Next page1 3Fit widthWMeeting of Board of Commissioners for the County of Johnston4June 2, 1958The Board of Commissioners of Johnston County met in regular session onJune 2, 1958, at 11;00 A M, in the Commissioners Room, with the following memberspresentH M Johnson, Chairman, J D Bailey, Floyd C Price, Sr, R G Gurley, andiFrank HoldingTh e following a was transactedngb sines1 The request of Mr J Milton Byrd, of Roils # 1, Willow Springs, for the improve-ment of a road in Pleasant Grove Township, was deferred pending the filing of apetition by Mr Byrd2 Mr N R Adams, Route # 1, Clayton, who inquired about the improvements of acertain road in Clayton Township was referred to the StateHighway Commission eoncern+ ing the same3 The request from the Governors office for a pro rata share of the costs forthe investigation of the Eastern Carolina Housing Authority in the amount of 8811was deferred until the next regular meeting of the Board4 In response to a letter from J T Uzzle, of Wilsonts Mills, concerning theimprovement of a certain road in Wilsonts Mills Township, W G Massey was requested1,1to contact Mr Uzzle in connection with same5• After a discussion with Mr R C Browning, Consultant ,Engineer, concerningthe air conditioning of the court room, who submitted a preliminary sketch of theinstallation of the air conditioning unit and who also stated that his final planswould not exceed 45000, the following motion was adopted;On a motion made by J D Bailey, seconded by R G Gurley, it was moved thatMr R C Browning proceed immediately with the final plans and specifications forthe air conditioning of the court room6 After hearing a report from Mrs Lulu Jolliff concerning the conditions thatexisted in the Finn home, residents of Wilders Township, Johnston County, thefollowing motion was adopted;On a motion made by Floyd C Price, Sr, seconded by J D Bailey, it wasmoved that Mrs Lulu Jolliff provide funds for the Finn children numbering 12, agesfrom 3 months to 16 years, in what way she deemed the most logical and economical7 Mr E S Simpson, Superintendent Public Schools, acting as spokesman for themembers of the Johnston County Board of Education, who were present, presented the1q58 -59 school budget, which cells for a total county and vocational tax rate of8tl? The budget was filed for consideration8 In order to clarify and amend a motion adopted by the Board on November 4,1957, the following motion was adoptedOn a motion made by R G Gurley, seconded by J D Bailey, it was moved thatdesignated members of the Welfare Department be paid from the travel allowance fundof the Welfare Department up to 700 per day for defraying expenses in attendingin state welfare meetings and up to 900 per day for defraying expenses in attend-ing out of state meetings, dependent upon where the meetings are held and subjectto the approval of the Welfare Board9• WHEREAS, it appearing to the Board of County Commissioners that the Debt ServiceFund is obligated to the General Fund in the amount of 414,40886 and should besettled, andWHEREAS, there was not sufficient appropriations made for this expenditure inthe original budget for the year 1957 -1950, andWHEREAS, there is an unencumbered surplus in the Debt Service Fund in theamount of 8,00000, and,WHEREAS, G S 153 -127 provides that the Board of County Commissioners, if theydeem it necessary, by proper resolution, may amend the original budget resolution bymaking a supplemental appropriation to take care of any unanticipated expendituresNOW THEREFORE, by motion of Floyd C Price, Sr, and seconded by Gardner Gurley,it is ordered that the original budget resolution for the Debt Service Fund be amend-ed by appropriating 8,00000 from the unencumbered surplus in this fund to supple-ment an appropriation of 6,40886 for the purpose of satisfying the above statedobligation0-0June 2, 1958 Cont10 on a motion made by R G Gurley, seconded by Frank B Holding, it was movedthat the State Highway Commission be requested to hard- surface that certain road inBoon Hill Township, described as followsBeginning on U S Highway # 70 and runs thence to the Brogden - PrincetonRoad, known as the old Princeton Road, and being a distance of 7 miles in lengthPetition and sketch enclosed with this order For reference see R R Holt,Jr, Smithfield, N C11 On a motion made by R G Gurley, seconded by Floyd C Price, Sr, it was movedthat the State Highway Commission be requested to add to the Johnston County RoadSystem and maintain that certain road in Smithfield Township, described as follows roCBeginning on Wilsons Mills Road and runs thence to Highway No 70, known asPace Street, and being a distance of 6 miles in lengthpetition and map enclosed with this order For reference see T W Shirley,Smithfield, N CI12 The following reports were filed with the Board;C W Tarlton County AgentL P Creech Veterans Service OfficerLeroy Johnson Negro County AgentRebecca Trammel Assistant Home DemonstrationAgentRubert Barbour Dog WardenEvelyn Bishop County LibrarianJohn W Mayo Electrical InspectorLloyd Gilbert Johnston Memorial HospitalIThere being no further business, the meeting recessed to meet in theAuditors office, June 3, 1958, at 7 30 P M, for the purpose of considering the1958 -59 budgetirmenJury list, Johnston County Superior Court, Criminal Term,drawn in accordance with Section 9 -9 General Statutes ofNorth Carolina, for term beginning June 23, 1958 Forlist see office of the Clerk of the Superior Court, JohnstonCountyMViilia
