discussion with Sheriff B A Henry, it was mutually agreed that MrTrueblood of Goldsboro service the radio system in the Sheriffs Department on atemporary basis and under the same contract executed by Jack Townsend, who hadrecently tendered his resignation to the Sheriff, as he was leaving the countyIt was further understood that if the Sheriff could obtain a man fromJohnston County to perform these duties that he would do so6 At the request of L P Creech, Veterans Service Officer, the following motionwas adoptedOn a motion made by Commissioner J D Bailey, seconded by CommissionerFloyd C Price, Sr, it was moved that 4400 be appropriated from the contingentfund and transferred to the salary fund of the Veterans Service office for thepurpose of paying Mrs Glenn Maxwell for clerical services rendered during the stayof Mrs Marie Creech in the hospital7 Commissioner R G Gurley, Fire Commissioner, submitted a report of the firecondition of the Brogden Fire District as required under Section 1189 of theGeneral Statutes of North Carolina, and requested the Board to perform the necessaryfunctions as set out in the aforementioned statute8 Commissioner J D Bailey moved that the report as prepared by M J Oliver,Chief of the Brogden Fire Department, be accepted and that W G Massey, Clerk, beauthorized to execute certificate for and on behalf of the Board of County Commiss-ioners of Johnston County Floyd C Price, Sr seconded the motion, which was carried9 Commissioner R G Gurley reported that the Meadow Fire Department had qualifiedto receive funds under resolution adopted by the Board on October 5, 1955 establish-ing rural fire departments in Johnston County and moved that W H Britt, Auditor,be authorized and directed to pay to the Meadow Fire Department 10000 per monthas of shown onpriority map for Johnston County be graded and top soiled in accordance with plansof the Highway Commission for 1957 -5813 At the request of Jiggs Broadwell, Civil Defense Director, the followingmotion was adopted;On a motion by Commissioner R G Gurley, seconded by Commissioner Frank BHolding, it was moved that the Board go on record as endorsing the distributionof Handbook for Emergencies through the Boy Scouts to families of Johnston County,urging that the contents in this pamphlet be closely scrutinized by the recipientsof the same14- Jiggs Broadwell, Civil Defense Director, requested that an amount of 065000be appropriated to the Civil Defense program for the purpose of a short wave radiosystem for Johnston County to be purchased on a participation basis, stating thatthe organization was in dire need of having a communication set up Following ageneral discussion, he was advised that his request would be given due considerationwhen the 1959 -60 budget was prepared15 After hearing a report from Lulu A Jolliff, Superintendent of the WelfareDepartment, concerning a child 14 years of age confined to a Boarding Home in theCounty, the following motion was adopted;On a motion by Commissioner Frank B Holding, seconded by Commissioner Floyd CPrice, Sr, it was moved that Lulu A Jolliff, Superintendent of the Welfare Depart-ment, be authorized to place the aforementioned child in the Alexander Home atUnion Mills at a rate of 4500 per month16 Upon the recommendation of Lulu A Jolliff, Superintendent of the WelfareDepartment, the following motion was Jolliff, ingormed the Boardof the act of the 1957 General Assembly, setting up a Domestic Relations Court forJohnston County, effective the first Monday in December, and explained the juris-diction of the court He requested their advice for the operation of the newcourt, which will continue to function under the name of the Johnston CountyRecorders Court Mrs Jolliff expressed the belief that a full time clerk andfull time case worker would be necessary for the court to function properlyAfter a discussion of the matter, Judge Godwin was instructed to make a thoroughinvestigation of the needs of the Domestic Relations Court and submit his recommend-ations to the Board at their next regular meeting23 The question of the county taking out Workmens Compensation Insurance wasraised by Lulu A Jolliff, Superintendent Welfare Department After a short discuss-ion, Mrs Jolliff was requested to investigate this phase of insurance and reporther findings to the Board at their next regular meeting24 Sarah Ann Butts, Home Demonstration Agent, complained to the Board about theinadequate parking space at the rear of the court house, explaning that she and heremployees had found it necessary to park at meter spaces for loading and unloadingequipment carried by her department Further that she had been given courtesytickets, which they had tried to pay and also received pink slips amounting to100, which they did not think they should payMayor, Ben A Baker was called into the discussion in hopes that he couldadvance a solution for the problem However, he stated that tho the town could notgive preferential treatment to any groupThe Commissioners gave their views on the subject and there was a decideddifference in their opinionsAs an attempt to alleviate the problem, and compromise the feeling of the Board,Commissioner J D Bailey moved that W G Massey, Clerk, with the help of B AHenry, Sheriff, be authorized and directed to designate four parking spaces behindthe court house for an emergency or loading zone, and that the Sheriff be instructedto keep the designated area clearCommissioner R G Gurley seconded the motion, which was unanimously adopted25 Commissioner R G Gurley moved that Ralph Medlin, Hubert Massengill and HerbertGrizzard, Jr be reappointed Trustees of the Johnston Memorial Hospital for a termof six years, effective October 8, 195826
