September 9, 19571 3Fit width151Meeting of Board of Commissioners for the County of JohnstonSeptember 9, 1957The Board of County Commissioners of Johnston County reconvened in specialsession on September 9, 1957, in the Commissioners Room, at 11 00 A M, with thefollowing members presentH M Johnson, Chairman, J A Bailey, R G Gurley, Floyd C Price, Sr, andFrank B HoldingAbsent NoneThe following business was transacted1 lifter a discussion with E S Simpson, Superintendent of Public Schools andmembers of the Johnston County Board of Education relative to the 500,000 bondreferendum as requested by the Board of Education by resolution submitted onSeptember 3, 1957, the following motions were adoptedon motion made by Commissioner Gurley, and seconded by Commissioner Bailey,the following notice of Intention to apply to Local Government Commission forApproval of School Bond was unanimously adoptedNotice is hereby given of intention of the undersigned to file applicationwith the Local Government Commission, Raleigh, North Carolina, for its approvalof the issuance of the following proposed bonds of the County of Johnston, whichbonds shall be subject to approval of the voters of said county at an election500,000 of bonds for the purpose of erecting in the Johnston County Schooladministrative units several new buildings to be used as school houses, schoolgarages, physical education buildings and vocational education buildings, auditor-iums, cafeterias, and other school plant facilities and to reconstruct and enlarge,by the erection of additions, several existing buildings located in such units andused for such purposes, and to acquire land and furnishings and equipment necessaryfor such new or reconstructed or enlarged buildings, in order to enable the Countyof Johnston, as an administrative agency of the public school system of the Stateof North Carolina, to maintain public schools in the Johnston County SchoolAdministrative Unit for the nine months school term as prescribed by law, and itwill be necessary to expend for such purposes not less than 500,000The notice was first published on the day of September, 1957• Any citizenor taxpayer objecting to the issuance of all or any of said bonds may file with theLocal Government Commission a verified statement setting forth his objections asprovided in Section 159 -7 -1 of the General Statutes of North Carolina, in whichevent he shall also file a copy of such statement with the undersigned, at any timewithin ten days from and after such first publication A copy of this noticemustbe attached to the statement so filed Objections set forth in said state?ientshall be for consideration by said Commission in its determination of whether ornot it may hold a public hearing as provided by law on the matter of issuance ofsaid bondsBoard of Commissioners ofthe County of JohnstonBy W G Massey, ClerkOn motion of Commissioner Gurley, the following bond order in the amount of500,000 was introduced and Commissioner Gurley made a motion that the Resolutionbe adopted calling for a public hearing on October 7, 1957, which was seconded byCommissioner BaileyVoteAye 4No 0School Bond Order Authorizing the Issuance of500,000 School Bonds of the County of JohnstonWhereas, the County Board of Education has determined that existing schoolplant facilities in the Johnston County School Administrative unit are not adequatefor the maintenance of public schools for the 9 monthst school term prescribed bylaw, and has requested the Board of Commissioners to provide the sum of 500,000to finance additional school plant facilities such as are described in Section 1of the Bond Order and which said County Board of Education has determined arenecessary to enable the County of Johnston, as an administrative agency of thepublic school system of the State of North Carolina, to maintain public schools inthe Johnston County School Administrative Unit for the 9 months school termprescribed by law; and152September 9, 1957 ContNOW, THEREFORE, BE IT ORDERED by the Board of Commissioners of the CountyI of Johnston as followsSection 1 The Board of Commissioners of the County of Johnston has ascertain-ad and hereby determines that it is necessary to erect in the Johnston County School,Administrative Unit several new buildingsto be used as school houses, school garagesphysical education and vocational education buildings, teacherages and lunchroomsand other school plant facilities, and reconstruct and to enlarge, by the erectionof additions, several existing buildings located in such unit and used for suchpurposes, and to acquire land, furnishings and equipment necessary for such new orreconstructed or enlarged buildings in order to enable the County of Johnston, asan administrative