322November 2, 1992The Johnston County Board of Commissioners reconvened regular session Monday, November 2,1992, at 730 pmat the Corinth Holder Elementary School, off NC Highway 96 in Wilders Township, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, John M Booker, DVM, andJerry F Wood, DDSAbsent NoneAlso Present Richard B Self, County Manager, Joyce H Ennis, Clerk to the Board, Rick J Hester,and W R Britt,County AttorneyThe Chairman called the meeting to order and explained the purpose of the community meeting was to discuss thewater problems at Corinth Holder School and the possibility of extending a water line to the areaCommissioner Frank B Holding explained that Farmers Home Administration has grants and low interest loansavailable for communities interested in forming a water district He noted the community would have to vote on the district,and a recent survey showed 341 homes and 116 mobile homes in the area If enough people are interested, a water line fromthe town of Wendell would be feasible He emphasized it is the communitys decision; however,If the area wants a watersystem, this would be an opportune timeIn response to a question about the status of the schools water supply, Dwight Hinnant, Senior Associate of PlantOperations for the Johnston County School System, responded several attempts have been made to provide sufficient potablewell water If the community is not in favor of pursuing a water district, the school will continue to dig wells until they aresuccessful in meeting the schools needs He stated the existing well, in newly required testing, was found contaminated andnot acceptable for drinking He noted that according to environmentalist, the well can not feasibly be treated to eliminate thecontaminates Mr Hinnant also noted Corinth Holder School is scheduled for some major renovationsTim Broome, Engineer with McKim and Creed, informed those present that several sites have been located forpotential wells, however, there is no guarantee that the wells will provide an adequate supply He noted the school has alreadyspend 15,000 on two dry wellsJackie McLamb, representative for Farmers Home Administration, reported the cost of debt on a community watersystem would be amortized over a 40 year period at a low interest rate General Obligation bonds would be paid by the userswith tap -on fee set by the community and an estimated monthly water bill of 18 to 20 He stated FmHA grants would payfor approximately one -third of the costsCommissioner John M Booker explained the Board is only interested in what is best for the community He notedthe available grant money was brought to the Boards attention because of the critical need at the school, and it seemed a goodopportunity to offer a safe, sanitary source of water to the entire community He stressed the decision is up to the communityIn response to questions from the community members present, Chairman Denning stated, ifthe people are interested,the Board would assist the community as much as possible He noted the County Manager and his staff would be glad to workwith a small group of people to further discuss the possibilityUpon a motion by Commissioner John M Booker, seconded by Commissioner Jerry F Wood and carried byunanimous vote, the Board recessed regular session until 800 am, Monday, November 9,1992, in the Commissioners Room,County Courthouse Annex, Smithfield, NCNorman C Denning, ChairmanJoyce K Ennis, Clerk
