1957, in the Commissioners Room, at 11 00 A M, with the followingmembers present;H M Johnson, J D Bailey, and Frank B HoldingAbsent Floyd C Price, Sr and R G GurleyThe following business was transacted;1 The recommendation of Miss Rhetta Martin, Tax Attorney, to sell one acre inSelma Township formerly owned by Laura Harrington was deferred pending an invest-igation by Commissioners Frank B Holding and J D Bailey2 in compliance with a request of Mr G T Scott, Johnston County ASC Chairman,which would provide for J E Wilson Jr paving a strip approximately 70 by 90feet in front of the Johnston County ASC Building, the following motion was adopt-ediOn a motion made by Commissioner Frank B Holding, seconded by CommissionerJ D Bailey, it was moved that the rent paid to James E Wilson, Jr for thebuilding occupied by the Johnston County ASC be increased 1000 per month for aperiod of eighteen months in view of certain improvements to be made by the saidJ E Wilson, Jr3 In compliance with the request of L P Creech, Veterans Service Officer,who stated that it was essential that he have additional clerical help to enablehis office to assist non - service connected veterans and their widows and orphanchildren in making an annual accounting to the Veterans Bureau, the followingmotion was adoptedOn a motion made by Commissioner J D Bailey, seconded by CommissionerFrank B Holding, it was moved that an amount not to exceed 015000 be appropriatedfrom the contingent fund and transferred to the clerical fund of the VeteransService Office for the purpose of providin additional help for the VeteransService office for the month of January 1998j4 The request of R L Cooper, Clayton, N C, asking that he be released oftaxes amounting to 11485 on the listing of 500000 cotton in storage for theyear 1954, which he claimed was arbitrarily listed by the Auditor of JohnstonCounty, was deferred for further investigation5 Upon the recommendation of R W Dawson, District Engineer, State HighwayCommission, the following motion was adoptedOn a motion made by Commissioner J D Bailey, seconded by CommissionerFrank B Holding, the following resolution was adoptedNorth CarolinaCounty of JohnstonChange in County RoadWHEREAS, the State Highway Commission has filed with the Board of Commissioner4of the County of Johnston a map designated as Project 824164 showing a proposedrelocation of a section of county road; andWHEREAS, it appears that this relocation is for the best interest of theroad system of the said County;NOW, THEREFORE, the proposed change and relocation as shown on the said mapis hereby approved and ratified6 Mrs J R Hoggard, Mrs Norwood A Johnson, Mrs Lloyd Gilbert and MrsJames Peedin, representing the War Mothers and the Auxiliary of the Veterans ofForeign Wars presented a landscaping plan drawn by D Buren Oliver for improvingthe grounds at the Johnston County Boarding Home and requested financial aid ingrading and providing walks, drive ways and parking areasAfter a discussion of this matter, Commissioners Frank B Holding and J DBailey were appointed as a committee to work with the above named group in workingout a plan for this project7 Commissioner J D Bailey moved that John W Mayo be re- appointed CountyElectrical Inspector for a period of one year ending the first Monday in December1958Commissioner Frank B Holding seconded the motion, which was unanimouslyadoptedDecember 2, 1957 Cont8 Upon the request of Lulu Atkinson Jolliff, the following motion was adoptedOn a motion made by Commissioner J D Bailey, seconded by CommissionerFrank B Holding, it was moved that Mrs Lulu Atkinson Jolliff, Superintendentof the Welfare Department, be allowed a temporary clerical worker at a monthlysalary up to 418000 per month for a period from January through June 1954 Saidsalary is to be paid from the case worker assistance fund9 Mrs Lulu Atkinson Jolliff requested that the Board decide what action theyshould follow in collecting a lien judgment of record against the Nancy J HoltEstate as the time limit for taking any action would expire on January 15, 1958This matter was deferred pending an investigation and report by W R Britt,acting County Attorney10 The request of Mrs R Keith Compton of Clayton asking that she have accessto the tax records, in order to advise the people of Johnston County of theireligibility for social security payments and to assist them in filing their claimswas deferred pending a clearance of this project with the social security represen-tative11 Sheriff B A Henry reported that a dark room in the jail for mentallydiseased persons will not be necessary as the state authorities would not recommendsuch a room due to the close proximity of the jail to Raleigh12 Sheriff B A Henry reported that his department had confiscated from raidson liquor stills ninety -six cases of one -half gallon jars and two gasoline pumpsCommissioner J D Bailey moved that Sheriff B A Henry be instructed to advertizeand sell the above stated goods according to lawCommissioner Frank B Holding seconded the motion, which was unanimouslyadopted13 Sheriff B A Henry reported that his department was having trouble with thetwo way radio system purchased by the Board He introduced to the Board MrJames R Boggan, Radio Commercial Engineer, representing the Motorola Radio MrBoggan stated that so many people were using the low band frequency radio that itwould be necessary for the county to change from the low band to the high bandfrequency to eliminate interference and to provide for the Sheriffs Departmentsecuring a good reception He stated that the change over effecting one basestation and seven mobile units would cost the county 576650 and that an allow-ance would be made of 141700 for the equipment on hand, making a net cost to thecounty of 434950 Jiggs Broadwell, who was present during the discussion,offered to see if the Civil Defense Program would participate in the cost of thenew equipmentAction was deferred in this matter, pending an investigation by Mr Broadwellas to what help could be obtained from the Civil Defense authorities14 Jiggs Broadwell, Civil Defense Director, made a verbal report to the Boardconcem ing the activities of the Civil Defense program15 Upon the recommention of W H Britt, Auditor, the following motion wasadoptedOn a motion made by theneeds of the court house, namely sufficient lights in the court room and toiletfacilities to connect the toilet with the jury room, it was the concensus of theBoard that a discussion be held with D Ralph Clifton, Jailer, W H Britt,Auditor, and C C George, Janitor Following a discussion with this group, itwas provied that Mr W H Britt, Auditor, be designated as purchasing agent forcourt house supplies and that Mr D Ralph Clifton be charged with the responsibil-ity of maintaining the court house175December 2, 1957 ContIt was suggested to them that they work out a plan for carrying out Memory of Robert P Holding ofJohnston CountyWHEREAS, Robert P Holding served as President oi the North CarolinaAssociation of County Commissioners in 1948 -49, has served for many years and wasserving at his death as a member of the Board of Directors of the Association,and has served for twenty -five years and was serving at his death as Chairmanof the Board of Commissioners of Johnston County; andWHEREAS, Robert P Holding, through his splendid leadership and service bothto the counties of the State through their Association and to his own County ofJohnston,made a tremendous contribution to the progress and improvement of countygovernment; andWHEREAS, the Board of Directors of the North Carolina Association of CountyCommissioner, on behalf of county officials throughout the State,
