Chairman presidedThe following business was transacted1 Albert Stallings, President, and members of the Kiwanis Club, includingmembers of the Agricultural Committee of the club, reiterated their request tolease the county home property composed of approximately 209 acres, excluding 11acres surrounding the Boarding Home for a period of 50 yearsM A Morgan acted as spokesman for the group stating that the main purposesof the Kiwanis Club in leasing the property was to provide recreation and second areforesting project, which would be an example to other land owners in the countyto follow He read to the Board the proposed contract or lease agreementMr Morgan called on Soil Conservationist C W Warrick, who had made a surveys;of the property in accordancewith the request of the Board Mr Warrick statedthat soil samples showed the farm to be very poor He exhibited a chart and mapshowing the capability of the land to produceSubsequent to the reading of the proposed contract by Mr Morgan and theremarks of Mr Warrick several pertinent questions arose in connection with thecontract, and it was the concensus of the Board that a thorough study should bemade of the contract before any definite action could be exercised, and thegroup was advised that the Commissioners, or their Attorney, would consult withthe Agricultural Committee of the Kiwanis Club composed of Rudolph Howell, Chair-man, M A Morgan, C W Warrick and Ed Yancey to discuss the matters that hadarisen in connection with the proposed lease2 The request of Roger Wilson, of Four Oaks, for a release of taxes for one -half year for the year 1957 on account of Oaks Milling Company property beingdestroyed by fire an April 22, 1957 was deferred pending further investigation3 J V Ogburn, Chairman, and members of the Johnston County Board of Educationappeared before the Board in connection with their 1957 -58 school budgetMr E S Simpson was called upon by Mr Ogburn to go over the budget withthe Commissioners Mr Simpson explained briefly the amounts requested in thebudgget, stating that the Board of Education was asking for an increase from 66?to 68¢ for 10000 valuation for the ensuing fiscal year, which he attributed tothe county charging 2V for tax collections of school funds However, it wasbrought out by W H Britt, Auditor, that their request was greater in amountand that the 2¢ charge to tax collections was not mainly the reason for the taxincrease A copy of the budget was filed with W H Britt, Auditor, and W Ghlassey, Clerk to the Board4- W H Britt, Auditor, was requested to secure an estimate of the cost forrepairing the elevation and report his findings to the Building and Grounds Committ-ee5 On a motion made by R G Gurley, seconded by Floyd C Price, Sr, it wasunanimously moved that Alphonso Eason be appointed Constable of Wilders Townshipto fill out the unexpired term of J RLynch, deceased6 William B Wellons, ,Attorney, expressed his appreciation to the Board fortheir purchasing furniture for the court room, and stated that after examiningthe court room in Goldsboro that he would recommend carpeting the court room asit appeared to him that the tile would crack and would not be satisfactory- 7 W H Britt, Auditor, presented bids thathe had received from variouscompanies on tile in the court room, which ranged from 70 to 8}¢ It was theconcensus of the Board to defer action in the letting of contract for the purchaseof the tile8 The following reports were filed with the BoardJ D PegramJohn W MayoC W TarltonL R JohnsonSarah Ann ButtsL P CreechD R CliftonRubert BarbourMrs Willye 34rightLloyd GilbertSuperintendent Welfare DepartmentElectrical InspectorCounty AgentNegro County AgentHome Demonstration AgentVeterans Service OfficerJailerDog WardenAssistant County LibrarianJohnston Memorial Hospital April125June 3, 1957 Cont9 On a motion made and seconded, it was moved that the State Highway and PublicWorks Commission be requested to hard -
