Meeting of Board of Commissioners for the County of JohnstonMarch 4, 1957The Board of County Commissioners of Johnston County met in regular sessionon March 4, 1957, at 1100 A M, in the Commissioners Room, with the followingmembers presentR P Holding, Chairman, J D Bailey, H M Johnson and R G GurleyAbsent Floyd C Price, SrThe following business was transacted1 Mrs Victor Penny, representing the Home Demonstration Curb Market, acted asspokcesman for a group of ladies requesting financial aid from the Board to assistthem in paying a rental fee of 2500 per month on building located on Highway301 which the Moose Lodge uses for its headquarters Mrs Penny stated that theTown of Smithfield had agreed to pay 41000 per month on this building She alsocited the activity of the curb market and how beneficial it had been to the farmwomen of the county, as well as providing townspeople with fresh agriculturalproducts She was advised that her request would be given serious consideration2 On a motion made by H M Johnson, seconded by R G Gurley, and adopted, itwas moved that 1000 per month be allocated to the Home Demonstration Departmentto enable that department to pay 1000 per month to assist the farm women of thecounty in marketing agricultural products3 On a motion made by H M Johnson, seconded by R G Gurley, it was moved that04000 be transferred from the contingent fund to the Home Demonstration Department4 The following proposals of the Welfare Department were adoptedOn a motion made by J D Bailey, seconded by H M Johnson, it was moved thatthe following proposals of the Welfare Department be adopted1 Set up a temporary position for Case Work Assistant at a salary of 24000a month for four months beginning March 1, 1957 This position, tentatively,would be occupied by Mrs Price during months of March and April If money isavailable in salaries a temporary worker would be secured for months of May andtune, especially since Mrs Jolli£f will have returned to office and these twomonths would be used to visit ADC families to determine if they can be cut offduring summer months2 Set up a Child Welfare position for one month, June, 1957, in the amount of028000 since Miss Pollyanna Langston will have completed her nine months trainingin Child Welfare work at the University of North Carolina School of Social Work andwill be available for employment on or about June 1, 19573 If County Commissioners are willing to approve these two recommendations,recommendation is made that the County Commissioners take whatever action isnecessary so that there will be no yember5 Following a report by C W Tarlton, County Agent, that James H Pou Bailey,of Raleigh, had offered to give a pine tree planter for the benefit of the farmersof Johnston County in planting pine seedlings, the following motion was adoptedOn a motion made by H M Johnson, seconded by R G Gurley, it was moved thatthe pine tree planter, a gift of James H Pou Bailey for the benefit of the farmersof Johnston County, be accepted and that said planter be placed under the super-vision of the County Agents officeFurther moved that C W Tarlton, County Agent, thank Mr Bailey on behalf ofthe Board for providing Johnston County with this useful machine6 B AHenry, Sheriff, reported to the Board that he would mark off parking areain the rear of the court house as soon as weather conditions permit7• The bond of Estamae Miller Johnson, Clerk Tax Collectorts Office, in the amountof 100000 with the American Bonding Company was approved99March 4, 1957_ Cont8 A group of citizens composed of A L Hobgood, John W Wells, E P Cunningham,Jr, J B Wooten, William Wilkinson and J M Johnson, representing tobaccointerests and tobacco storage warehousemen, and a group of citizens composed ofRalph Canaday, Sam Godwin, Heber Johnson and C C Barefoot, representing the sweetpotato storage warehousement requested that the Board approve or endorse propertytax exemption on storage tobacco and sweet potatoesMr A L Hobgood, representing the Bright Leaf Burley Tobacco Company,acted as spokesman for the tobacco group He cited that exemptions on the storageof tobacco for one year now applied in Wake and Wayne Counties, and presentedlegislative enactments to that effect He also read to the Board a brief statingthe position of the tobacco group, which was filed with the BoardMr Ralph Canaday, of Four Oaks, acted as spokesman for the potato group, andstated that the exemptions on potatoes as now employed in Wayne County would beacceptable to his group, although he would appreciate the Board approving total taxexemptions on potatoes for one yearAfter a discussion of the requests, the following motion was adoptedOn a motion made by R G Gurley, seconded by H M Johnson, it was moved thatR P Holding, Chairman, J L George, County Attorney, and W H Britt, Auditor, beappointed as a committee of three to investigate the laws of the various countiesof the state vh o are now exempt from tax on
