Meeting of Board of Commissioners for the County of JohnstonFebruary 11, 1957The Board of County Commissioners of Johnston County reconvened in specialsession at 1100 A M, February 11, 1957, in the Commissioners Room, with thefollowing members present-H M Johnson, J D Bailey, R G Gurley, and Floyd C Price, SrAbsent; R P HoldingIn the absence of R P Holding, Chairman, H M Johnson, Vice Chairman,presided;The following business was transacted;1 The following persons representing the Board of Town Commissioners of Smith-field, Smithfield Chamber of Commerce, and Johnston County Mutual LivestockAssociation appeared before the Board in connection with the proposed livestockbuilding Noah Williams, Harold Creech, Jesse Austin, Jr, Ben Baker, RobertSpence, Hubie Talton, John Dail, B W Booker, E P Cunningham, Jr, AlfredPaddison; and Nuit Edgerton Harold Creech, Secretary Smithfield Chamber ofCommerce, spoke briefly stressing the importance of the proposed livestock barn,and cited the interest of the Smithfield Chamber of Commerce in connection withsame He presented J Noah Williams, who presented specific plans for the building—The over all size of the building would be 64 by 144 feet with a seating arenaof 32 feet by 64 feet, which would seat from 1200 to 1400 people He stated thathe had received a non - profit bid from J P Rogers Son in the amount of 770500He stated further that he had received bids from Walter G Lassiter in the amountof 6846500 and Curtis V Johnson in the amount of 970000Mr Williams stressed the urgency for beginning on this building and urgedthe Commissioners toprovide funds for erecting sameBen Bakerspoke in behalf of the Town and the Commissioners present, statingthat they would furnish water and electricity to the site, build street, cleanparking area and provide reasonable maintenance if used for the purpose statedHe further stated that they would install the wiring, provided materials werefurnished, and it was brought out that the Johnston County Mutual LivestockAssociation would furnish scalesThe question was raised by J L George, Attorney, as to whether the Countycould legally provide funds for this purpose under the lease to be provided by theAmerican Legion to the County It was also brought out at the meeting whether theCounty could borrow funds from the approximately 28,000 heretofore allocated foran Agricultural BuildingSince these questions were raised, it was deemed wise to defer any action bythe County until J L George, County Attorney, could investigate the ways offinancing the building project in accordance with Statutes governing appropriationof public funds and consider if any legislation by the General Assembly would benecessary to clear the way for the County to support the livestock building plan2 Upon the recommendation of J L George, County Attorney, the followingmotion was adopted;On a motion made by J DBailey, seconded by R G Gurley, it was moved thatJ L George, County Attorney, advertise for sealed proposals in accordance withthe General Statutes of North Carolina, Section 143 -129 for the purchase of aCivil Defense rescue vehicle, International truck and equipment, 5 -120, 4 x 4 orequal3 The claim of Helen B Culbreth for loss of chickens by unknown dogs in theamount of 1900 was referred to Rubert Barbour, Dog Warden, for investigation4 The following motion was adopted;_ On a motion made by J D Bailey, seconded by Floyd C Price, Sr, it wasmoved that J Narvin Creech, Treasurer, be authorized and directed to pay thecountys pro rata part of insurance premium of an employee covered by groupinsurance Policy No 1448 of the State Capital Life Insurance Company when saidemployee of the county is granted a leave of absence for a period of three months,or lessThere being no further business,the meeting was recessed subject to call