agency of the public school system of the State of North Carolinato maintain public schools in said school administrative units for the 9 monthsschool term prescribed by law, and that it will be necessary to expend for suchpurchases not less than 500,000 in addition to other moneys which have been madeavailable thereforSection 2 In order to raise the money required to finance the cost of erect-ing said new school buildings and of reconstructing and of enlarging by the erection;of additions, said existing buildings, and of acquiring land and furnishings andequipment necessary for such new and reconstructed and enlarged buildings, bondsof the County of Johnston are hereby authorized and shall be issued, pursuant tothe County Finance Act of North Carolina The maximum aggregate principal amountof said bonds authorized by this bond order shall be Five Hundred Thousand 5009000DollarsSection 3 A tax sufficient to pay principal of and interest on said bondswhen due shall be annually levied and collectedSection 4 A statement of the County debt of the County of Johnston has beenfiled with the Clerk of the Board of Commissioners of said County and is open topublic inspectionSection 5 This bond order shall take effect when approved by the voters of the county at an election as provided in said ActCommissioner Gurley moved that the following Resolution be adoptedWHEREAS, a bond order entitled BOND ORDER AUTHORIZING THE ISSUANCE OF 500,000iiSCHOOL BONDS OF THE COUNTY OF JOHNSTON , has been introduced at the meeting of theBoard of Commissioners held on September 9, 1957, and the Board of Commissionersdesires to provide for the holding of a public hearing thereon as required by theCounty Finance Act; Now therefore,BE IT RESOLVED by the Board of Commissioners of the County of Johnston asfollows1 The public hearing upon said bond order shall be held on October 7, 1957,at 11 otclock a, m at the regular meeting room of the Board of Commissioners atthe Courthouse, Smithfield, N C2 The Clerk of the Board of Commissioners is hereby directed to cause a 9copy of said bond order to be published with a notice of such hearing in the formprescribed by law, in THE SMITHFIELD HERALD, a newspaper published in the Countyof Johnston, not later than September 24, 19573 The County Auditor is hereby requested to file with the Clerk of theBoard of Commissioners not later than September 13, 1957, a statement of the debtincurred or to be incurred by the County for school purposes in the form prescribedby the County Finance ActThe motion having been seconded by Commissioner Bailey, it was unanimouselyadopted2 A discussion was held with John W Mayo, County Electrical Inspector, and E SSimpson, Superintendent Public Schools in reference to Fire Safety Act passed by the,1957 General Assembly, which requires a qualified electrical inspector to inspectschool buildings Mr Mayo read to the Board the essential features of the actand stated that he was willing to cooperate in carrying out its provisionsMr Simpson stated that he would provide transportation for Mr Mayo and wouldarrange for Mr J 0 Crumpler, chief electrician for the county, to accompany himHe further stated that the main emphasis of the inspections should be placed on twostory buildings and where school children are housedSubsequent to the discussion, the following motion was adopted On a motionmade by Floyd C Price, Sr, seconded by Frank B Holding, it was moved thatJohn W Mayo be employed to inspect the school buildings in compliance with FireInspection Act 115 -1501 at a salary of 20,00 per day, or 250 per hour, andthat Mr Simpson, Mr Mayo and Mr Crumpler worlt out an acceptable schedule formaking the monthlyinspection of the school buildings153September 9, 1957 ContC3 On a motion made by R G Gurley, seconded by Frank B Holding, it was movedthat the State Highway Commission be requested to hard - surface that certain roadin Cleveland and Elevations Townships, described as followsBeginning at Highway # 210, approximately 31 miles east of Ben CoatsCrossroads and runs thence to Byrds store, and being a distance of26 miles in lengthPetition and map enclosed with this order For reference see JohnAustin, Route # 1, Smithfield, N 04 on a motion made by Floyd C Price, Sr, seconded by R G Gurley, it was movedthat the State Highway Commission be requested to hard - surface that certain road inOneals Township, described as followsBeginning at D T Baileys on Highway # 39, runs thence to BranchChapel Church on Highway # 96, known as Branch Chapel Road, andbeing a distance of 2 miles in lengthPetition enclosed with this order For reference see D T Bailey,Route # 1, Selma, N CICThere being no further business, the meeting was recessedLvr` Chairmant
