and acting in their capacity as the governing body ofJohnston County met in regular session in the Commissioners Room, on April 8, 1958,at 1100 A M, with the following members presentH M Johnson, Chairman, J D Bailey, Floyd C Price, Sr, R G Gurley, andFrank B HoldingAbsent NoneThe following business was transactediBoard of County Commissioners1 R G Gurley moved that the following resolution be adoptedWHEREAS, the bond order hereinafter described has been duly adopted and theBoard of Commissioners desires to make further provision for the issuance of thebonds authorized to be issued pursuant to such bond order; NOW, THEREFORE,BE IT RESOLVED by the Board of Commissioners of the County of Johnston, asfollows1 The County of Johnston hereinafter referred to as County shall issueits bonds of the aggregate principal amount of 500,000 pursuant to and in accord -ance with the bond order entitled School Bond Order authorizing the issuance of500,000 School Bonds of the County of Johnston , adopted by the Board of Commission-ers of the County on October 7, 1957 Said bonds shall be designated School Build -ing Bonds Acting pursuant to Section 153 -80 of The County Finance Act, the Boardof Commissioners has ascertained and hereby determines that each of the existingschool buildings described in s aid bond order and each of the new buildings andadditions to be financed by the issuance of the bonds is of either fireproof constr-uction or non - fireproof construction as defined in said Section 153 -80, and thatthe life of each of the improvements described in said bond order is ,thirty years,computed from May 1, 19582 Said bonds shall consist of five hundred bonds of the denomination of1,000 each, numbered from 1 to 500, inclusive, in the order of their maturity, andshall be payable in annual installments on May 1 in each year as follows 25,000in the year 1961, 20,000 in each of the years 1962 to 1968, inclusive, 45,000 3neach of the years 1969 to 1971, inclusive, and 50,000 in each of the years 1972,to 1975, inclusive3 Said bonds shall be dated May 1, 1958 Each bond shall bear interest fromits date at a rate which shall be hereafter determined and which shall not exceedsix per centum 06 per annum Such interest shall be payable semi - annually onMay 1 and November 1 in each yearI4 Said bonds shall be coupon bonds, registerable as to principal only, an dshall be signed by the Chairman and Clerk of the Board of Commissioners of theCounty The corporate seal of the County shall be affixed to each of the bondsEach of the interest coupons to be attached to the bonds shall be authenticated bythe facsimile signature of said Clerk Both principal of and interest on the bondsshall be payable at the principal office of The Hanover Bank, in the Borough ofManhattan, City and State of New York, or, at the option of the holder, at the officeof The First- Citizens Bank Trust Company, in Smithfield, North Carolina, in anycoin or currency of the United States of America which at the time of payment islegal tender for the payment of public and private debts5 Each of the bonds and the interest coupons representing the interestpayable thereon and the provisions for the registration of the bonds and for theapproval of the bonds by the Secretary of the Local Government Commission to beendorsed thereon, shall be in substantially the following formForm of BondiNo Nol -I North Carolina, for value received hereby promises to pay to the bearerof this bond, or, if it be registered, to the re istered holder, the principal sumof ONE THOUSAND DOLLARS 1,000on May 1, 19 , and to pay interest thereon from the date of this bond until itshall matured the rate of per centum per annumpayable semi - annually on May I and ovem er 1 in each year, presentation andsurrender of the coupons therefor attached hereto, as they severally mature Bothprincipal of and interest on this bond are payable at the principal office of TheHanover Bank, in the Borough of Manhattan, City and State of New York, or, at theoption of the holder, at the office of The First - Citizens Bank Trust Company, inSmithfield, North Carolina, in any coin or currency of the United States of Americawhich to provide school facilities necessary for the maintenance of publicschools in the County for the nine months, school term prescribed by law Theissuance of this bond and the contracting of the indebtedness evidenced therebyhave been approved by a majority of the qualified voters of the County voting at aspecial election duly called andheld in the County onNovember 30, 1957It is hereby certified and recited that all conditions, acts and things requiredby the Constitution or statutes of the State of North Carolina to exist, be perform-ed or happen precedent to or in the issuance of Johnson aspecial deputy for Pleasant Grove Township to serve on a fee basis3• The request of A M Noble, Attorney, for the release of the personal propertytaxes of Woodrow Eason assessed against the real property of his son Donnie W Eason,was deferred4 J Noah Williams, Harry McGee, C W Tarlton, Ben Baker and other interestedcitizens appeared before the Board in connection with the proposed agriculturalbuildingMr Williams brought the Board up to date on the progress that had been madeby the planning committee appointed by the Board on March 17, 1958 and presented MrMr McGee, who had made drawings of the proposed building, based upon informationreceived from each department The plan showed a three story building, includingbasement, measuring 1692 feet by 1396 feet, a 50 x 85 foot auditorium, with a floorspace of 25,830 feet Mr McGee estimated the cost to be about 1050 per squarefoot or a total cost of 260,000 or 270,000Following discussion as to the site of the building, participation by thefederal government through the Welfare Department, water and sewerage facilitiesTown of Smithfield, cost of building by withdrawing area from Welfare Departmentand auditorium and the failure of two motions by Commissioner Gurley to secure asecond to the effect that a 300,000 bond issue be submitted to the vote of thepeople at the earliest possible date preferably the day on which the primary is tobe held and a motion to the effect that a hearing on the bond issue be held onApril 18, 1958, or the earliest possible legal date for a bond referendum of0300,000 for the erection of an agricultural building, Chairman H M Johnsonappointed C W Tarlton, J Noah Williams and Tom Scott as a committee to securefor month options on eligible sites to erect an agricultural building200April 8, 1958 Cont5• William B Wellons, acting as spokesman for a committee of the Johnston CountyBar Association, requested that the court room be air - conditioned as early aspossible Following his request, Chairman H M Johnson appointed Mr Wellonsand W H Britt as a committee to work out preliminary plans to present to thecourt house committee, with the understanding that the court house committee wouldhave authority to proceed with the air - conditioning of the court room6 Jiggs Broadwell, Civil Defense Director, gave the Board a report of theactivities of the Civil Defense Program, outlining to them plans which had beenmade for evacuation plan on May 2, 19587 Following the receipt of a letter from Mr A H Chesson of Wilson, whichwas presented to the Board by Commissioner Frank B Holding, stating that he wouldtake 12,800 for the Rosa Peacock lot on Johnson Street, the following motion wasadoptedOn a motion made by R G Gurley, seconded by J D Bailey, it was movedthat W
