road maintained bythe State Highway at the gravel pit to the home of said W B Lassiter, being adistance of 2 milesFurther moved that W B Lassiter pile in an orderly manner wood cut from saidright of way, in order for Mr Arthur Johnson to collect the same and sell for pulpwood or for timber2 On a motion made by H M Johnson, seconded by J D Bailey, it was moved thatthe State Highway Public Works Commission be requested to build a bridge acrossMill Creek in Bentonville Township, replacing the McArthur Bridge, which now permitsegress and ingress to the McArthur farm, and the Wadsworth farm, purpose of paying Jgce Woodard for workingthree days in the Veterans Service Office6 On a motion made by J D Bailey, seconded by H M Johnson, it was moved thatMrs Raymond Stephenson, Sub - Registrar of Vital Statistics, in the Health Depart -ment be paid 6666 per month effective 1 -1 -57 from funds allocated in the budgetfor that purposeI7 On a motion made by R G Gurley, seconded by J D Bailey, it was moved thatthe salary of J D Pegram be increased 500 per month, effective February 1,1957, in order to meet the requirements of the merit system8 After hearing a report from Jiggs Broadwell, relative to the Civil DefenseProgram, the following motion was adoptedOn a•motion made by H M Johnson, seconded by R G Gurley, it was moved that509 of 477141 matching fund basis be transferred from the contingent fund forthe purpose of purchasing a rescue vehicle to be used in the Civil Defense ProgramFebruary 4, 1957 Cont9 Ater reviewing with Lloyd Gilbert, Administrator Johnston Memorial Hospital,the plans for the addition tot he Johnston Memorial Hospital, the following motionwas adopted;On a motion made by Floyd C Price, Sr, seconded by H M Johnson, it wasmoved that the Board concur with the action taken by the Board of Trustees,Johnston Memorial Hospital, at a special meeting of that Board on February 1,1957 approving the plans and specifications of the addition to the JohnstonMemorial H ospital designated as Project No N C 261, as prepared by WilliamMoore Weber, A I A10 Upon the recommendation of Rhetta Martin, the following motion was adoptedOn a motion made by H M Johnson, seconded by Floyd C Price, Sr, it wasmoved that a quit -claim deed be made to Lacey McNeill upon the payment of 1706,representing taxes in full for the years 1954, 55 and 56, conveying Lot No 57,in Block E of the Callie G Collier lands as sub - divided by the North CarolinaInvestment Company, being a lot fronting 45 feet on Fuller Street, foreclosedin,the name of John Sanders, F R #l, page 52911 The proposal of C W Tarlton, County Agent, to purchase slide projectoreaTounting to 7500 or 10000 from funds budgeted to his supply account, was approv-12 Noah Williams, President Smithfield Chamber of Commerce, and Harold Creech,Secretary Smithfield Chamber of Commerce and James Earp, representing the JohnstonMutual Livestock Association, requested aid from the county in building a live-stock barn for the purpose of holding Fat Stock shows for 4 -H and FFA members,Ham and Egg Show, and for the Home Demonstration Curb Market Mr Niilliams statedthat he had investigated the building in Kinston and that buildings were alsoestablished in Goldsboro and Rocky MountMr Williams also presented a plan of the proposed building for JohnstonCounty, which was 64 feet by 144 feet and would cost approximately 720500 Hecited the urgent need for this building, in order to hold the coming Fat StockShow, stating that since the Big Planters Warehouse had burned down there wereno other warehouses available for this purposeHe also stated that the Town of Smithfield had signified their willingness todo as much as possible towards the building He also stated that the propertyheld by the American Legion would be leased by the Legion to the county for a periodof ten years without charge, and if properly cared for to be leased to the countyfor an additional ten years without costJames Earp, Member of the Johnston Mutual Livestock Association, stated thatthe Association was to be revived during the week and heartily endorsed theprogram, stating that the Association would lease and care for the propertyBen Baker, Mayor of the Town of Smithfield, stated that there were legalcomplications for the Town spending money outside the corporate limits, but wasvery sure that his Board would go along with the county to establish facilitiesfor the benefit of the farmers of the county in way of extending water andelectricity to the plant and maintaining road and other services that would beof benefit to the premisesFollowing this request, R P Holding, Chairman, appointed Floyd C Price, Srand H M Johnson as a committee to meet with representatives of the Town ofSmithfield and the Johnston Mutual Livestock Association for the purpose of present-ing concrete plans for consideration by the Board13 H V Rose and W R Britt acquainted the Board with plans and preparationsbeing made to restore the Bentonville battle ground Mr Rose stated that it wasthe intention of citizens of