1 3Fit width184Meeting of Board of Commissioners for the County of JohnstonFebruary 3, 1958iiThe Board of Commissioners of Johnston County met in regular session onFebruary 3, 1958, in the Commissioners Room, at 1100 A M, with the followingmembers presentH M Johnson, Chairman, J D Bailey, R G Gurley, Floyd C Price, Srand Frank B HoldingAbsent NoneThe following business was transacted1 J T Watson, of Wilmington, North Carolina, representative of the AmericanAsbestos Products Company, submitted two pro osals for coating the roof of thecourt house, black tenkote in the amount of 78770 and also using tenkotealuminum roofing in the amount of 104570 Action was deferred pending investig-ation by the court house and grounds committee2 Rhetts Martin, Tax Attorney, appeared in connection with the sale of a lotin Selma Township, which had been previously presented to the Board This matterwas continued for further investigation3• The request of R G Davis for adjustment in the valuation of his farmconsisting of 45 acres was deferred pending investigation by the Board of Equal -ization and Review4 Jiggs Broadwell, Civil Defense Director, gave a verbal report of the activit-ies of the Civil Defense programHe also advised that no action be taken at the present time for the substitut-ion of two way radio system in the Sheriffs Department of two way radio system inthe Sheriffs Department as the Federal Gover nment was considering extending itscommunication system under a county survival plan5 W L Bagley, Sr, of Clayton, presented a recommendation executed by L HChampion, Chairman West Clayton Executive Committee, and other citizens of theTown of Clayton recommending that he be appointed Constable for Clayton Township,On a motion made by Commissioner Floyd 0 Price, Sr, it was moved that W LBagley, Sr, be appointed Constable of Clayton Township Commissioner R G Gurleyseconded the motion, which was unimously adopted6 Mrs Lulu A Jolliff brought to the attention of the Board the deplorableparking situation in the rear of the court house, vStated that due to the congestedparking in the court house area, that she and members of her staff had found itexpedient to park on the street adjoining the courthouse, and that they had receive«ed several parking tickets from the city for such violations Sheriff B A Henrywas present during the discussion, stating that in his opinion the only way toremedy the situation was to install markers for court house departmentsIt was brought out in the discussion that the town might be amenable to givingthe space on the west side of the court house to the sheriffs department and thehighway patrol for parkingSubsequent to the discussion, H M Johnson, Chairman, instructed CommissionerFrank B Holding to talk with the town officials to secure their aid in solvingthe parking problem7• Upon the recommendation of WH Britt, the following motion was adoptedOn a motion made by Floyd C Price, Sr, seconded by Frtn k B Holding, it wasmoved that the period for listing taxes be extended to February 10, 19588 Upon the recommendation of W R Britt, acting County Attorney, the followingmotion was adoptedOn a motion made by Floyd C Price, Sr, seconded by J D Bailey, it wasmoved that the motion adopted by the Board at its regular meeting on January 6,1958, and identified as Item 6 page 179 of the minutes, whereby the Board agreedto accept from Robert Barbour J27500 as payment in full of judgment held by thecounty against Flora H Barbour and James Henry Holt, be rescinded9 Upon the recommendation of R G Gurley, the following motion was adoptedOn a motion made by R G Gurley, seconded by J D Bailey, it wasmoved thatpayments in the amount of 10000 per month be made to the Benson Fire Department,effective February 1,1958 as they had complied with all the requirements of theRural Fire Protection Commission185February 3, 1958 Cont10 Upon the recommendation of Jiggs Broadwell, Civil Defense Director, thefollowing motion was adoptedOn a motion made by F C Price, Sr, seconded by R G Gurley, it was movedthat 452500 be appropriated from the contingent fund and be transferred to operatingexpenses of the Civil Defense budget11 After a discussion with Mrs Lulu AJolliff, Superintendent of the WelfareDepartment, it was the concensus of the Board that a state of emergency exists inthe county due to the overall drop of 5,000,000 in family income resulting from a32 cut in tobacco production; a 32 out in the production of cotton; a 20 cut incorn production; a 20 reduction in sweet potato acreage due to adverse weatherconditions and the rapid increase of farm machinery that replaced the demand forfarm labor There are approximately 175 families now eligible for surpluscommoditiesCommissioner Floyd C Price, Sr moved that the County of Johnston be declaredin a state of emergency and that an application be made to the North CarolinaDepartment of Agriculture for surplus food commodities for distribution in thecounty by the Board of County Commissioners or their designated agent upon certific-ation by the Welfare Department and that Commissioner R G Gurley represent theBoard in the necessary transactions to procure the commoditiesCommissioner J D Bailey seconded the motion which was unanimously adopted12 On a motion made by Floyd CPrice, Sr, seconded by J D Bailey, it was movedthat C W Tarlton, County Agent, be designated as agent for the Board of CountyCommissioners of Johnston County for the distribution of the surplus food commodities13 On a motion made by R G Gurley, seconded by Floyd C Price, Sr, it was movedthat the State Highway Commission be requested to add to the Johnston County Road ?System and maintain that certain road in Oneals Township, described as follows?`Beginning at Highway # 96 and runs thence by Home of Jesse Holder and F LBailey, to a dead end, and being a distance of 112 miles in lengthPetition and sketch enclosed with this order For reference see Jesse Holder,R#1, Zebulon, N Cseconded b14 On a motion made by J D Bailey, 9 Frank B Holding, it was movedthat the State Highway Commission be requested to add to the Johnston County RoadSystem and maintain that certain road in Selma Township, described as followsBeginning at Elizabeth Street and runs thence to Second Street, known as WestWalnut Street, and being two blocks in lengthPetition enclosed with this order For reference see Maggie Strickland,Selma, N C15 On a motion made by J D Bailey, seconded by Frank B Holding, it was movedthat the State Highway Commission be requested to hard - surface that certain road inSelma Township, described as followsBeginning at the Archer Lodge Road on Primrose Street and runs thence to ThirdAvenue, thence to Brevar d Street and city limits of Selma, known as Primrose Streetand 3rd Avenue, and being 4 miles in lengthPetition enclosed with this order For reference see Willard Brewer, 702Primorose Street, Selma, N C16 On a motion made by R G Gurley, seconded by Floyd C Price, Sr, it was movedthat the State Highway Commission be requested to hard- surface that certain road inBoon Hill Township, described as followsBeginning on the Brogden Road and runs thence south to old Whitley place onloop road, known as old Whitley Avenue, and being a distance of 9 miles in lengthPetition and map enclosed with this order For reference see Robert H Kemple,?
