlay, and June,13 On a motion by Commissioner J D Bailey, seconded by Commissioner Floyd Crice, Sr, the following notice of intention to apply to the Local GovernmentCommission for approval of bonds was approvedNotice is hereby given of intention of the undersigned to file applicationwith the Local Government Commission, Raleigh, NC, for its approval of theissuance of the following proposed bonds of the COUNTY OF JOHNSTON, which bondsshall be subject to approval of the voters of said County at an electionx;275,000 of bonds for the purpose of erecting or purchasing abuilding or buildings to provide necessary office space for thecountys general officers and agencies including appropriateauditorium facilities, and of acquiring the land necessary for asite and suitable equipmentThis notice was first published on the 10 day of April, 1959• Any citizenor taxpayer objecting to the issuance of any or all of said bonds may file with theLocal Government Commission a verified statement setting forth his objections asprovided in Section 159 -71 of the General Statutes of North Carolina, in whichev6nt he shall also file a copy of such statement with the undersigned, at anytime within ten days from and after such first publication A copy of this noticemust be attached to the statement so filed Objections set forth in said statementshall be for consideration by said Commission in its determination of whetherornot it may hold a public hearing as provided by law on the or buildings to provide necessary office spaces for the Countysgeneral officers and agencies including appropriate auditorium facilities, and toacquire the land necessary for a site and suitable equipment, and the Board ofCommissioners has ascertained that it will be necessary to expend for said purposenot less than 275,000 in addition to any other moneys which the County may lawfullyuse for such purpose; N9N, THEREFORE,BE IT ORDERED by the Board of Coniissioners of the County of Johnston asfollowsSection 1 For the purpose of financing the cost of erecting or purchasingsuch building or buildings including the necessary land and equipment, bonds of theCounty of Johnston are hereby authorized and shall be issued pursuant to The CountyFinance Act of North CarolinaSection 2 The maximum aggregate principal amount of bonds authorized by thisbond order shall be Two Hundred and Seventy -five Thousand Dollars 275,000Section 3, A tax sufficient to pay the principal of and interest on said following resolution beadopted181April 6, 1959 ContWHEREAS, a bond order entitled Bond Order authorizing the issuance of3275,000 county Building Bonds of the County of Johnstone has been introduced atthe meeting of the Board of Commissioners held on April 6,1959, and the Boardof Commissioners desires to provide for the holding of a public hearing thereonas required by the County Finance Act; NOVI, THEREFORE,BE IT RESOLVED by the Board of Commissioners of the County of Johnston asfollows1 The public hearing upon said bond order shall be hdd on April 20, 1959,at 1100 otclock in the forenoon at the regular meeting room of the Board ofCommissioners at the Court House in Smithfield, North Carolina2 The Clerk of the Board of Commissioners is hereby directed to cause acopy of said bond order to be published with a notice of such hearing in the formprescribed by law, in the Smithfield Herald, a newspaper published in the Countyof Johnston, at least ten days prior to such public hearing3 The County Auditor is hereby requested to file with the Clerk of theBoard of Commissioners, at least ten days prior to such public hearing, a statementof the debt incurred or to be _ncurred by the County for purposes other than schoolpurposes, In the form prescribed by the County Finance ActThe motion having been seconded by Commissioner J D Bailey, it was unanimous-ly adoptedCommissioner J D Bailey moved that the following resolution be adoptedWHEREAS, the County of Johnston intends to apply to the Local GovernmentCommission for approval of the issuance of 275,000 County Building Bonds of theCounty authorized by the bond order introduced at a meeting of the Board ofCommissioners held on April 6,1959; NOW, THEREFORE,BE IT RESOLVED as follows;1 The Chairman and Clerk of the Board of Commissioners are hereby authorizedand directed to file with the Local Governre nt Commission of North Carolina anapplication for its approval of said bonds, on a form prescribed by said Commission,and to state in such application such facts and to attach thereto such exhibits inregard to such bonds and to the County and its financial condLtion, as may berequired by said Commission2 The Clerk of the Board of Commissioners is hereby directed to cause noticeof intention to file such application, containing the information required by law toappear in such notice, once in each of two the General Assembly and now before the financecommittees of both House and Senate, which provides under Section 1 of said actsfor the County of Johnston to have a revaluation of real property in the year 1961It was the concensus of the members that the county had made no provisions fora revaluation, at this early date, and that for the county to have a revaluation ofreal property in 1961 would work an undue financial- burden on the tax payers of thecountyCommissioner R G Gurley moved that J L George, County Attorney, and orJt H Britt, Auditor, contact John Alexander McMahon, Secretary- Treasurer and GeneralCounsel of the North Carolina Association of County Commissioners, immediately andthat he be requested to appeal to the members of the General Assembly to amendSection 1 of the aforementioned bills, so as to provide for Johnston County revaluingits real property in the year 1963Commissioner Floyd CPrice,Sr seconded the motion, which was unanimouslyadopted16 Notice of James
