in the Commissioners Room, at 1100 A N, with the followingmembers present R P Holding, Chairman, J D Bailey, Floyd C Price, Sr,H M Johnson, and R G GurleyAbsent NoneThe following business was transacted1 The request of W B Lassiter, Route f 1, Smithfield, N C for a right of wayacross the county home property being 24 feet in width and 2 miles in distance wasreferred to J D Bailey for investigation2 Upon the request of Otis Freeman and E J Corbett, Jr, and upon therecommendation of R G Gurley, the following motion was adoptedOn a motion made by H M Johnson, seconded by Floyd C Price, Sr, it wasmoved that the Corinth Holder Fire department be paid 20000 from funds allottedto them in the Rural Fire Protection Fund for the purchase and installing of doorsin their fire station3 Subsequent to a report by Sheriff, B A Henry, that he was holding 108 bagsof confiscated sugar the following motion was adopted;On a motion made by H M Johnson, seconded by R G Gurley, it was moved thatSheriff B A Henry be directed to advertise for sealed bids for the sale of 108bags of sugar in accordance with the law4 ordered that Mr Arthur Johnson, care taker of County Home Property, beauthorized to purchase from the Hopewell Church four church benches at a price of1500 per bench for the inmates of the Johnston County Boarding Home5• Upon the recommendation of W H Britt, Auditor, the following motion wasadopted;On a motion made by Floyd C Price, Sr, seconded by J D Bailey, it wasmoved that 92470 be appropriated from the contingent fund and transferred to theTax Collectors extra help fund for the purpose of paying two extra Field Deputiesfor seven weeks work with that department6 Ed Johnson; of Route # 2, Clayton, North Carolina reported a discussion heldby him with Mr EP Koonce of the State Highway Department relative to the hardsurfacing of a certain road in Wilders Township, being a distance of 31 mileswith the traffic count of 55 to 75, showing an average of 68 houses, per mileIt was the opinion of the Board that this road be included with the roads tobe recommended to the State Highway according to the list presented by that depart- llment7 J D Bailey was appointed Supervisor of the Johnston County Boarding Home, andi,,to represent the Board at the meeting of the Board of Trustees of the JohnstonCounty Library for the months of January, February and March8 On a motion made by J D Bailey, seconded by1H M Johnson, it was moved thatthe State Highway and Public forks Commission be requested to hard - surface as many smiles as possible of the and referred to asRoad No 9 on map on file in the Registerof Deeds OfficeJanuary 7, 1957 Cont10 The request of E C Jones, Justice of the Peace, Smithfield, N C, toparticipate in the Social Security Program whereby he would pay the full amountof social security insurance to the county was referred to J L George, CountyAttorney, for investigation11 The claim of W E Barbour for loss of thirty hogs by stray dogs, amountingto 22000 was -refer -red to Rubert Barbour for investigation12 After hearing a request by Rudolph Howell, the following motion was adopted;On a motion made by J D Bailey, seconded by H M Johnson, it was movedthat C W Warrick, U S Soil Conservationist, be requested to make a survey ofthe county home property for forestration13 The report of the State Highway and Public Works Commission showing new roadsadded to the Johnston County Road System was submitted to the Board by W G Massey,Clerk14 In compliance with the request of the Board, the following letter was writtenby YU G Massey, Clerk, to Mrs A D Williams, Route # 1, Wilson, N C, and copymailed to the Chairman of the Wilson County Board of Commissioners,Dear Mrs WilliamsThe Board of County Commissioners for Johnston County at their regularmeeting on January 8, 1957 requested that I convey to you their deepest sympathyin the loss of your husbandIt was the good fortune of every member of our Board to know Mr Williamspersonally His wisdom, alertness, personality and leadership in county andgovernmental affairs attracted men of all walks of life to himHe was held in high esteem and respect by the members of our Board, and theysincerely feel that his loved ones, the citizens of Wilson County and the Stateof North Carolina have sustained a great loss in his demiseIt was also requested that I send a copy of this letter to the Board of CountyCommissioners for Wilson CountyVery sincerely yours,W G Massey, ClerkBoard County CommissionersJohnston County15 Copies of notification and authorization forms of the Welfare Department fora period of approximately five months ending with +ecember 31, 1956 were reviewedby the Board16 Subsequent to J L George, County Attorney, requesting on behalf of SheriffB A Henry, and his deputies, that they be allowed to participate in the SocialSecurity Program, the following resolution was adopted;RESOLUTIONA Resolution by the Board of County Commissioners of Johnston County to providefor a referendum by the Sheriff and Deputy Sheriffs under Provisions of Article 2of Chapter 135 of the General Statutes of North Carolina and under Provisions ofthe Governors Executive Order of December 17, 1956BE IT AND IT IS HEREBY RESOLVED by the Board of County Commissioners ofJohnston County as followsSECTION 1 That the Board of County Commissioners of Johnston County herebyapplies to the Agent designated in the Executive Order, dated December 17, 1956,by the Governor of North Carolina, to hold, on May 15, 1957, a referendum todetermine whether or not the Law Enforcement Officers Benefit and Retirement Fund,as it applies to Sheriff and Deputy Sheriffs of this governmental unit, shall becoordinated with the Old -Age and Survivors Insurance provisions of the FederalSocial Security Act Coverage under the Social Security Act will become Effectiveon the 1 day of July, 1957, for the Sheriff and Deputy Sheriffs in service
