Holding, Chairman, who died on August 26, 1957, to befollowed in prayer by Commissioner, R G Gurley2 On a motion made by R G Gurley, seconded by J D Bailey, it was moved thatthe following resolution of love and respect be adoptedRESOLUTIONWHEREAS, the unexpected death of Robert Powell Holding, Chairman Board ofCounty Commissioners of Johnston County, a noble leader and kindred spirit, onAugust 26, 1957 has cast a cloud on the civic, business, religious and politicallife of our County and State, andWHEREAS, Bob Holding was appointed a member of the Board of County Commissionersof Johnston County on the 1st day of December 1930 and has served the citizens ofJohnston County continuously from that date until his demise with honor anddistinction, andWHEREAS, he has served as President and in other capacities the State Associat-ion of County Commissioners and held other important offices in the State, whichreflected credit and renown to himself, his family and his constituents,NOW THEREFORE, be it resolved that the Board of County Commissioners ofJohnston County bow in humble submission to the will of God and the inevitabledestiny of man, deeply grateful for the association with Mr Holding, who, in thespan of a comparatively short life, reached the pinnacle of fame and success,which few men obtain His retentive, sound and penetrating mind shielded byinnate industry, character and integrity; a natural desire to serve men of allwalks of life with equality, tolerance, kindness and firmess made it possible forhim to render invaluable service to the people of his HOLDING, Esquire, GREETINGWHEREAS, a vacancy occurred and still exists in the membership of the Boardof County Commissioners of Johnston County by the untimely and lamented death ofHonorable RObeztP Holding on August 26, 1957; and,446September 3, 1957 ContWHEREAS, it is incumbent upon me by virtue of law to appoint some person withgeneral qualifications to fill the vacancy thus createdNOW, referred to the Building and Grounds Committee6 On a motion made and seconded, it was ordered that the State Highway Commissionbe requested to hard- surface that certain road in Pine Level Township, described asfollowsBeginning at the Claude Pittman farm and runs thence to the old Bull Road,known as the old Clark Creech Road, and being a distance of 1 miles in lengthPetition enclosed with this order For reference see D Buren Oliver, PineLevel, North Carolina7 on a motion made and seconded, it was ordered that the State Highway Commissionbe requested to hard - surface that certain road in Bentonville Township, describedas followsBeginning at the Sampson County line indicated by B and traverse in a generalnorthern direction about one mile past the homestead of the late J J Langstonand conjoins with the Goldsboro - Fayetteville Road at the residence of Wilbert West-brook, Westbrookfs indicated on the map by the letter C This section of roadincludes a loop indicated by two arrows The loop is about one mile in lengthIt is also desired that the short cut between the Harper House and the NewtonGrove road, being about six - tenths of a mile in length, be included in this projectThis petition requesting addition and maintenance to the JohnstonCounty Road system was filed with the BoardJ q Adams Cleveland Township Willow Springs N CBeginning at the Kirby Rose farm and runs thence through several farmsand by nine homes to a dirt road that goes into Highway # 210 at WmSanders farm, known as a neighborhood through path, and being a distanceof 21 miles in length9 Following a request of Mr Alex Dupree, R #l, Willow Springs, the followingmotion was adoptedOn a motion made by Floyd C Price, Sr, seconded by J D Bailey, it was movedthat W G Massey, Clerk, be directed to write a letter to the State Highway Commiss-ion requesting them to investigate the road petition of Mr Dupree and give his roadevery consideration possible147September -3, 1957 Cont10 The following reports appointment of Miss Alice Boykin, Secretary, Farm Agents office be approve-ed12 After hearing a report by Mrs Lulu A Jolliff in connection with a welfarecase being transferred from Harnett County to Johnston, which involved boundarylines between Johnston and Harnett County on the farm of C M Dupree where therecipient of welfare aid resided and which Mr Dupree listed in Harnett Countyand paid taxes on same, a committee composed of Lulu A Jolliff, W H Britt andW R Britt was appointed to determine what portion of the Dupree farm is subjectto taxation by Johnston County13 Upon the recommendation of Lulu A Jolliff, acting Superintendent of theWelfare Department, the following motion was adoptedOn a motion made by R G Gurley, seconded by J D Bailey, it was moved thatMrs Jolliff proceed with the partitioning cf the office in the welfare departmentaccording to the following proposal of Clinton Narron, ContractorAugust 28, 1957Johnston County Welfare OfficeSmithfield, N CAttention Mrs JolliffGentlemenWe submit the following for your consideration One partition wainscot,plywood, 4 up; glass 4 211, 10 door in middle of partition 41 high, 22 beamplywood, both sides of partition finishedWe include all labor and materials for the sum of 12318Clinton V Narron14 The Board approved the purchase by Mrs Lulu A Jolliff of 1500 dividers forher files at a cost of 3440515 Tax Collector, be authorized to employ additional clerical helpfor a short period of time15 Upon the recommendation of L P Creech, the following motion was adoptedOn a motion made by Floyd C Price, Sr, seconded by Frank B Holding, it wasmoved that 2500 or an amount not exceeding 5000 be appropriated from the contin-gent fund and transferred to the Veterans Service Officers fund for the purpose ofenabling L P Creech to employ additional clerical help16 After hearing a proposal by Rayford Oliver, Chairman Trustees Johnston MemorialHospital and Lloyd Gilbert, Administrator, the following motion was adoptedOn a motion made by Floyd C Price, Sr, seconded by Frank B Holding, thefollowing motion was adoptedIR E S O L U T I O NWHEREAS, Rayford Oliver, Chairman Board of Trustees Johnston Memorial Hospitaland Lloyd Gilbert, Administrator, have requested the Board of County Commissionersof Johnston County to approve application to the North Carolina Medical CareCommission for participation