adoption of the following resolutionWHEREAS, the Registrars and Judges of Election appointed to hold the SpecialElection held in the County of Johnston on November 30, 1957, have held saidelection and have made returns showin the result of the voting on the propositionto approve the bond order authorizing 1500,000 School Bonds adopted on October 7,1957, and the Board of Commissioners has considered said returns and has dulycanvassed the returns and ascertained the result of said election; andWHEREAS, it appears from saidreturns that the polls forsaid election wereopened on November 30, 1957, in each precinct, at the pollingplace prescribedtherefor at the hour of 630 o1clock A M Eastern StandardTime and werecontinuously kept open until 6 30 oclock P M Eastern Standard Time, and thatthe voters voting at said electionwere required to use ballotsin the formprescribed for said election by the resolution adopted by theBoard of Commissionrson October 7, 1957; andWHEREAS, said returns show that THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Countyof Johnston as follows1 It is hereby determined and declared that the number of voters registeredand qualified to vote at said election was 30,626178January 6, 1958 Cont12 The number of votes cast at said election for the bond order adopted by theBoard of Commissioners of said County on October 7, 1957, described in the propos-ition and for the indebtedness proposed to be incurred by the issuance of bondsauthorized by said bond order, was 1,474, and the number of votes cast at saidelection against said bond order and against said proposed indebtedness, was 335,and a majority of the voters of said County qualified to vote at said election votedto approve said bond order and said proposed indebtedness3• A statement showing the number of votes cast for and against said bond orderand the indebtedness proposed thereby, the number of voters qualified to vote atsaid election and declaring the result of said election, shall be prepared and sign-ed by at least a majority of the members of the Board of Commissioners and deliveredto the Clerk so that such statement maybe filed and recorded in accordance with law;,Frank B Holding seconded the motion and the motion was unanimously adoptedThe members of the Board voting for the adoption of the last mentioned resolut-ion thereupon signed a statement of the result of the election and delivered thestatement so signed to the Clerk For the purpose of recording the statement, asrequired by law, the following copy of the statement so signed is inserted in theminutesSTATEMENT OF RESULT OF SPECIAL ELECTION HELDIN THE COUNTY OF JOHNSTON ON NOVEMBER 30,1957---- - - - - --WHEREAS, by direction of the Board of Commissioners of the County of Johnston,in the State of North Carolina, the following proposition was submitted to thequalified voters of said County at the special election held in said County onNovember 30, 1957PROPOSITION NO 1Shall the qualified voters of the County of Johnstonapprove the bond order entitled Bond Order authorizing theissuance of 0500,000 School Bonds of the Count y of Johnston,,which was adopted by the Board of Commissioners on October 7,1957, and which 1 authorizes bonds of the County of Johnstonof the maximum aggregate principal amount of 500,000 to financethe cost of the erection in the Johnston County School Adminis-trative Unit of several new buildings to be used as schoolhouses, school garages, physical education and vocational educationbuildings, teacherages and lunch rooms and other school plantfacilities, and the re- construction and enlargement g meat of theerection of additions, of several existing buildings used forsuch purposes, and the acquisition of land and furnishings andequipment necessary for such new or reconstructed or enlargedbuildings, and 2 also authorizes the levy of an annual taxsufficient to pay the principal of and interest on the bondsauthorized thereby; and approve the indebtedness to be incurredby the issuance of such bondsand said Board of Commissicners has duly canvassed the returns of the Registrars andJudges of Election appointed to hold said election and has determined the result ofsaid election to be as hereinafter stated NOW, THEREFORE,Said Board of Commissioners hereby makes the following statement of the resultof said election, pursuant to the County Finance Actof North Carolina1 The number of voters registered andwas 30,626, was to vote at said election2 The number of votes cast at said election for the bond order described insaid Proposition and for the indebtedness proposed to be incurred by theissuance of the bonds authorized by said bond order was 1,474 Thenumber of votes cast at said election against said bond order and againstsaid indebtedness was 335 A majority of the qualified voters of saidCounty who voted at said election voted to approve said bond order andsaid indebtednessIN WITNESS WHEREOF, we, State Highway Commission, filed with theBoard a map and index showing the priority rating of the Secondary Roads inJohnston County for the year 1957, totalling 27175 miles at a cost of 42,533,59160bearing the following notation 353 miles of the above listed roads ttalling106,520 have already been approved under Work orders 6312086, 6312087, and312088 for grading and drainage3 T L Upchurch, Tax Collector, was granted permission by the Buildings andGrounds Committee to proceed with the partitioning of a private office in hisdepartment4 Lulu A Jolliff, Superintendent Welfare Department, advised the Board of theeconomic conditions existing in the county due to able- bodied men not being ableto receive work, and that many families were in dire need and distress The Boardapproved her plan d securing surplus commodities from the Federal Government fordistribution in the County5• After being advised by Lulu A Jolliff of the status of the Annie AustinEstate upon which the County holds a lien docketed in the Clerk of the SuperiorCourts office in the amount of 148900 by virtue of OAA grants to said AnnieAustin, deceased, and which the heirs of the said Annie Austin would like toredeem, the property consisting of 12 acre with a hull of a house on it, valuedat approximately 15000 commissioner J D Bailey recommended the adoptionof the following motionCommissioner J D Bailey moved that the county accept 10000 from the heirsof Annie Austin in full satisfaction of tke judgment against the Annie Austin Estate,provided that W R Britt, acting County Attorney, decides that they are withintheir legal rightsCommissioner Frank B Holding seconded the motion, which was