was transacted1 Chairman H M Johnson announced that after due advertisement in accordancewith Section 143 -129 General Statutes of North Carolina, as amended in Chapter862 Session Laws of 1957, the bid of Ethical Veterinary Supply Company was theonly bid received for the sale of 9,000 doses phenalized rabies vaccine to thecountyCommissioner J D Bailey moved that the following pproposal of EthicalVeterinary Company, 34 -28 31st Street, Long Island City b, New York, be accepted800 x 50ce bottles -@ 283 with expiration of June, 1959,or later delivery by February, 1959, or before100 x 50 cc bottles- 0283 with expiration of January 1960, orlater delivery by April 1, 1959•Commissioner R G Gurley seconded the motion, which was unanimously adopted2 In accordance with the request of L P Creech, Veterans Service officer, whostated that it was essential that he have additional clerical help to enable hisoffice to assist non- service connected veterans, their widows and orphan childrenin waking an annual accounting to the Veterans Bureau, the following motion wasadoptedOn a motion made by Commissioner J D Bailey, seconded by Commissioner R GGurley, it was moved that 15000 be appro priated from the contingent fund andtransferred to the Clerinal Fund of the Veterans Service Office for the purposeof providing additional help for the Veterans Service Office3 Clifford Massengill, of Smithfield, North Carolina, acted as spokesman for agroup composed of G A Allen, Cora Belle laves, J E Bobbitt and Rayford Oliver,of Smithfield, North Carolina, requested that Lester Hales, former Constable ofSmithfield Township, be appointed a Special DeputySheriff B A Henry, who was present when the request was made, recommendedthat the appointment be madeI} Commissioner R G Gurley moved that Lester Hales be appointed a SpecialDeputy on a fee basis to serve under the supervision and direction of B A Henry,Sheriff of Johnston CountyCommissioner J D Bailey seconded the motion, which was unanimously adopted5 On a motion made by Frank B Holding, seconded by Floyd C Price, Sr, it wasmoved that the State Highway Commission be requested to hard - surface that certainroad in Oneals Township, described as followsBeginning at Oneals Store on Highway No 96 and runs thence in anortheasterly direction to Highway 231, known as Bat Creech road,and being a distance of 18 to 2 miles in length Project No 1on attached mapPetition and map enclosed with this order For reference see B MCreech, R #l, Zebulon, N C6 Judge W I Godwin informed the Board that he, with Commissioner R G Gurley,and Lulu A Jolliff, Superintendent Welfare Department, had discussed with MrsEllen Winston, State Superintendent of Welfare, the function and formation of theJohnston County Recorders Court, operating as a Domestic Relations Court, andadvised the Board that if they followed her recommendations, which were namelychange name of Johnston County Recorders Court, deposit funds of court separatelyin bank, have separate ledger and provide probation officer to investigate casesbefore the court, that they need not worry about the court functioning effecientlyHe also suggested legislation to simplify the matter of appeal He stated thatby carrying out these recommendations that the court, in his opinion, would offerinvaluable service to the county and would lighten the burden of the SuperiorCourt, and greatly benefit the Bar and the citizens of the county Judge Godwinwas advised that these recommendations would be given serious considerationDecember 1, 1958 fonti7 Bentonville TownshipCommissioner R G Gurley seconded the motion, which was unanimously adopted8 Subsequent to a request by a group of leading citizens of Pleasant GroveTownship, composed of Alex Dupree, M B Pleasant, Hugh Dupree and Floyd Adams,W G Massey, Clerk, was authorized and directed to request E P Koonce, DivisionEngineer, State Highway Commission, to seriously consider hard - surfacing Road No4 -B priority rating No 72 when the Highway Commission paved Road No 3 -B with apriority rating of 16, as it appeared to the Board that this is a worthwhile project,and could be accomplished at a saving to the State when the aforementioned Road No3 -B with a high priority rating is paved9 W A Whitmer, District Supervisor United States Department of Agriculture,Goldsboro, N C informed the Board that a light infestation of the white fringebettle was found near Smithfield and east of the Town of Princeton along the South-ern Railroad, suggesting that the county and local minicipality bear one -thirdof the cost in eradicating this insect, the State and Federal Government bearingjointly the remainder of the costAs it was the concensus of the members of the Board that the Federal and Stategovernment should bear the entire cost for combatting this insect, W G Massey,Clerk, was directed to write Congressman Harold D Cooley and L Y Ballentine,Commissioner of Agriculture, concerning this situation, requesting that they lookinto the matter and see if funds could be provided