to begin her work in Johnston County, the following motion was adoptedOn a motion made by R G Gurley, seconded by J D Bailey, it was moved thatMiss Peggy Quincy be appointed Assistant Home Demonstration Agent, effective January1, 1958 at the same rate of pay set up in the budgefr for her position, subject,however, to her graduating from East Carolina College17 R W Dawson, District Engineer, acquainted the Board with the new policiesexpected to be employed by the Highway Commission as soon as an adequate set upcould be instituted, stating additions to county roads would be reviewed twice ayear, namely January and July and requested the Board that road petitions request-ing additions to the system be mailed immediately after receipt of them by theBoardAfter further discussion with Mr Dawson, the following motion was adoptedOn a motion made by Floyd C Price, Sr, seconded by R G Gurley, it was movedthat W G Massey, Clerk, be directed to turn over to Mr Dawson all petitionsrequesting additions to the county road system on hand in his office for investig-ation and recommendation by the State Highway18 Mr, Rudolph Howell, representing the agricultural committee of the KiwanisClub requested a definite decision by the Board as to whether they would lease thecounty home farm to the Kiwanis Club on a 50 year basis, stating that the club wouldbe willing to turn over to the county for the first 10 years of the lease all timberor pulp wood sold from the woodlands There followed a general discussion in whichseveral members of the Board stated that they would hesitate to lease county propertyfor that length of time to any organizationFollowing dinner recess Mr Howell again appeared before the Board, stating thathe had discussed the proposal with several members of his committee and that they hadreached a decision to share the profits with the county on a landlord and tenantbasis, 50 -50 basis, with the Kiwanis Club being reimbursed from the sale of timberfrom the woodland for any initial expenditures and that their receipts from saidproject would bespent with the approval of the CommissionersMr Howell stated that if the county decided to develop the project that hisclub would give them their wholehearted support and cooperation, and that in themain they would have accomplished their purpose in seeing that the woodland wasproperly cultivated and developedFollowing this discussion, H M Johnson appointed Frank B Holding and R GGurley as a committee to confer with the county farm agent concerning the developmentof the county farm as a forestry project and recreational area, and Mr Howell wasrequested to put his last revised proposal in writing19 Mr, C W Tarlton, County Farm Agent, reported that there was available from162iiOctober 7, 1957 ContyFederal funds an additional worker under the Farm and Home Development program,provided that the county bear•a salary c at 100000 a year He stated planswouldbe made to absiAn an Assistant Cou st R,o the livestock, poultry and dairywork and sugiested that Mr Barnes had the qualifications for that positionjAfter it was determined that the county would not be expected to pay more than1 0100000 per year, except with the nominal increases granted other employees iny the farm agents office, the following motion was adopted-On a motion made by R G Gurley, second d by Frank B Holding, it was movedthat a pro rata amount of 100000, e£fectiveI additional Assistant County Agentis employed, be appropriated from the contingent fund and transferred to the farmagents salary account for the purpose of employing an Assistant County Agent forFarm and Home Development work specializing in livestock, poultry and dairy work20 The request of Mrs Minnie Newman, Benson, North Carolina for an adjustmentof the valuation of her property was referred to W H Britt, Auditor, for investig-ation dp+ 21 After a discussion with Mrs Lulu A Jolliff, Superintendent Welfare Department,lj?11 in the presence of Mrs Nancy Barnes Stone, the following motion was adoptedOn a motion made by J D Bailey, seconded by R G Gurley, it was moved thatMrs Stone be paid 10000, which the etate now holds as a result of the exchangeof her property with the State Highway Commission and that she receive no more than50 from the pending sale of a lot approximately 50 x 61 feet, which remained inher after the aforementioned exchange of lot with the State Highway Commission22 After a report from Mrs Lulu A Jolliff concerning the securing of a CaseWorker Supervisor, the following motion was adoptedOn a motion made by R G Gurley, seconded by Floyd C Price, Sr, it was moved,,that the salary schedule in the Welfare Department budget be reallocated to provide f +,for tYs employment of a Case Worker Supervisor at a salary of 635000 per month?I23 After a discussion with Mrs Lulu A Jolliff, Superintendent Welfare Department„in connection with the leasing of the Boarding Home to Mrs Louise McGregor for anadditional year, providing in said lease an additional amount of land for MrsMcGregor to use as a garden, it was the concenus of the Board that the lease be _extended and that arrangements would activities of the6ry Civil Defense Program, stating that two fire motor vehicles had been purchased fromthe government surplus property agency at a cost of 15000 and that Mr TedWallace was beginning to utilize the experience he had gained from attending theEI rescue school in Maryland He recommended that 30000 be transferred from thecontingent fund to his budget to be used for the purpose of purchasing governmentsurplus property, which would be replaced by the agencies for which the equipmentwas bought He also discussed the three factors which were stressed at a RegionalDefense meeting at Thomasville, Georgia, which he attended, namely, food, trans-portion and government in emergency24 After a discussion which was entered into by W H Britt, Auditor, action wasdeferred on the request for transferring 30000 to the Civil Defense Budget to bedesignated as a surplus property fund?ii 25 After a discussion with J Narvin Creech, Treasurer, relative to providingSocial Security coverage of J Ps and other officials, the following motion washadoptedOn a motion made by R, G Gurley, seconded by Floyd C Price, Sr ,s it wasmoved that W H Britt, Auditor, verify the fees reported by E C Jones, Justiceof the Peace, as a basis for Social Security payments, and that J Narvin Creech,Treasurer, bring back whatever information he could obtain in connection with thissubject from a meeting he expected to attend in Raleigh26 The motion of Floyd C Price, Sr to appoint Rubert F Fitzgerald as Constableof Micro Township was tabled since it did not receive a second27 Upon the recommendation of W the Commissioners the audit made by thefirm of Matthews Ingraham covering county offices as specified in contract30 W H Britt, Auditor, reported the poor condition of his billing machine,stating the need for a new accounting machine After a discussion with Mr Brittconcerning the different phases of the new Burroughs Accounting machine he hadr investigated, the Board gave their approval for the purchase of equipment costingapproximately 06,61675, and requested that he determine the proper legal procedureto pursue31 The request of Delma Johnson for the renewal of his lease with the countycovering certain property of the county home farm was filed with W G Massey,Clerk32 Floyd C Price Sr was appointed Supervisor of the Boarding Home and torepresent the Board at the meetings of the Board of Trustees of the Johnston CountyLibrary for the months of October, 17ovember and December33• Commissioner Price moved the adoption of the following resolution which wasread at length to the BoardWHEREAS, the Board of Commissioners has adopted the bond order hereinafterdescribed authorizing the issuance of bonds, and such bond order and the indebted-ness to be incurred by the issuance
