Commissioners1 At the request of the Johnston County Agricultural Building Planning Committeeapproximately 200 representative citizens of the county appeared before the Board,requesting the erection agricultural building, stressing mainly the need for enlarged quarters, Sconference rooms, storage space, curb market, parking facilities, convenience of thepeople and efficiency of agricultural stated that the county had on hand 25,000which had accumulated for the building of an agricultural building and the countyand town of Smithfield were paying about 500000 annually in rents for the housingof various agricultural agencies He asked that the county take necessary stepsat once towards the erection of the agricultural building and submitted a list ofpersons to be appointed by the Board as a planning committeeHarold Creech, Johnston County Agricultural Planning Committee Secretary,submitted a broachure of 102 resolutions from civic, farm and school organizationsendorsing the resolution for agricultural building, signed by approximately 10,000peopleThe meeting was then thrown open for remarks from the floor and the followingspoke briefly on the proposed agricultural favored issuingbonds for an agricultural building and regretted that the people had to appearbefore them requesting that they take necessary steps for an agricultural buildingCommissioner J D Bailey asked all of those present to stand if they were infavor of voting bonds for the agricultural building Approximately one -half ofthose present stoodCommissioner Frank B Holding stated that he was not opposed to an agriculturalbuilding but that it appeared to him that the building requested would be costlyand require a bond issue and he did not want the people mislead about the financialaspects of the projectFollowing the hearing, Commissioner R G Gurley moved that the following per-sons be appointed members of the agricultural planning committee to determine sizeand location of building in recommendation of Commissioner R G Gurley, Commissioner Frank BHolding moved that Mrs Lulu A Jolliff, Superintendent Welfare Department, beadded to the Johnston County Agricultural Planning CommitteeCommissioner J D Bailey seconded the motion, which was unanimously adopted2 Mr E P Koonce, Division Engineer, State Highway Commission, gave the follow-ing report on the work and planning of the State Highway Commission relative to andeffecting the countyRoad damage over and above normal winter maintenance at least 300,000 plusIn addition 150,000 were taken from our Bet funds to give to westerndivisionsOrig Gen Bet Allocation 1,004,632, less 15 or 150,694 for emergencies,25,000 for landscape and 30,000 overdrafts cuts our allocation for yeardown to 70,59776We have already allocated to counties 716,000 which leaves us a balanceof about 32,000 in this fund plus 120,000 in secondary Bet or a totalof 152,000, plus a few balances in incomplete W 0 SMr Koonce filed with the Board two maps which gave the following informationRoads already programmed for construction Gen Bet and Secondary BettermentFunds 1957 -58, which total 13 projects and 353 miles These roads are alreadyprogrammed showing an amount of 106,520 already programmed to grade, drain andplace 6 inches of soil on these roads and an amount of 128,500 programmed forretreatmentwork new surface on paved roadsMap No 2 Federal Aid and Secondary Projects completed or still underconstruction not including interstate, which shows four federal aid secondarprojects in the amount of 483,89721 and Federal Aid Prim arp Projects No 2435amounting to 578,04514 and in an amount totalling 1,061,91}265 for FAS and FAPAlso total amount of interstate under construction Benson to Kenly 3,037,230Mr Koonce advised a group of Wilders Township citizens headed by Ed Johnsonof Clayton, N C # 2, who were at the meeting, that the project in which theywere interested would be hard - surfaced this year in accordance with a cournittmentmade by the Highway Commission3 Commissioner Floyd C Price, Sr moved that Frank B Holding be appointed anagent of the County, subject to conferring with W R Britt, acting County Attorney,as to the legal aspects envolved for the purpose of his bidding up to an agreedamount on the Parrish property, located at the corner of Johnson and Second Streets,Town of SmithfieldMarch
