followsBeginning at Highway # 50, runs thence to a hard - surface road near PleasantGrove Church, being a distance of 1+ milesPetition and map enclosed with this order For reference see J Milton Byrd,Willow Springs2 After a discussion with E S Simpson, Superintendent Johnston County PublicSchools, it was decided that the electrical inspection fees of the schools asauthorized by the General Assembly be paid from school funds3• Upon the recommendation of J L George, County Attorney, the following motionwas adoptedOn a motion made by Frank B Holding, seconded by R G Gurley, it was movedthat the State Hospital be paid 11944, representing expenses incurred by the StateHospital in the transfer of Virginia Hulse alias Penelope Harvey to Greystone ParkState Hospital, at Greystone, New JerseyI} Upon receipt of notice from Lloyd Gilbert, Administrator Johnston MemorialHospital, that the Board of Trustees of Johnston Memorial Hospital had passed aresolution at their meeting on June20, 1958, requesting the approval of the Boardof Commissioners of Johnston County to enter into a contract with the firm of Watts,Koonce and Wooten, certified public accountants, to audit hospital books, thefollowing motion was adoptedOn a motion made by Frank B Holding, seconded by Floyd C Price, Sr, it wasmoved that the Board of Trustees of Johnston Memorial ibspital be authorized andempowered to enter into a contract with the firm of Watts, Koonce and Wooten,certified public accountants, Raleigh, N C, for the audit of the hospital fundsfor the year ending September 30, 19585• Upon the recommendation of Mrs Lulu A Jolliff, Superintendent Welfare Depart-ment, the following motion was adoptedOn a motion made by Frank B Holding, seconded by Floyd C Price, Sr, it wasmoved that the Family Service Society of Raleigh, N C be paid from General Assist-ance Fund the amount of 658 for expenses incurred in connection with Betty LouCreech6 After a discussion relative to the Welfare Department paying medical fees inconnection with jail cases, it was the opinion of the Board that hereafter theSuperintendent of the Welfare Department be authorized to pay only medical feesarising from treatment of inmates lodged in the county jail that have a connectionwith the Welfare Department7 It was brought out to the attention of the Board by Mrs Lulu A Jolliff thatit was difficult for her to keep an accurate check of postage purchased for themeter machine in the Treasurerrs office, which cost the Federal Government particip-ates inAfter a discussion, it was the consensus ofm N N hat Mrs Jolliff and thedifferent department heads who use the postage connueo o so, and that theycooperate in keeping an accurate account of postage expended by each department8 After explanation by Lulu A Jolliff, Superintendent Welfare Department, thefollowing motion was adoptedOn a motion made by Frank B Holding, seconded by Floyd C Price, Sr, it wasmoved that the Board go on record as not accepting the normal range plan of themerit system9 After a brief history by Lulu A Jolliff, Superintendent Welfare Department, ofLarry Pilkington, dependent child residing in a Johnston County Boarding Home, thefollowing motion was adopted215July 71 1958 ContOn a motion made by Frank B Holding, seconded by J D Bailey, it was movedthat Lulu A Jolliff, Superintendent Welfare Department, be authorized and directedto enter into an agreement with the Kennedy Home under provisions of the FosterHome Care Program for the placement of the aforementioned Larry Pilkington, 10 yearsof age, in the Alexander home, Charlotte, N C, which, according to the terms ofthe agreement, the county would have to pay 3600 per month, plus medical careand clothing of the child10 After a request by Jiggs Broadwell, Civil Defense Director, for 98817 forradio equipment and additional 40000 for the rescue squad endorsed by G T Scott,J C Crumpler and Senator Adam Whitley, whom were present when the request wasmade, the following motion was adoptedOn a motion made by R G Gurley, seconded by Floyd C Price, Sr, it was movedthat 40000 be transferred from the Rural Fire Protection Fund and transferred toItem 10 Training and Rescue Squad of the Civil Defense Fund11 The request of A M Noble for expenses amounting to 1000 incurred in thequarantining of dog which bit him was referred to Frank B Holding12 On behalf of the officers and employees of the County, W G Massey presentedthe following unsigned petitionWe the undersigned officials and employees of Johnston County do hereby submitfor your consideration and study the following reasons for requesting a five -dayweek for county employees to be effective in the coming year1 Johnston County Bar Association voted overwhelmingly as not opposing a5 day week Several lawyers were not in favor of this but after due investigationfound that all surrounding counties were closed and voted in favor of the motion tokeep Johnston County in step with its neighboring counties of comparable size,population and income2 The same number of hours will be worked each week by extending the timeeach day3 All adjoining counties close on Saturday without hardship to residents4 All State and Federal offices have been closing on Saturday for some time5 The last General Assembly passed an act allowing banks to observe a 5 dayweek6 Most of the general public already has impression that offices are closedand express surprise when told of Saturday workI7 Listing of taxes will be continued as in former years8 It is difficult to hire qualified personnel when they can get a 5 day weekin an adjoining county9 Everyone needs some time to handle personal affairsI10 All emergencies will be handled by heads of departments over the weekendsas usualFollowing a general discussion, the petition was tabled until the regularmeeting of the board on the first Monday in August13 R G Gurley moved that 24000 be Commissioner R G Gurley moved that J L George, County Attorney, proceedto get necessary information and counsel from the Attorney General for holding aspecial election to determine the will of the people for the erection of an agricul-tural building, to determine whether said election could be held on the day of the1958 General Election, to ascertain whether special legislation would have to beenacted by the 1959 General Assembly to enable the county to finance such a projectand further to determine when bonds could be issued for the erection of the afore-mentioned buildingCommissioner J
