May 5, 19581 2Fit widthMeeting of the Board of Commissioners for the County of JohnstonMay 5, 1958The Board of County Commissioners of Johnston County met in regular sessionon May 5, 1958, in the Commissioners Room, at 11 00 A M, with the followingmembers presentH M Johnson, Chairman, J D Bailey, Floyd CPrice, Sr, R G Gurley,and Frank B HoldingAbsent NoneThe following business was transacted1 After a review of the history of Mrs Clyde Beasley, mother of three children,ages from two to ten, the following motion was adoptedOn a motion made by R G Gurley, seconded by Floyd C Price, Sr, it wasmoved that 10000 be appropriated from the General Assistance Fund for the benefitof Mrs Clyde Beasley and her children until she receives her ADC grant2 The claim of Roger Vinson, Wilsons Mills, in the amount of 5000 for lossof two hogs by unknown dogs was filed3 C G Grady, Attorney, Four Oaks, North Carolina, representing Mrs Flonnie,Davis requested that the Board reverse their decision on the valuation of Mrs Davisfarm as was rendered by them at their last meetinY as a Board of Equalization andReview, citing that the valuation placed on the U4 acres of Mrs Davis farm wasin excess of the original tract consisting of 67 acres from which the 454 acrescame it beiAg valued at 231500 He also cited that the soil bank payments onthis farm in comparison with other property of Mr W C Massengill was lessAfter a discussion of this request, it was the consensus of the Board that nofurther action should be taken4 Mr James H Mann, of Winston- Salem, representing Mann Film and Laboratories,Inc discussed briefly the advantages of micro- filming old records in the courthouse5 Mr William B Wellons, representing a committee of the Johnston County BarAssociation, introduced Mr Robert C Browning, Consultant Engineer of Raleigh,inconnection with the air conditioning of the court room Mr Browning expressed tothe Board the advantages of making an accurate survey of the court room preparatoryto drawing plans and specifications for submission to companies interested in biddingon the job He estimated that the cost would run from 750000 to 10,00000Mr Woodall and Mr Hicks, representing Stahl -Rider Company of Raleigh werepresent at this meeting and gave the Board the benefit of their experience in theinstallation of air conditioning units Following a discussion, the followingmotion was adoptedOn a motion made by R G Gurley, seconded by Floyd C Price, Sr, it was movedthat Mr R C Browning be employed to make a survey of the court room for airconditioning at a cost of 4j of the low bid submitted6 The committee appointed by the Board at its last meeting to secure options onproperty in Smithfield for the location of an agricultural building, consisting ofJ Noah Williams, C W Tarlton and Tom Scott, submitted the following optionssecured by themC E Bingham 522 x 100C E BinghamByrd EstMrs F B Broadhurst 3072 x2892Alex J Ziady andJulia Z CurleyE J WellonsMrs H V RoseGeorge McFaydenD W JonesLula McLambMrs F B BroadhurstNelson FitchiFred BlackmanCor S 5th and Johnston St4th StNorth Street105 x 210 N 3rd Bridge Street105 x 210 3rd StreetCor Bridge 2nd Street90 x 240 Lot Bridge Street105 x 210 Bridge Street8th StreetHancock Street205 x 30035,00015,75020,00030,00016,5o020,0003,50025,00018,50010,0005,000Also present when these options were presented was Harold Creech, representingthe Smithfield Chamber of Commerce, and John Dail and Dick Holt, representing theSmithfield Board of Town CommissionersMay 5, 1958 ContA discussion was entered into by the committee and members of the Boardrelative to the aforementioned locations and Mr Williams was insistent that the `Board take immediate action in regard to location of a site for the agriculturalbuilding However, it was the concensus of the Board that they should have sometime to study the different locations that had been presented by the committeebeforo any further action be takenThe committee was advised that the Commissioners would seriously study theinformation submitted and would arrive at an answer within a few weeks or certainlyby the next first MondayCommissioner Floyd C Price, Sr moved that a vote of thanks be given thecommittee for their unwavering efforts in securing options on valuable sites forthe consideration of the BoardCommissioner R G Gurley seconded the motion, which was unanimously carried ,7 on a motion made by R G Gurley, seconded by Floyd C Price, Sr, it was movedthat the State Highway Commission be requested to hard -