unanimouslyadopted6 After being advised of the status of the Nancy J Holt Estate by Lulu AJolliff, Superintendent Welfare Department, upon which the county holds a lienby virtue of OAA grants to Flora H Barbour and James Henry Holt, heirs at lawof Nancy J Holt in the amount of 350200, the estate consisting of personalproperty and 22 acres of land in Boon Hill Township, purchased by Robert Barbour,son of Flora H Barbour, at a sale held by R A Spence, Commissioner, in accordancewith judgment of the Court under Special Proceedings, unaware that the county helda lien against the property; and after having been advised by W R Britt, actingCounty Attorney, that he had consulted Mr Bulwinkle, Assistant Attorney General,about the facts in this ease and that in his opinion they had a right to adjudicatethe matter, the following motion was adoptedCommissioner Floyd C Price, Sr moved that the county accept 27500 in fullsatisfaction of judgments docketed against Flora H Barbour and James Henry Holtand W R Britt, acting County Attorney, be authorized and directed to cancel saidjudgments of record, provided that the aforementioned amount is paid by RolandBarbour by February 1, 19587 Mr E L Norton, District Agent, state College Extension Service introducedto the Board Mr James Lee Beck, of Wingate, N C, stating his qualifications andrecommending his appointment as Assistant County AgentFollowing a few remarks by Mr Beck, the following motion was adoptedOn a motion made by J D Bailey, seconded by R G Gurley, it was moved thatJames Lee Beck be appointed Assistant County Agent of Johnston County in chargeof 4 -H club work, occupying the position now held by Mr lack Barnes, effectiveFebruary 1, 19588 Upon the recommendation of C W Tarlton, County Agent, the following motionwas adoptedOn a motion made by R G Gurley, seconded by Frank B Holding, it was movedthat 41880 be appropriated from the contingent fund for the purpose of paying thesalary of Jack Barnes, Assistant County Agent in charge of livestock as per agree-ment of the Baard with the Extension Service at their regular meeting on October 7,19579 The recommendation of Commissioner Frank B Holding to sell one acre in SelmaTownship, formerly owned by Laura Harrington, was deferred pending further investig-ation18® _January 6, 1958 Cont10 Mr H V Rose, Clerk of the Superior Court, stated to the Board his inabilityto keep clerical and stenographic help in his office at salaries established by theCounty He asked permission to adjust salaries of his personnel with the hope thata solution could be reached Following his request, the following motion wasadoptedOn a motion made by J D Bailey, seconded by Frank B Holding, it was movedthat H V Rose, Clerk of the Superior Court, be permitted to appoint an AssistantClerk at a salary of 28500 per month and to employ additional help to take thePlaces of Mr James Pittman and Mrs Helen Herring, at salaries to be fixed by MrRose, not to exceed the total amount set up in the budget for clerical help11 The claim of Ivey Crocker for loss of hens and geese by unknown dogs onJanuary 2, 1958 amounting to 0425© was referred to Rubert Barbour, Dog Warden,for investigation12 Jiggs Broadwell, Civil Defense Director, acquainted the Board with theactivities of the Civil Defense program, stating that they would soon receive copiesof the survival project plan for Johnston County in cooperation with the FederalCivil Defense program and the Worth Carolina Council of Civil Defense He advisedthe Board that he was continuing with his plan for securing a two way radio systemfor the county on a matching fund basis with the State Department of Civil Defense,and explained that he might be able to secure this new equipment for the countywithout any loss provided that he could retain and sell the used equipment, whichis now being used by the Sheriffs DepartmentHe was directed by the Board to continue with this program13 Commissioner R G Gurley advised the Board that the communities of Bentonville,Archer Lodge and Pleasant Grove were in the process of forming Fire Departments andqualifying for county aid, recommending that advances be made to these communitiesCommissioner J D Bailey moved that advancements be made up to 1000,00 to theFire Departments of Bentonville, Archer Lodge and Pleasant Grove, provided theyorganize and receive their charter, subject to advancements by the county for thepurchase of equipment and trucks for these Fire Departments Commissioner Frank BHolding seconded the motion, which was unanimously adopted14 The proposal and agreement executed by R G Gurley, Johnston County FireCommissioner and others with the Archer Lodge Volunteer Fire Department inaccordance with resolutions and recommendations of the Rural Fire ProtectionCommittee and the Johnston County Fire Commission as adopted by the Board of CountyCommissioners at their meeting on April 4, 1955 was approved and ordered filed withW H Britt, Auditor15 Commissioner J D Bailey moved that the purchase by the Johnston County Boardof Education of eight acres of the Roger Smith land for 14,000 for the JohnstonCounty Training School and 39 acres from H S Jackson for 287500 for the FourOaks Elementary School be approvedCommissioner Floyd C Price, Sr seconded the motion, which was unanimouslyadopted16 Commissioner J D Bailey moved that the resignation of W T Woodard, Jr, asa member of the Johnston Memorial Hospital Board of Trustees be accepted and W GMassey, Clerk, was instructed to write Mr Woodard, expressing to him their deepappreleation for the faithful and sacrificial services rendered by him to thecitizens of Johnston CountyCommissioner R G Gurley seconded the motion, which was unanimously adopted17 Commissioner R G Gurley moved that Carl Worley, Jr be appointed a memberof the Board of Trustees of the Johnston Memorial Hospital to fill out the unexpiredterm of W T Woodard, Jr, which expires in October, 1962Commissioner J D Bailey, seconded the motion, which was unanimously adopted18 upon the recommendation of W H Britt, the following motion was adopted;On a motion made by J D Bailey, seconded by Frank B Holding, it was movedthat 79260 be appropriated from the contingent fund and transferred to the TaxCollectors extra help fund for the purpose of paying for additional field deputiesemployed for the collection of delinquent personal property taxes19 W H Britt, Auditor, reported to the Board that any further funds expendedby the Civil Defense Department would mean that this department would exceed theamount set up in their budget20• W H Britt, Auditor, submitted the 1957