for combatting this insect10 Edgar Woodard, Precinct Chairman of South Boon Hill Township, stated thatseveral people had come to him requesting that he recommend to the Board the appointmerit of a new electrical inspector When asked by a member of the Board if he hada name to submit, he recommended G F Brown, of Princeton, be appointed electricalinspector He stated that the present electrical inspector appeared too busy forhim to make the necessary electrical inspections, and that in some cases it was twoor three weeks before he would make his inspection11 Dr R M Blackman, of Selma, North Carolina, Chief of the Dental Staff at thehospital, reported that one -half of the dentists in the county felt they had doneall that they were supposed to do for the indigent of the county, requesting thatan amount, in his opinion, of 60000 be made by the County to partially remuneratethe dentists holding the dental clinic at the hospital for their services Hefurther stated that, in his opinion, unless some remuneration was granted that thedentists would abstain from holding the clinicAs the Board felt that this was a problem for the Trustees of the Hospital,W G Massey, Clerk, was directed to advise them of Dr Blackmans complaint12 The following reports were filed one yearThe nomination failed to receive a secondVoting by secret ballot, G F Brown was elected Electrical Inspector ofJohnston County by a vote of three to one9 Sheriff B A Henry reported that the cost for maintaining the jail wasrunning high, and partially responsible for this, he stated, was that a part of theturn key fees for prisoners tried by the municipal courts were never collected dueto the defendant being acquitted, but with the establishment of the district courts,they would collect on all turn key fees for prisoners held for trial by the saidcourtsHe was requested to instruct the jailer to bill and collect from the districtcourts turn key fees for prisoners detained in jail for trial by the district courts10 Sheriff B- AHenry informed the `Board that he was in possession of 14 cartonsof sugar, weighing 60 pounds per carton and one old truck, which were confiscatedduring a raid on a liquor still, requesting that he Board authorize him to sellthe sameCommissioner R G Gurley moved that Sheriff B A Henry be authorized anddirected to advertise and sell to the highest bidder the aforementioned personalpropertyCommissioner J D Bailey, seconded the motion, which was unanimously adopted11 Subsequent to explanation by Wilson Jiggs Broadwell, Civil Defense Director,in connection with purchases from government surplus property for various firedepartments and Civil Defense units in the county, the following motion was adopted252December 11 1c58 ContOn a motion made by Commissioner J D Bailey, seconded by CommissionerFrank B Holding, it was moved that the surplus property fund being Item 7 of theCivil Defense Budget be increased from 50000 to 66435, provided such amendmentmeets the approval of W H Britt, Auditor12 Jiggs Broadwell, Civil Defense Director, reported that a police trainingcourse was being sponsored by the Civil Defense and would be under the supervisionand direction of Captain Bill Norton, Chief of Police of Smithfield, Sgt R JProvo, and Cpl G A Stewart, of the State Highway Patrol13 Commissioner R G Gurley moved that the following Proclamation be adopted;PROCLAMATIONWHEREAS, the creation of a stm hg civil defense is of prime importanceto thecitizens of Johnston County as it is to all Americans, andWHEREAS, an effective non- military defense is a deterrent to war because noaggressor is likely to attack a nation it cannot defeat, andWHEREAS, a strong civil defense offers our best hope for survival and recoveryin the event of an attack, andWHEREAS, the total defense we must achieve can be obtained only by action atall levels of government in order to establish, direct and execute measures forsurvival and recovery, andWHEREAS, President Eisenhower, recognizing the importance of individual pre-paredness by every American, has designated Sunday, December 7, 1958, as CivilDefense Day,NOW, THEREFORE, We, H M Johnson, Frank Holding, R G Gurley, F C Price,Sr and J Dobbin Bailey, Members of the Johnston County the University of North Carolina, said leave of absence tocover 5j weeks during 1959, 5s weeks during 1960, Friday afternoons for 11 weeks,Friday afternoons and Saturday mornings for 15 weeks and Saturday mornings for 12weeksCommissioner J D Bailey seconded the motion, which was unanimously adopted17 Lulu A Jolliff, Superintendent Welfare Department, advised the Board that herdepartment was running out of space and backed up the recommendation of Judge W IGodwin for the employment of a senior probation counselor for the Domestic RelationsCourt, stating that for the first year the county would not bear any of the expense,the second year 15 and the remaining years 35 of the salary and at the presenttime two men were availableCommissioner Floyd C Price, Sr moved that Lulu A Jolliff,
