the Commissioners Room, at 8;00 P M, with the followingmembers present;R P Holding, Chairman, J D Bailey, Floyd C Price, Sr, H M Johnson,and R G GurleyAbsent NoneThe following business was transacted1 Upon the recommendation of Rhetta Martin, the following motion was adoptedOn a motion made by JD Bailey, seconded by H M Johnson, it was moved thatquit -claim deed be made to Eddie Vinson and wife, Nelia M Vinson, convE,Ing LotNo 58 of the John W Harden property, situate in Wilsons Mills, and foreclosed inthe name of Bessie Grandy, F R #5, page 3, upon the payment of 545o, represent-ing taxes in full from 1926 through 19572 The following officials and department heads appeared before the Board inconnection with their 1957 -58 budget requestsJ D Pegram, accompanied by Mrs Lulu Jolliff, Mrs Roy Davis, and Mrs Pricerequested additional personnel to relieve them of their work load, and also arequest was made by Mr Pegram for an increase in salariesMr Pegram also presented the proposition for the employment of a full timeperson to assist the people in the county in securing social security, stating thatit was mainly an educational program and had been employed in Pitt County to adecided advantageMrs Jolliff showed that by employing additional personnel that the county inthe long run would be able to save money, citing five cases in which the countywould have saved money had there been an early investigation in the cases citedV J Underwood, Coroner, requested installation of a two way radio system,and a request for increase in salaryH V Rose, Clerk of the Superior Court, spoke in behalf of the county employ-ees and officials, requesting a 10 increase in salaries, which he deemed justifiedin view of increases given to state employees and in the increased cost of livingHe also cited the need for clerical help in the Sherifffs officeB A Henry, Sheriff, requested the addition of a woman employee in his officeand also cited the increase of expenses entailed in the cost of automobiles, gasand oilC W Tarlton and Sarah Ann Butts concurred with the request of H V Rosefor increase of salaries Miss Butts stated that she would like to see salaryincrease granted to Mrs Barbara Painter and Miss Mary YoungbloodJiggs Broadwell, Civil Defense Director, requested that the salary of CivilDefense Director, whoever it may be, be fixed at 15000 per month, or 180000per yearT L Upchurch, Tax Collector, spoke briefly on behalf of the requests madeby Mr Rose for salary increasesL P Creech, Veterans Service Officer, submitted his annual report tosubstantiate his request for salary increases in his departmentMiss Evelyn Bishop presented and explained briefly the request shown in herbudget She also stated that a Trustee would have to be appointed to succeed MrsLucile OliverW H Britt, Auditor, stated that there would be approximately an increaseof 2,000,000 in valuation for the next fiscal year and stated further that DrE S Grady, Health Officer, and James Whitley, Forest Warden, would submit theirbudgets at a later dateW H Britt had previously submitted to each of the Commissioners budgetrequests of the different agencies of the county for the year 1957 -583 After discussion of the court house, the Buildings and Grounds Committee were requested to work out a program, which would promote better care of the courthouse and insure better janitoral servicesi122May 28, 1957 Cont4 W H Britt, Auditor, was requested to secure bids on tile to be laid in thecourt room5 J Narvin Creech, Treasurer, _resented a resolution for counties, cities,towns, Boards of Alcoholic Control and other public agencies making applicationfor coverage of policemen and other law enforcement officers under the Old AgeSurvivors Insurance provisions of Title II of the Federal Social Security Act foradoption by the Board The adoption of this resolution was deferred pending furtherstudy6 After hearing a report from L P Creech, Veterans Service Officer, the follow-ing motion was adoptedOn a motion made by R G Gurley, seconded by J D Bailey it was moved that4100 be appropriated from the contingent fund and transferred to the rent fundof the Veterans Service Office for the purpose of defraying the rent on an addition-al room secured adjoining the office of L P Creech, Veterans Service Officer?7 Following the submission by W H Britt, Auditor, of bids for the 1956 -57audit of Johnston County by the firms of Hugh Smith, of Raleigh, N C, andMatthews Ingraham, of Smithfield, N C, the following motion was adoptedOn a motion made by Floyd C Price, Sr, seconded by J D Bailey, it wasmoved that the proposal of Matthews Ingraham, low bidder, to audit for theCounty of Johnston the Clerk of the Court for a two year period at the rate ofthirty -five dollars 03500 per day, not to exceed six hundred dollars 60000;and all other accounts and funds of the county, except the Board of Education andthe Johnston Memorial Hospital, at the rate of thirty -five dollars 3500 perday, not to exceed nine hundred dollars 90000 be accepted8 Subsequent to remarks by J Narvin Creech, Treasurer, and upon the recommend-ation of R P Holding, Chairman, the following motion was adoptedOn a motion made by Floyd C Price, Sr, seconded by H M Johnson, it wasmoved that 23438, representing 34 of the Judge of the Recorders Court salarybe appropriated from the contingent fund and be paid to Vice - Recorder A M,Noblefor serving for 34 of a month as Judge of the RecordertsCourt during the illnessof Judge W I Godwin9 Upon the recommendation of Floyd C Price, Sr, Chairman Court House Carolina11 After a discussion with Mrs Lulu A Jolliff, Case Worker Supervisor, JohnstonCounty Welfare Department, and J L George, County Attorney, concerning theacquisition by the State Highway and Public Vlorks Commission a right -of -way forHighway No 301 of property owned by Nancy Barnes Stone and James R Exum, BeulahTownship, recipients of Old Age Assistance grants and upon which the County ofJohnston has a lien as provided under Section 108 -301 through Section 108 -303,the following motions were adopted1 On a motion made by R G Gurley, seconded by H M Johnson, it was movedthat Nancy Barnes Stone be granted the privilege of selling her property outrightto the State Highway and Public Works Commission, provided the lien held by the123May 28, 1957 ContCounty is satisfied in full by payment from the Highway Commission to the Old AgeAssistance Fund of Johnston County when the transfer is consumated, or the saidNancy Barnes Stone is granted the privilege of requiring the State Highway andPublic Works Commission to acquire other property in her name for the purpose ofmoving her house in a satisfactory manner to the acquired property, which, in theopinion of J L George, County Attorney, would not affect the Countys lien2 In view of the age 97 of James Ruffin Exum and the value of his property,it was moved by J B Bailey and seconded by Floyd C Price, Sr that James RuffinExum be granted the privilege of selling to the State Highway and Public WorksCommission a right -of -way for Highway No 301 consisting of a 35 foot strip of hisproperty for an agreed amount, the Old Age Assistance Fund of Johnston County tobe paid 50 of the agreed amount by the Highway Commission and 50 to be paid toJames Ruffin ExumThere being no further business, the meeting adjournedV7
