142Meeting of Board of Commissioners for the County of JohnstonAugust 5, 1957yThe Board of County Commissioners of Johnston County met in regular sessionin the County Commissioners Room, at 11 00A M, August 5, 1957, with the followingmembers presentR P Holding, Chairman, J D Bailey, YI M JohnsonAbsent R G Gurley and Floyd C Price, SrThe following business was transacted1 The application of Rupert Fitzgerald for appointment as Constable of MicroTownship to succeed Paul Holland, former Constable who moved to Virginia, was tabled,pending further investigation2 J Narvin Creech, Treasurer, discussed with the Board correspondence he hadreceived from Mr Nathan Yelton, Director of North Carolina Public Employees SocialSecurity Agency, relative to withholding Social Security payments on employees of the,county and other officials, namely, registrars, tax listers, attorneys in paupercases, welfare board members, Justices of the Peac, etc He also showed where E C +Jones, Justice of thePeace, had submitted his report, together with a check, rep-resenting his social security payments for the years 1955 and 1956 and first andsecond quarters 1957Following the discussion, it was deemed advisable for Mr Holding to consultwith Mr Curtis Ellis of Nash County to see what procedure they were following inNash County relative to providing social security insurance for the above statedofficials, and Mr Creech and W HBritt were directed to check payments made byE C Jones to the Clerk of the Superior Courts office for the years as shown onhis report 3 The following letter of the Resolutions Committee of the Johnston County WarVeterans Association was filed with the BoardTo Johnston County Board of CommissionersFromJohnston County War Veterans AssociationIn a meeting on Thursday, August 1, 1957, the Johnston County War VeteransAssociation instructed its Committee on Resolutions to present the followingexpression of appreciation to you as members of the County Board of CommissionersThe Johnston County War Veterans Association, composed of seven Legion Posts,two V FW Posts, one D A V Post, and one World War I Veterans organization,wishes to thank the Johnston County Board of Commissioners for their cooperation in gconnection with Veterans affairs and for the services rendered through the VeteransIService Office of Johnston County under the direction of L P CreechThrough the annual appropriation by the Johnston County Board of Commissioners,the Veterans Service Office serves hundreds of disabled Veterans, war widows andorphaned children, frequently making it possible for them to receive the necessitiesof life Through this service, disabled Veterans have received badly needed medicalcare Many totally disabled Veterans have received pensions, thus keeping many ofthem from being dependent upon welfareThe educational status of our County has been raised through benefits receivedunder the G I Bill of Rights, educating many young farmers, lawyers, doctors,school teachers, apprentices of the various trades, etc Also, many Veterans havebeen assisted in securing home loans who could not have otherwise had a home, makingthem taxpayers and better citizensWe are deeply appreciative of these and the many other fine services which arebeing rendered so effectively and successfully by you through the Veterans ServiceOfficer to those who so greatly need and richly deserve them We sincerely thankyou and solicit your continued support in this important program of serviceRespectfully submitted,E S Simpson ResolutionsLloyd Gilbert CommitteeN B GranthamJ Marvin Johnson, CmdrJohnston County War Veterans Association4 Mrs Lulu A Jolliff, acting Superintendent of the Welfare Department, dis-cussed with the Board the following phases in connection with the Welfare Departmenta What money the Welfare Superintendent was bonded for, bringing to theattention of the Board an amount of 01896, representing aid to the BlindAdministrative Fund which was turned over to her by MrPegram To clear this fundW H Britt, Auditor, was requested to audit this account143August 5,1957 Contb Whether the car of the Superintendent is to be included in the depreciat-ion schedule This matter was deferred for further thoughtc What the Commissioners desired in their monthly report from the WelfareSuperintendent In connection with this, she was requested to submit a reportsimiliar to the one that had been submitted by Mr Pegram and his predecessorsIt was also brought out that the Commissioners would be interested in any trendchange and whether any amounts provided in the budget were in danger of reachingthe point of being over expended5 Upon the recommendation of J D Bailey and H M Johnson, the mileage foroutside travel by Leroy Johnson, Negro County Agent, was placed at 6? per mile6 In addition to the funds on hand viz 25,000 State appropriation, 10,000County appropriation, 7,500 contributions, H V Rose and W R Britt requestedthat the Board make available 750000, in order to complete the acquisition of 51acres in Bentonville Township owned by Jake Dunn by September 1 for the purposeof restoring the Bentonville Battle groundMr Rose stated that they were short this amount and that he did not believethe option could be extended to allow for private donations to raise this amountP,Ir Holding stated that he was disappointed that the people had not ralliedto the project, and was afraid that if the county donated this amount it wouldendanger their financial position However, he advised that an all out effort bemade to collect this amount by private contributions, but that if they fell shortof the goal the Board might be inclined to assist them in this project7 In response to a question by B AHenry, Sheriff, as to whether he could turnover to the Brogden Fire Department avater pump confiscated by him in a raid, he wasdirected to see if this could be legally done8 Jiggs Broadwell, Civil Defense Director, gave a verbal report to the Board asto his activites, stating that he would like to see a representative of the CivilDefense organization sent to Maryland to be trained in civil defense practies, whichwould be of value to the local police and fire squadrons through the training of thisparticular person9 Upon the recommendation of the Johnston County Library Board, the followingmotion was adoptedOn a motion made by H M Johnson, seconded by J D Bailey, it was moved thatMrs J J Boyette be appointed a Trustee of the Johnston County Library for a threeyear term beginning August 1, 1957, succeeding Mrs Lucile Oliver, who resigned inorder to serve her term on the Johnston County Board of Education10 On a motion made by H M Johnson, seconded by J D Bailey, it was moved thatW H Britt be re- appointed Tax Supervisor for a two year term, effective as ofJuly 1, 1957•11 Mr E S Simpson, Superintendent of Public Schools, acted as spokesman for themembers of the Johnston County Board of Education, who werepresent, requested that a500,000 bond referendum to be held to provide for the following additions andimprovementsBenson Elementary School 200,000Smithfield New High School 200,000Bagley Elementary School 200,000Four Oaks Elementary School 50,000Wilsons Mills Vocational AgriculturalBuilding 25,000Principals homes Meadow, Clevelandand Starfeils Chapel 30,000Arohitedts Fees 45,000750,000The capital outlay funds of the school budget for this year and next willprovide 250,000After a short discussion, it was deemed advisable to meet at a later date inthe month when an official bond referendum would be considered12 Upon the recommendation of R G Gurley, as presented by W H Britt, thefollowing motion was adoatedOn a motion made by H M Johnson, seconded by J D Bailey, it was moved thatthe Bentonville Fire Department, which is in the process of being organized, beadvanced 16000 from the Rural Fire Protection fund to enable the Bentonville FireDepartment to purchase a truck from Government surplus property, said amount to becharged against the Bentonville Fire Department allocation when they qualify forfunds from the County13 Upon the recommendation of R G Gurley, as presented by W H Britt, thefollowing motion was adopted144August 5, 1957 - ContOn a motion made by H M Johnson, seconded by J D Bailey, it was movedthat the contract executed by the Johnston County Fire Commission and E L Woodall,Fire Chief of the Town of Smithfield, be approved and that payments be made to theSmithfield Fire Department at the rate of 10000 monthly from the Rural FireProtection Fund, beginning August 1, 195714- Upon the recommendation of Jiggs Broadwell, Civil Defense Director, thefollowing motion was adoptedOn a motion made by H M Johnson, seconded by J D Bailey, it was moved thatthe five deputies in the Sheriffis office be paid 2028, representing travel of338 miles at 6?
