October 14, 1992The Johnston County Board of Commissioners met in special session Wednesday, October 14, 1992, at 9 oclockam in the Commissioners Room, Johnston County Courthouse Annex, Smithfield, North Carolina, with the followingmembers presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, John M Booker, DVM, andJerry F Wood, DDSAbsent NoneAlso Present Richard B Self, County Manager, and W R Britt, County AttorneyThe Chairman called the meeting to order and the following business was transactedWater Supply at Corinth Holder SchoolCounty Manager, Richard B Self, briefed the Board of the water supply problems at Corinth Holder School Heexplained the schools well water became polluted in August with Ethylene Dibromide, a chemical found in petroleumproducts, and has been found unfit for drinking The Board of Education has so far been unsuccessful in their attempt tofind new wells to solve the problem On a temporary basis, bottled drinking water is being brought to the facilityMr Self reported the closest water supply is the Town of Wendell in Wake County According to the engineeringfirm, McKim and Creed, it would cost 730,000 to run a 25,0001£ 12 water main from the towns system to the schoolWater allocation would then have to be bought from the City of Raleigh, Wendells supplier, and the estimated cost wouldbe a one time fee of 84,000 and monthly charges of approximately 2,000 based on 50,000 gallons usage He noted anotherpossibility would be the formation of a water district to serve the entire community A survey done by the County PlanningOffice showed approximately 321 homes, 116 mobile homes, and 4 businesses in the areaCommissioner Frank B Holding stated he talked with BA Parker at Farmers Home Administration about theprospect of a special allocation He asked Jackie McLamb with FmHA to address the Board on this possibilityMr McLamb reported that Emergency Assistance Grants for providing water to areas in need are available on asituation by situation basis; however, these grants are normally associated with a natural disaster or the collapse of a watertank He noted the best approach and the fastest way to provide water would probably be a water service districtFollowing further discussion, Commissioner Frank B Holding moved the Board call for a community meeting at730 pm on November 2, 1992, at the Corinth Holder Elementary School to discuss the feasibility of providing water tothe Corinth Holder area, and that the meeting be advertised and heavily posted to allow for the greatest amount of publicinput Commissioner Holding further moved that FmHA be requested to attend and to prepare a feasibility study prior tothe meetingCommissioner John M Booker seconded the motion which carried by unanimous voteMr Tom Davis with the Johnston County Schools expressed appreciation of the Countys interestEXECUTIVE SESSIONAs all Board Members were present, Commissioner John M Booker moved the Board recess the special sessionto meet in executive session for the purpose of discussing with the County Attorney a matter of possible litigationCommissioner Frank B Holding seconded the motion which carried by unanimous voteUpon a motion by Commissioner John M Booker, seconded by Commissioner Frank B Holding and carried byunanimous vote, the Board adjourned executive session and resumed special session2 Pleasant Grove Community Building ImprovementsUpon a motion by Commissioner James W Cash, seconded by Commissioner Frank B Holding and carried byunanimous vote, the Board appropriated 3,400 from Contingencies to Public Buildings Improvements to provide thefollowing improvements to the Pleasant Grove Community Building 1 200 amp electrical service, 2 grease trap, and 3handicap toiletsUpon a motion by Commissioner Frank B Holding, seconded by Commissioner John M Booker and carried byunanimous vote the Board adjournedNorman C DenningJoyce H Ennis, ClerkRichard B Self, County ManagerActing Clerk