in certain state and federal funds for the purposeof air conditioning the present Johnston Memorial Hospital at Smithfield, NorthCarolinaNow therefore, be it resolved by the Board of County Commissioners of JohnstonCountyWSeptember 3, 1957 Cont1 That the Board of County Commissioners of Johnston County hereby requestthat the North Carolina Medical Care Commission participate in air conditioning thepresent Johnston Memorial Hospital, Smithfield, North Carolina2 That the Board of County Commissioners of Johnston County hereby statethat funds will be made available for the countys pro rate share of this project3• That the Board of County Commissioners of Johnston County hereby invitethe North Carolina Medical Care Commission and its staff to visit the site and workwith the Board of Trustees in an effort to determine their needs estimating thecost and make necessary plans to air condition the existing building17 Upon the recommendation of Rayford Oliver, Chairman Board of Trustees JohnstonMemorial Hospital and Lloyd Gilbert, Administrator, the following motion was;adoptsdOn a motion made by Floyd C Price, Sr, seconded by Frank B Holding, it wasmoved that the hospital be authorized to close its fiscal year on September 30,1957 and that the auditing firm of Watts, Koonce and Wooten, Certified PublicAccountants, be employed to audit the funds of the hospital at the rate of 3500per day18 William B Wellons, Attorney, expressed to the Board the appreciation of themembers of the Johnston County Bar Association for the renovation of the court roomand also requested that the court room be air - conditioned He was advised that theBoard was giving consideration to this itemMr Wellons also advised the Board that the Johnston County Bar Associationhad gone on record as approving the closing of the court house on Saturdays, as itwas working out satisfactory in the counties adjoining Johnston19 Jiggs Broadwell gave a verbal report on the activities of the Civil Defenseprogram and requested that a member of the Board be appointed to serve on the CivilDefense Planning Board Following this request, Chairman H M Johnson appointedFrank B Holding to serve on the aforementioned Board20 J V Ogburn, Chairman Board of Education, presented E S Simpson, Superin-tendent Public Schools, who submitted the following resolution which was adoptedby the Board of EducationRESOLUTIONJ W Earp moved that the following resolution be adoptedWHEREAS, the Board of Education of Johnston County is of the opinion thatexisting school plant facilities in the Johnston County School Administrative Unitare not adequate for the maintenance of public schools for the nine months schoolterm prescribed by law,THEREFORE, be it resolved by the Board of Education of Johnston County SchoolAdministrative Unit as follows1 The Board of Education of Johnston County School Administrative Unit hasascertained and hereby determines that it is necessary to erect in theJohnston County School Administrative Unit several new buildings to be usedas school houses, school garages, physical education and vocationaleducation buildings, teacherages and lunchrooms and other school plantfacilities and reconstruct and to enlarge, by the erection of additions,several existing buildings located in such unit and used for such purposes,and to acquire land and furnishings and equipment necessary for such new,or enlarged buildings, in order to enable the County of Johnston, as anadministrative agency of the school system of the State of North Carolina,to maintain public schools in the Johnston County School administrativeunit for the nine months school term prescribed by Law, and that it willbe necessary to expend for such purposes not less than Five HundredThousand 0500,00000 in addition to other moneys which have been madeavailable therefore2 The Board of Commissioners for the Count; of Johnston is hereby requestedto provide the funds required for such purposes and to issue bonds ofsaid County, pursuant to the County Finance Act, to raise the requiredfunds3 The Secretary of the Board of Education is hereby directed to transmit acopy of this resolution to the presenting the resolution Mr Simpson explained again the needsof the county reiterating that the 500,000 bond issue requested would not increasethe Johnston County tax rate and would be highly essential to provide necessaryclass rooms and other necessary buildingsAfter a further discussion in which pertinent questions were raised in connect -ion with the bond issue, it was deemed wise to postpone taking any action until themembers of the Board could consider further the issues involved in the proposedbond issue22 In accordance with an act of the 1957 General Assembly, the following motionwas adoptedOn a motion made by R G Gurley, seconded by Floyd C Price, Sr, it was movedthat the purchase of 17z acres, Banner Township, from Della Grace Stewart and othersat a cost of 67500 per it was moved thatW R Britt be retained on a temporary basis for assisting the Board in certainlegal matters which is and will be confronting them from time to time24 Upon the recommendation of Jiggs Broadwell, Civil Defense Director, thefollowing motion was adoptedOn a motion made by J D Bailey, seconded by R G Gurley, it was moved that10000 be paid from the travel account of the Civil Defense budget and paid toW Edward Wallace of Smithfield to enable him to attend the Federal Civil DefenseRescue School in Olney, Maryland25 E S Simpson, Superintendent Public Schools, brought to the attention of theBoard a legislative Fire Safety Act of the 1957 General Assembly which requires anapproved electrical inspector or county fire marshal to make a monthly inspectionof the school buildings in the county After a discussion of this act, the matterwas deferred until Monday, September g in order to discuss the matter with John WMayo, County Electrical Inspector25 After hearing a report from Walter Lassiter, Contractor, the following motionwas adoptedOn a motion made by J D Bailey, seconded by Floyd C Price, Sr, it was movedthat Mr Lassiter be employed to remove the plastering from the ceiling of the HomeDemonstration Agents office as it was continually falling and to paintthe cementsurface26 The request of S T Anderson of Clayton in connection with the valuation of thelot