Johnston and surrounding counties to raise money forpurchasing a 51 acre tract of land from Jake Dunn at a price of 451,000 MrRose stressed the importance of the preservation of this battle field to JohnstonCountyW R Britt stated that he was elected Fund Raising Chairman at a recent meet-ing of the citizens of Johnston County and other interested groups called togetherby dam Whitley, Jr, a member of the General Assembly Mr Britt stated that ifone -third of the cost of the land could be raised by citizens and other organizat-ions that he believed that the General Assembly would provide the balance for thepurchase of the landiIt was brought out in the meeting that if the grounds could be purchased thatthe Historical Commission would develop and maintain the site Mr Britt furtherstated that it might be necessary for them to come back to the Board for financialaid, and if such was the case that he hoped they would give a favorable decisionto the requestFebruary 4, 1957 Cont14 Upon the recommendation of the Trustees of the Johnston County Library, thefollowing motion was adoptedOn a motion made by R G Gurley, seconded by H M Johnson, it was moved thatJ H Lansinger be appointed a Trustee of the Johnston County Library for a termending August 1959 to fill out the unexpired term of Henry Diggs15 Jiggs Broadwell, Civil Defense Director, gave a detailed verbal report of theactivities of the civil defense program He cited that he was now receiving finecooperation from the Johnston County Medical Society and the Johnston MemorialHospital for taking care of mass casualties He also called attention to the finework of Hubert Woodall as Civil Defense Director for the Town of Smithfield Hementioned the fact that more emphasis was being paid to rural civil defense andthat the Greensboro area had been changed from a target to a critical area Hementioned the fact that a thirty minute sound film would be made to show the workof the Civil Defense in an evacuation reception center He also brought to theattention of the Board that a 24 member rescue squad had been formed for JohnstonCounty, and that they were ready to man a rescue vehicle Mr Hubie Talton, FireCommissioner of Smithfield, stated that the Town of Smithfield would handle therescue vehicle and keep it in running condition free of cost It was deemedadvisable by Mr Broadwell that if a rescue vehicle was purchased that it shouldbe kept in Smithfield at the present since it was located in the center of thecounty, and that they employed a full time Fire ChiefHe also spoke of Benson and other communities in the county setting up CivilDefense Organizationslei J Narvin Creech, Treasurer, brought to the attention of the Board the factthat if a county employee was granted a leave of absence that the group insurancepolicy covering them would lapse unless provision was made by the county and oremployee to pay the premiums during the said leave of absence for a period of threemonths, or less Action was deferred in this matter12 The following report of R G Gurley, Chairman Johnston County The RuralFire Protection Program in Johnston CountyAll of the Firemen and Fire Departments are to be commended for their fine workand the spirit in which they have protected lives and property in our countyWe believe this program is good and we need additional Fire Departments inBentonville Township, Meadow Township, and Pleasant Grove - Elevation - Cleveland Town-ships, along with Fire Departments in Micro and Wilson Mills The Johnston CountyFire Commission stands ready to assist these communities in organizing and bringinginto reality this fire protectionWe would like to urge all housewives tokeep all old newspapers, furniture rags,gasoline and all other flamable fluids out of the house Do not let trash accumul-ate around the home We should keep clean garages, and outbuildings of all kindsKeep matches, cigarette lighters, etc, away from children and out of their reachThe way to eliminate fires is to try to prevent them before they happenEvery home and business needs a fire extinguisher in a convenient placeIf you have electrical shortgages of fuse blowing, you should have an electrician check your wiringWe stand ready to assist all the people of Johnston County at all Department19 On a motion made by H M Johnson, seconded by J D Bailey, it was moved thatthe report of J L George, County Attorney, in disposing of 113 pints of confiscat-ed ABC whiskey, namely, 15 pints delivered to the Johnston MemorialHospital, and98 pints sold to the Wilson County ABC stores, be approved2Q Upon the recommendation of W H Britt, Auditor, the following motion wasadopted;IOn a motion made by J D Bailey, seconded by Floyd C Price, Sr, it wasmoved that the period of time fcr listing taxes be extended through February 16,195721 W G Massey, after presenting claims of J D Hinton in amount of J`2 00,CH Honeycutt in amount of 02200, J F Honeycutt in amount of 1650, and T RHoneycutt in amount of 2630, for destruction of plastic tobacco gas canvasses bydogs, was advised that no
